Antecedentes

UN Women office in Bosnia and Herzegovina (BiH) was established in 2008 to provide support to governmental and non-governmental partners to implement existing international and national commitments to women’s rights and gender equality. Through its projects and programs, the office provides technical assistance to duty bearers as well as rights holders nourishes networking and exchange of good practices and advocates for women’s rights and gender equality in all areas of life. UN Women in Bosnia and Herzegovina supports partners to achieve concrete results in promoting gender equality, dismantling structural inequalities and changing gender roles.
 
UN Women in BiH also has a focus on enhancing capacities for women from excluded groups and their organizations to effectively influence policies, actions and budgets with a special focus on addressing violence against women and girls and especially those forms of violence that are aggravated by multiple discrimination. UN Women supports the gender equality mechanisms and all other responsible institutions, as well as the civil society organizations and other non-governmental actors to implement national, regional and international commitments to promote gender equality and prevent and respond to all forms of violence against women and girls. While drawing on international and regional normative framework, the focus of all UN Women work remains on the local ownership of all development initiatives as the basis for sustainable development results.
 
UN Women works worldwide to end violence against women (EVAW) and this is also one of the priority areas in BiH. Over the last years we have been working with local partners in BiH on several core issues:
  • Primary prevention and education - where we have focused on the work with young men;
  • Support the adoption and enforcement of strategies and action plans to address and punish all forms of violence against women and girls;
  • Protection of women by progressively realizing universal access to services in response to gender based violence; and  advocacy and social mobilization on zero tolerance on VAWG, including leading the work around the global UNiTE Campaign to EVAWG.
UN Women Country Office in BiH is looking to engage a Gender and Advocacy Consultant who will work on developing a new Ending Violence against Women programme that builds on and consolidates the work done by the agency in the previous years. The Gender and Advocacy Consultant will lead the process of identifying new entry points, maintaining and developing strategic partnerships and developing a coherent strategy/project proposal for UN Women work on violence against women in the country.
 
Since UN Women aims to support and strengthen the current BiH Women NGOs field and women’s movement, he/she will also work in close collaboration with Women’s Civil Society Organisations (CSOs). UN Women will support the CSOs in their work of joining efforts in advocacy and lobbying for changes in policies, human/women’s rights, political participation and a wide range of gender issues. He/she will be the focal point of the agency for that purpose and will coordinate the support provided to CSOs to become part of a strong women human rights structure.

Deberes y responsabilidades

The Gender and Advocacy Consultant will perform the following tasks:
 
Developing a new program for UN Women work in the areas of ending violence against women.  This will include the following duties:
  • Support the process of identifying entry points and developing a coherent project proposal for UN Women work on prevention of gender-based violence in the country;
  • Carry out baseline mapping of policies, interventions, actions and budgets to address gender based violence in BiH, as required;
  • Inform and contribute to the consultations with key stakeholders, including other UN agencies, civil society organizations, national and local authorities on the progress of activities implemented in BiH in the area of gender equality and prevention of gender based violence;
  • Facilitate knowledge and information sharing on the availability, accessibility and quality of support services in response to GBV in BiH.
Collaborating with the women human rights civil society organisations and the women network. This will include the following duties:
  • Facilitation and coordination of meetings and events with the BiH Women’s CSOs;
  • Provide guidance and coordination support to joint advocacy initiatives of the women CSOs;
  • Develop and implement an annual plan and budget for Women CSOs advocacy work in the area of gender equality.
Results/Expected Outputs:
  • A project proposal for UN Women work on EVAW in BiH developed;
  • Substantive guidance on EVAW in BiH provided;
  • Proposal for the work with the women CSOs developed and implemented;
  • Enhanced collaboration amongst Women’s Human Rights CSOs ensured.

Habilidades y experiencia requeridas

Education:
  • Masters Degree in gender studies, international development, education or other field related to gender equality.
Experience:
  • At least three years of working experience on women human rights issues in Bosnia and Herzegovina;
  • At least eight years of experience working with international organisations, government agencies or NGOs in the fields of:
  •    - Preventing and addressing violence against women and girls;
  •    - Advocacy and communication work as well as social mobilisation towards ending violence against women and girls;
  • Experience working with UN agencies is an asset;  
  • Project management experience;
  • Research experience with proven adaptive and creative research skills;
  • Affinity with international development and/or the Western Balkan region.
Language:
  • Fluency in spoken and written English;
  • Good understanding of B/H/S language.
Evaluation of applicants:
 
Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal.
Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:
  • Responsive to and compliant with the ToR; and
  • Having received the highest score out of below defined technical and financial criteria.
Only candidates obtaining a minimum of 70 points in the technical evaluation would be considered for financial evaluation.
 
Criteria:
  • Technical Evaluation (70%) - Total points 70 (Relevant education - 15 points, Relevant experience - 45 points, Language – 10);
  • Financial Evaluation (30%) - Total points 30;
  • Total - 100 points.
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion.
A suggested formula is as follows:
 
p = 30 (μ/z)
 
Where:
p = points for the financial proposal being evaluated
μ = price of the lowest priced proposal
z = price of the proposal being evaluated

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services, etc.).
 
Payments will be made only upon confirmation of UN Women on delivering on the contract obligations in a satisfactory manner.
