Antecedentes

Arab women have been at the vanguard of the Arab Spring and their active political presence has created new momentum for meaningful citizenship and political participation within their respective states. Women in the Arab region have expressed their need for support to fully capitalize on the opportunity of the Arab Spring to reposition themselves in political and decision making spaces so that they can fully contribute to shaping the future of their countries. Central to these efforts is assisting Arab women to translate political engagement in the street during the Arab Spring into sustained political engagement at all levels of decision making, and to ensure that transitional bodies and processes respond to the needs and priorities of women and girls. UN Women has a unique opportunity to play an effective role in catalyzing the process of mobilization, and assisting the government and emergent constituencies in the formulation of new social contracts and national frameworks that are inclusive and responsive to women’s rights and concerns.

Towards this end, UN Women has designed a regional programme to work at multiple levels and to respond to the wide range and specific support needs at the regional and country level, building on local initiatives in recognition that sustainable change must be locally-owned and led. It will strengthen the capacity of women groups and civil society organizations to advocate for constitutional and legislative amendments that reflect a women rights agenda, while at the same time enhance the ability of these organizations and groups to monitor the performance of women voters and candidates in elections. The programme will also assist governments to fulfill their obligations with regards to gender mainstreaming and gender equality under the various international declarations. And finally, the programme will target the general public’s attitude and its misconceptions about the role of women in politics in the Arab region.

The regional programme is made up of two components: a funding mechanism providing support for a wide spectrum of services related to women’s citizenship and political empowerment and a technical knowledge hub to generate the necessary knowledge, analysis and technical assistance to catalyze regional knowledge-sharing. Both components of the programme were borne directly from the demands articulated during UN Women consultations with women’s groups on the ground in various countries since the uprisings. The implementation will be based on continued broad based consultations leading to the design of country-specific action plans placed within a regional framework. The knowledge hub will allow for regional experience to be accumulated and shared in response to the high demand of women movements across the region to learn from each other in a time of increased sensitivity of foreign engagement, this hub will also facilitate the delivery of effective programmatic responses at the country level.

The regional programme will focus its activities on priority countries in the Arab Region undergoing transition, such as Yemen, Syria and Bahrain and protracted conflict, such as the Occupied Palestinian territories.
