Antecedentes

The Network of West African Central Authorities and Prosecutors against Organized Crime, hereinafter referred to as WACAP, is an informal network of central authorities and prosecutors operating under the framework of the Regional Programme for West Africa (2010-2014) of the United Nations Office on Drugs and Crime (UNODC) and the implementation of a Drug Control and Organized Crime Strategy for West Africa. It takes place in the context of the Economic Community of West African States (ECOWAS) Political Declaration and Regional Action Plan to Address the Growing Problem of Illicit Drug Trafficking, Organized Crime and Drug Abuse in West Africa (2008-2011) and the successor to this Regional Action Plan. The Network is also established under the UNODC Global Programme to Strengthen the Capacities of Member States to Prevent and Combat Serious and Organized Crime (GPTOC) that has as an objective the implementation of the resolutions adopted by the Conference of the Parties (COP) to the United Nations Convention against Transnational Organized Crime (UNTOC) in 2010 and 2012, in particular, to foster regional and international cooperation to fight organized crime. Through regular meetings and training programmes, the Network provides for opportunities among its members to facilitate such cooperation. UNODC provides coordination and technical direction to the Network.

Deberes y responsabilidades

The Criminal Justice NPO will, in particular:

Contribute to the coordination and management of the West African Network of Central Authorities and Prosecutors, focusing on the following:
  • Conduct legal research and analysis as directed;
  • Assist in the development of training tools and materials;
  • participate in programming and delivery of technical assistance activities at the national, sub-regional and regional level;
  • Assist in the design of proposals for funding of the network; • Draft reports on the activities and finances of the Network; Participate in the organisation of meetings of members of the network, as well as seminars and workshops;
  • Create and maintain a data base of contacts for members of the Network, their counterparts and other practitioners;
  • Create and keep updated a compilation of all laws and regulations relevant to international cooperation in criminal matters of countries, members of the Network;
  • Assist the Coordinator in the day-to-day coordination and management of the affairs of the Network.
Contribute to the implementation of a variety of UNODC ROSEN Criminal Justice Programme activities focusing on quality control of the full cycle of programming from formulation to implementation, in particular:
  •  Contribute to the design of the activities under ROSEN's criminal justice programme within the area of responsibility, translating UNODC priorities into local interventions;
  • Contribute to the coordination of programme implementation within executing agencies; • Contribute to the planning, budgeting, implementing and monitoring of the Programme;
  • Contribute to the preparation of regular project reports and donor reports on activities falling under the criminal justice programme of ROSEN.
Provide inputs to ensure provision of advisory services and facilitation of knowledge building and management in particular:
  • Contribute to the identification and synthesis of best practices and lessons learned relevant to the criminal justice programme and specific country goals and policies;
  • Contribute to the development of policies and institutions that will address the country level problems and needs in collaboration with the Government(s) and other strategic partners;
  • Support the capacity building process for national governmental and non-governmental institutions in the criminal justice area.

Habilidades y experiencia requeridas

 Education:
  • Advanced university degree in law, criminology, political sciences, international relations, or other related academic background; specialization in criminal issues is an asset;
  •  4 years of qualifying experience may be accepted in lieu of an advanced university degree.
Work Experience:
  • At least 2 years relevant experience at national and/or international level as a prosecutor, magistrate, private legal practitioner or other in the field of crime control or international development cooperation; programmes management;
  • Experience in scheduling meetings and providing logistics is desirable;
  • Experience in project coordination and implementation, including administrative and financial backstopping, monitoring, and programme delivery, is an asset;
  • Up-to-date knowledge and practical experience of United Nations programme policies, guidelines and procedures is considered an asset.
Languages:
  • English, French and Portuguese are the working languages of the Network;
  • Fluency in English and French is required;
  • The knowledge of Portuguese is an asset.
