Background

UNDP recognizes the importance of actively involving the community to work in partnership with local authorities to improve security. Within the framework of the Rule of Law and Security Programme, the project intends to build confidence, stability and security through the involvement of state actors in partnership with the community in order to reduce and prevent violence, creating favorable conditions for recovery and development. This goal will be achieved through the following outcomes:

  • Community safety mechanisms are established in target communities under recognized legal and institutional frameworks;
  • Institutional and community-based mechanisms are established to coordinate support for individuals affected by violence to strengthen community cohesion and reconciliation;
  • Women, youth, and marginalized groups are empowered to contribute meaningfully to safety and security decision-making;
  •  National capacity and mechanisms are established to support crime prevention and conflict management for national and community-based response networks.

The Youth for Change approach is enhanced to provide opportunity for social and political rehabilitation of youth who are engaged in illegal armed groups, conflict with law, or at-risk to develop criminal mindset. 

Duties and Responsibilities

He/She will be working with the UNDP CS project with special regards to outcome 5. The Youth for Change project engages youth at risk through a cycle of social and economic rehabilitation. The social rehabilitation component consists of manuals for teaching social skills, rule of law, peace building, and mentorship (facilitators and students’ Manuals) designed to develop the beneficiaries’ social skills and aid their social rehabilitation into their community.

The UNDP CS team has produced manuals for both teachers and beneficiaries which are currently going through modifications. The revision of the lay out, content and style of the manuals forms the basis of this assignment. Evaluations of the current teaching materials have revealed that students respond strongly to the style and visuals of the manuals and the UNDP CS team want to ensure that the manuals used are a) culturally sensitive, b) convey the right message, and c) are easily accessible to both trainers and students.

The main objective of this engagement is to produce update manuals for all 4 learning components: Social Skills, Peace building, Rule of Law and Mentorship.

Key Activities include:
  • Format and design a layout for the newly revised manuals for both teachers and learners on all 4 subject area;
  • Evaluate and update content, visuals and diagrams included within each manual that complement accompanying text in a culturally sensitive manner in conjunction with a local illustrator;
  • Ensure that visuals and manual layout complement the related learning objectives.

He /She will carry out activities related to the delivery of the Community Security project in Hargeisa, Somaliland. Taking into account that the Somali context is recognizing the role of the community in violence reduction, he/she will develop and implement a workable and easily accessible manual ensuring that UNDP’s expertise and comparative advantages are effectively harnessed.

He /She works in close collaboration with the local illustrator and the UNDP Module Development Specialist along with the Community Security team and sub-office, Programme and Operational teams, counterparts and government officials to ensure that assignment deliverables are carried out according to schedules and UNDP rules and regulations.

Scope of work

  • Conduct review of existing manuals with UNDP CS team especially the embedded Module Development Specialist;
  • Submit the preliminary layouts for discussion with UNDP CS Project and Communications Department;
  • Revise the selected layout as discussed with UNDP CS Project and Communications Department;
  • Design and layout the publication;
  • Submit the publication to UNDP CS Project and Communications Department for proofreading (2 rounds of corrections to be covered under the agreement);
  • Ensure all corrections have been inserted;
  • Obtain a final sign off from UNDP CS Project and Communications Department before submitting electronic files to the printer;
  • Prepare the electronic files for the printer (as described in the Design Specifications and Price Quotation, attached)
  • Send electronic files to printer (usually via printer FTP) and liaise with printer during printing process, receive and mark up final blueprint with final corrections from UNDP;
  • Make final corrections to electronic file;
  • Create PDF from final electronic file for UNDP Web posting;
  • Submit all final files to UNDP CS Project and Communications Department on CD-ROM.
Monitoring and Progress controls
  • The International Consultant will prepare a work plan in the first week of the assignment and submit progress updates regularly that can be reviewed from time to time as the situation dictates to assess whether the work performed meets the standards set by the Community Security Project. 
Final product/Deliverables
  • Electronic Copy of 8 updated manuals (trainer and student manual for the 4 components) handed over to UNDP CSP - 8 weeks;            
  • Printed versions of manuals in Somali to cover requirement in all project locations are designed and handed over to UNDP CSP - 2 weeks.       
 Review/approval time
  • He /She will ensure all materials are produced electronically in the allotted time and allow at least 1 week for further review before the hard copies are sent for press. He /She will also ensure that all hard copies of each manual are printed as per the requisite number.

Required Skills and Experience

Academic Qualifications:
  • University degree ((post)graduate degree or equivalent) in Graphic Design (BA, BFA, MA, MFA);
  • A relevant combination of university degree, professional training and experience may be considered in lieu of the advanced degree.
Experience:
  • Minimum 2 years progressive experience working in Graphic Design;
  • Prior experience in DDR, community security or peace building;
  • Professional knowledge or Graphic Design program: Adobe Creative Suite, CorelDraw Graphics Suite or similar software package;
  • Prior experience in working and living in difficult stressful environment;
  • Prior experience of working within the development/aid field in Somalia preferred;
  • Prior experience in designing the outline of training manuals;
  • Prior experience with UNDP is strongly preferred;
  • Knowledge of the region is an asset;
  • Experience in commercial print management.

Language requirements:

  • Fluent in English (written and spoken); knowledge of Arabic or Somali would be an advantage.

Other Information:

  • The expert will be required to have a personal lap top computer.
  • Payments will be made at the successful accomplishment of each pre-determined milestone.

Terms of Service:

This is a non-staff contract under the Individual Contractor (IC) modality of hiring of the UNDP. Individuals engaged under an IC serve in their individual capacity and not as representative of a government institutions, corporate body or other authority external to UNDP. The incumbent shall not be considered as staff of UNDP, the UN common system or the government and are therefore not entitled to any diplomatic privileges or any other special status or conditions.
