Background

UNDP recognizes the importance of actively involving the community to work in partnership with local authorities to improve security. Within the framework of the Rule of Law and Security Programme, the project intends to build confidence, stability and security through the involvement of state actors in partnership with the community in order to reduce and prevent violence, creating favorable conditions for recovery and development. This goal will be achieved through the following outcomes:

  • Community safety mechanisms are established in target communities under recognized legal and institutional frameworks;
  • Institutional and community-based mechanisms are established to coordinate support for individuals affected by violence to strengthen community cohesion and reconciliation;
  • Women, youth, and marginalized groups are empowered to contribute meaningfully to safety and security decision-making;
  • National capacity and mechanisms are established to support crime prevention and conflict management for national and community-based response networks;
  • The Youth for Change approach is enhanced to provide opportunity for social and political rehabilitation of youth who are engaged in illegal armed groups, conflict with law, or at-risk to develop criminal mindset. 

Duties and Responsibilities

Objectives of the assignment:

He/She will be working with the UNDP CS project with special regards to outcome 5. The Youth for Change project engages youth at risk through a cycle of social and economic rehabilitation. The social rehabilitation component consists of modules teaching social skills, rule of law and peace building designed to develop the beneficiaries’ social skills and aid their social rehabilitation into their host community. In addition, the CSP team has also developed Mentors and Mentees Manuals to support the youth programme which also require equal attention of the illustrator.

The UNDP CS team has produced manuals for both teachers and beneficiaries which are currently going through modifications. The manuals contain a lot of illustrations that help the reader contextualize ideas and are especially important to illiterate students. Evaluations of the current teaching materials have revealed that students respond strongly to the style and visuals of the manuals and the UNDP CS team want to ensure that the visuals used are a) culturally sensitive and b) convey the right message c) are easily accessible to both trainers and students and are d) apolitical and reflect no bias towards or against any groups e) completely tailored to the Somali context.

The main objective of this engagement is to produce updated visuals within the manuals for all 4 learning components: Social Skills, Peace building and Rule of Law, Mentorship.

Key Activities include:
  • Review the existing illustrations with the graphic designer and identify areas of improvement and modification;
  • Create new illustrations for each manual where appropriate and necessary;
  • Ensure that illustrations in the manual layout complement the related learning objectives.

He/She will carry out activities related to the delivery of the Community Security project in Hargeisa, Somaliland. Taking into account that the Somali context is recognizing the role of the community in violence reduction, he/she will assist the graphic designer in developing and implementing a workable and easily accessible manual that use illustrations that reflect Somali context and culture in a non-inflammatory way.

He/She works in close collaboration with the Graphic Designer and the UNDP Module Development Specialist as well as Communication Unit of UNDP along with the Community Security team and sub-office, Programme and Operational teams, counterparts and government officials to ensure that assignment deliverables are carried out according to schedules and UNDP rules and regulations.

Scope of work

  • Review existing manuals with the Graphic Designer and the Module Development Specialist;
  • Identify and modify existing illustrations in agreement with the Graphic Designer and the Module Development Specialist;
  • Identify gaps in manuals where new illustrations can be inputted;
  • Create new illustrations appropriate to the context;
  • Maintain a gender balance throughout illustrations;
  • Provide illustrations as per the requirement and guidance of the Graphic Designer and Module Development Specialist on CD-ROM.
Monitoring and Progress controls
  • The Illustrator will prepare a work plan and progress updates that can be reviewed from time to time as the situation dictates to assess whether the work performed meets the standards set by the Community Security Project. 
Final product/Deliverables
  • Finalized versions of updated and new illustrations for Social skills, Peace-building, Rule of Law and Governance as well as Mentorship manuals both Instructor and Student Hand-outs. - 6 weeks
  • Updated soft copies of new training and student manuals submitted for review to the Community Security Project, GROL Programme and Communication Unit – in accordance with the Graphic Designer - 2 Weeks
Review/approval time
  • He/She will produce new and updated illustrations as per the timeframe identified by the Graphic Designer and the Module Development Specialist.

Required Skills and Experience

Academic Qualifications:
  • University degree ((post)graduate degree or equivalent) in Graphic Design (BA, BFA, MA, MFA). A relevant combination of university degree, professional training and experience may be considered in lieu of the advanced degree.
Experience:
  • Minimum 5 years progressive experience working in Graphic Design;
  • Prior experience in DDR, community security or peace building;
  • Professional knowledge or Graphic Design program: Adobe Creative Suite, CorelDraw Graphics Suite or similar software package;
  • Prior experience in working and living in difficult stressful environment;
  • Prior experience of working within the development/aid field in Somalia preferred;
  • Prior experience in designing the outline of training manuals;
  • Experience in commercial print management;
  • Prior experience with UNDP is strongly preferred;
  • Knowledge of the region is an asset.

Language requirements:

  • Fluent in English (written and spoken);
  • Knowledge of Arabic or Somali would be an advantage.

Other Information:

  • The expert will be required to have a personal lap top computer;
  • Payments will be made at the successful accomplishment of each pre-determined milestone.

Terms of Service:

This is a non-staff contract under the Individual Contractor (IC) modality of hiring of the UNDP. Individuals engaged under an IC serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
