Background
In order to discuss the possibility of a more effective international support for dedicated expertise to complement the Philippines’ own capacities to implement the Framework Agreement on the Bangsamoro (FAB) and the subsequent annexes, a joint UN-World Bank mission visited the Philippines in October 2012.The mission, following consultations in Mindanao and in Manila, identified the parameters of the Facility for Advisory Support for Transition Capacities (FASTRAC), a facility that will primarily service the technical needs of the MILF, and where requested, the GPH Panel and Transition Commission and its technical working groups to avail of the best national and international expertise. FASTRAC will also support the wider Moro and civic leadership to build a constituency of support for the peace process.
The FASTRAC will have the following core roles:
- Strengthening cohesion among the Moro Community;
- Developing political institutions and responsive leadership for the new political entity;
- Ensuring quick wins (jobs, security, justice, basic services and participation);
- Facilitating reconciliation and the development of transitional justice and human rights mechanisms;
- Enabling inclusive, economic growth and sustainable development, with an emphasis on gender-responsive programmes and policies;
- Ensuring public participation, inclusion and constituency development in the further negotiation of the peace agreement;
- Strengthening governance, within the parameters of the Framework Agreement and relevant national frameworks;
- Delivering on the concept of ‘normalisation’ as articulated in the Framework Agreement.
Duties and Responsibilities
Under the overall guidance of the UNDP Team Leader for Crisis Prevention and Recovery, and the direct supervision of the FASTRAC Senior Advisor for Political Transitions, the Administrative Assistant will perform the following functions:- Provide support to the FASTRAC facility in the efficient maintenance of its administrative system, including finance and logistics;
- Undertake administrative tasks such as travel processing, liquidations of cash advances, processing of payments to suppliers, canvassing/collection of price quotations, payment of utilities and the like;
- Ensure proper systematic filing and maintenance of office records such as incoming and outgoing correspondences, calendar of activities, transportation requests, staff leave monitoring, request for office supplies, etc.;
- Maintain, as applicable, financial and accounting records such as e.g. daily expense report, balance sheet and revenue and expenditure ledgers, disbursement vouchers, etc.;
- ;Process transportation requests and regulate schedule of vehicle use
- Perform secretarial and office support functions such as photocopying, preparations for meetings/workshops and other project activities;
- Perform other tasks as may be assigned by the Supervisor.

Required Skills and Experience
Education:- University degree in business administration, office management, accounting, finance or other relevant field.
- At least 3 years of professional experience in administrative work;
- Prior experience with UNDP is an advantage.
- Excellent English language skills (oral and written); knowledge of Bisaya or other Mindanao language is an advantage.
