UNDP is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. It works with individual countries on their own solutions to global and national development challenges. UNDP Lesotho supports Lesotho’s development priorities laid out in the National Strategic Development Plan and through that, the achievement of the MDGs. The main focus areas of the UNDP Country Programme are Democratic Governance; Environment and Energy; Poverty Reduction and Economic Growth, with Gender Mainstreaming and HIV/AIDS as crosscutting areas.
 
The Government of Lesotho (GOL) in collaboration with UNDP prepared and submitted a Project Identification Form (PIF)/project concept note to Global Environmental Facility (GEF). The proposed project titled “Reducing Vulnerability from Climate Change in the Foothills, Lowlands and the Lower Senqu River Basin ” is aimed at addressing Lesotho`s National Adaptation Plan of Action (NAPA) priority number 2 “Promoting Sustainable Crop Based Livelihood Systems in Foothills, Lowlands and Senqu River Valley” through engagement of youth in land rehabilitation activities. The proposed project got approval from GEF and a full scale project document has to be developed and submitted to GEF in order to release the secured funding worth about $8 million for project implementation. The period for preparing the full Project Document is expected to take about 12 months during the Project preparatory phase or PPG, and is due on 30th November 2014.

Devoirs et responsabilités

The international consultant (IC) will have expertise in ecosystems/landscape based adaptation measures and experience in formulating LDCF projects within the GEF context. S/he will act as the Team Leader for the project document development and will be the primary contact point for the GEF Agency and a team of national consultants for the drafting of a UNDP-GEF compliant project document. The IC will therefore ensure that project formulation follows all UNDP-GEF procedures, utilizes the latest templates and complies with all other requirements, including relevant stakeholder consultations. S/he will also be responsible for the compilation of the submission package and all the relevant annexes. Specific tasks will include the following:
  • Guide and coordinate inputs by the National Consultant(s), ensuring that data is collected using standard methods and in line with the requirements;
  • Based on inputs by the National Consultant(s), define a Results Framework (including Outcomes, Outputs, Indicators and Risks/Assumptions) and outline indicative project activities;
  • Ensure additionality criteria of the project is met and complementarities of project Outcomes/Outputs/Activities with government-driven baseline programs;
  • Alongside UNDP, provide quality control for the FSP formulation process in line with UNDP/GEF and LDCF      requirements;
  • Assist in verifying climate risks associated with the project’s target areas;
  •  Validate problem analysis of the project;
  • Guide the determination of the scope and strategy of the project;
  • Frame a consistent climate change additionality argument for the project in line with findings from field assessments and ensure that there is no duplication (either geographically or in terms of investments) between the proposed project and baselines as well as other relevant projects;  
  • Ensure that the project approach is cost-effective;
  • Formulate project management, reporting and evaluation arrangements and define an organogram for the project;
  • Facilitate the finalization of a financing and co-financing package for this       project and ensure that co-financing letters are obtained in time for submission;
  • Facilitate stakeholder consultations on project preparation, including finalization of a detailed budget and TOR for all inputs in line with UNDP-GEF criteria and eligibility principles
  • Compile project Annexes and CEO endorsement template and assist the government to submit and to respond to all reviews;

Qualifications et expériences requises

Education: 

  • Recognized Master’s Degree, preferably PhD in Natural sciences, Social sciences or related field.

Experience:

  • At least five years of experience in ecosystems/landscape based Climate Change Adaptation measures and in formulating LDCF projects within the GEF context;
  • Leadership, project formulation and management skills, including strong project monitoring skills;
  • Demonstrated ability to assess complex situations succinctly distills critical issues, and draw forward-looking conclusions and recommendations;
  • Ability and experience to lead multi-disciplinary and national teams, and deliver quality reports within the given time;
  • Extensive experience in developing and implementing strategies, policies, projects and programs.

Language Requirements:

  • Excellent written and spoken English;

Other:

  • The consultant must bring his/her own computing equipment.

  • Only those applications which are responsive and compliant will be evaluated; Individual consultants will be evaluated based on a combined scoring method taking into consideration the combination of the applicants’ qualifications and financial proposal;
  • Combined weighted scoring: Technical skills and competencies (70%), financial proposal(30%).
