Antecedentes


UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (SCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties. Under the framework of a project, UNDP and GS-SCPD engage experts to support national institutions to fulfill their strategic planning role and mandate. 

Within this context, UNDP and GS-SCPD strive to enhance the transparency and integrity of public institutions and the conduct of civil servants. To this end, His Highness The Amir Of Kuwait decreed the establishment of The Public Authority For Anti-Corruption (PAAC) in 2012. Since its establishment, PAAC was working steadily on building its institutional capacity and it intends to develop and improve its administrative functions. To realize those goals, PAAC intends to recruit an expert to assist in developing the policies and build PAAC’s administrative capacity.

Deberes y responsabilidades

Under the overall supervision of PAAC, The Administrative Executive Expert, will build on best practices of successful similar operating entities at the international and regional levels, in assuming the following tasks:

Enhance the efficiency of administrative operations and process at PAAC:

  • Assess PAAC’s needs an priorities relevant to administrative operations and business flow processes;
  • Review and propose improvements on PAAC’s organizational chart in light of the assessment’s outcome;
  • Develop/propose a business flow process for PAAC to enhance efficiency and accountability; including standard operating procedures;
  • Develop clearly defined job descriptions for all posts on PAAC’s enhanced organizational chart, in alignment with Kuwait’s Civil Service Law;
  • Set selection criteria for PAAC’s staff;
  • Develop the TORs for the experts needed based on the assessment;
  • Develop clearly defined annual performance evaluation criteria for staff;
  • Propose PAAC’s administrative and managerial processes including, but not limited to, work-planning, reporting on progress and establishment of KPI’s.

Capacity development:

  • Assess the staff capacity development needs and priorities;
  • Develop and support the implementation of a capacity building plan to address those needs.

Coordination and follow up:

  • Coordinate and follow up with deferent departments within PAAC to guarantee the synergy of all administrative processes;
  • Coordinate and follow up with local and foreign entities relevant to the consultancy’s subject;
  • Any other tasks/assignment relevant to subject of the consultancy.

Deliverables and Schedule:
The deliverables for the consultant and the tentative schedule is as follows:

Task (1)

  • Enhance the efficiency of administrative operations and process at PAAC.

Deliverable:

  • Assessment report developed (Due Date 20, Jan. 2014);
  • Standard operating procedures manual developed and business flow model developed and implemented (Due Date 20, Feb 2014);
  • KPI’s and managerial processes manual developed and implemented  (Due Date 20, March 2014);
  • Job description manual and selection criteria developed and Experts TORs Developed (Due Date 20, April 2014).

Task (2)

  • Capacity development.

Deliverable:

  • Assessment report developed
  • Capacity building plan developed and implementation initiated  (Due date 20, May 2014)

Task (3)

  • Coordinate and follow:

Deliverable:

  • 2 Bi-monthly progress reports submitted (Due dates; First report: 20, Feb 2014;
  • Second report: 20, April 2014);
  • Final report and the way forward developed (Due date; Final report: 20, Jun 2014).

Work Arrangements:

The consultant will be based in PAAC and will be working under the direct supervision of the Public Authority for Anti-Corruption, guided by UNDP and GS-SCPD.

Habilidades y experiencia requeridas

Education:

  • MBA or MSC in public administration, organizational development or any related disciplines.

Experience:

  • Minimum of 7 years of Significant experience in public administration and administrative office applications, the preparation of organizational structures and determining the terms of reference for experts;
  • Familiarity with Kuwait Civil Service Law and regulations;
  • Traceable record of work on similar projects;
  • Practical experience working with the organizations/ private sector/communities in implementing development related projects/activities;
  • UNDP experience in relevant projects is a privilege;
  • Significant experience in GCC and Kuwait in particular is a plus.

Language Requirements:

  • Arabic and English.

Documents to be included when submitting the proposals:
Applicants shall submit the following documents

  • Letter of interest/proposal, providing brief methodology on how the work will be conducted and/or approached.
    Personal CV, including information about past experience in similar projects / assignments and contact details for referees;
  • Financial proposal;
  • Reference to or copies of previously developed knowledge materials, including analytical reports, research papers, case study materials, etc.

Lump sum contract

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel costs

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.
Evaluation method:

Cumulative analysis

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight: 70%;
  • Financial Criteria weight: 30%.  

Only candidates obtaining a minimum 70% from the maximum available technical score (70 points) would be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded the Individual Contract.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in satisfactory manner.
Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org.
