Historique
The Local Governance and Community Development Programme (LGCDP) is a national programme which is being implemented by the Ministry of Federal Affairs and Local Development (MoFALD) and supported by a range of development partners. LGCDP’s Programme Document (PD) comprehensively describes LGCDP’s rationale and approach along with its vision, goal and purpose. The individual programme components and management arrangements are also fully described in the PD as is the Programme log frame and the results and reporting framework.

Duty Stations:
Illam, Jhapa, Sunsari, Morang, Udayapur, Saptari, Siraha, Dhanusha, Mahottari, Sarlahi, Sindhupalchok, Dhading, Kathmandu, Lalitpur, Kavrepalanchok, Makwanpur, Rautahat, Bara, Parsa, Chitwan, Nawalparasi, Rupandehi, Kapilvastu, Palpa, Gulmi, Syangja, Tanahun, Kaski, Parbat, Dang, Banke, Bardia, Kailali, Kanchanpur.
- Assist the DDC to formulate and implement district periodic plan, capacity development plan, district transport master plan and procurement plan;
- Assist the DDC to prepare guidelines, manuals and monitoring & evaluation framework;
- Support the DDC to prepare Local Fiduciary Risk Reduction Action Plan;
- Assist the DDC to develop and implement Management Information System;
- Support the DDC to formulate district information, education and communication strategy.
- Assist the DDC to formulate annual district development plan through participatory planning process by mobilizing Ward Citizen Forums;
- Provide technical support to the District Resource Estimation Committee to analyze, estimate and forecast total fund (own source and government grant) of the district;
- Support the Integrated Plan Formulation Committee in prioritization of project proposals during the annual planning process;
- Assist the DDC for coordination and linkage with line agencies and other stakeholders;
- Assist the DDC to prepare annual work plan and Project Funding Matrix;
- Assist the DDC to prepare monitoring and evaluation plans and to timely inform concerned authorities to correct any misappropriations, mistakes and weaknesses;
- Assist the DDC to conduct periodic reviews, public hearings and public /social audit ;
- Assist the DDC in preparing statuary reports and to publish these as required;
- Assist the DDC in improving compliance to vital registration and social security guidelines;
- Report any observation of financial irregularities to the Local Development Office (LDO).
- Provide support to the District Social Mobilization Committee to implement effective social mobilization activities,
- Provide support to implement livelihood improvement plan in Citizen Awareness Centers;
- Provide support to compile data from VDCs and DDC and prepare trimester and annual progress reports and submit to the Programme Coordination Unit regularly through the Regional Coordination Unit;
- Assist the DDC to institutionalize cross-cutting issues such as Gender Equality and Social Inclusion (GESI), Child Friendly Local Governance (CFLG) and Environment Friendly Local Governance (EFLG);
- Assist the DDC to introduce gender responsive budget;
- Support the DDC to conduct Initial Environmental Examination (IEE), Environment Impact Assessment (EIA) and other environmental safeguards related studies;
- Assist the DDC in facilitating civil society compliance monitoring activities such as public audit, social audit, public hearing and expenditure tracking;
- Monitor social mobilization activities in VDCs and promote harmonization with other social mobilization programme in the district;
- Assist the DDC to implement Local Fiduciary Risk Reduction Action Plan;
- Assist the DDC to introduce and implement web-based reporting and results based monitoring system including District Poverty Monitoring Analysis System (DPMAS);
- Assist the DDC in implementing community mediation activities;
- Assist the DDC to conduct various studies related to local governance and community development;
- Assist the VDCs to introduce VDC accounting software;
- Assist DDC to strengthen District Information and Document Center by improving GIS system.
- Assist the DDC and RCU to conduct supply driven training activities;
- Assist the DDC and RCU to conduct demand driven training activities;
- Assist the DDC and VDCs to organize exposure visit.

Qualifications et expériences requises
Education:
- Master's degree in social science, rural development, management or related fields.
Experience:
- Should have minimum of 5 years of experience in relevant field preferably in governance;
- Demonstrated track record of delivering high quality reports on time;
- Experience of having worked on a national, government-managed programme would be an advantage.
Language:
- Fluency in Nepali and English language both in spoken and written.
