Project Rational/Background

The Decentralised Cooperation Programme (DCP) of Mauritius was launched by the Government of Mauritius and the European Community delegation under the 9th European Development Fund (EDF) which ran from September 2005 until 30th March 2010.  It enhanced the capacity of Non-State Actors (NSAs) to undertake poverty reduction actions with the participation of the most vulnerable groups. DCP I also complemented Government’s approach to enhance State-Civil society- Private Sector efforts to alleviate poverty, to contribute to good governance, to strengthen the small-enterprise sector and to improve natural resource management in Rodrigues.

The Decentralised Cooperation Programme II launched under the 10th EDF is the follow-up of DCP I and will:
  • Reinforce the capacities of Non State Actors (NSAs) with the aim of improving their strategic planning, implementation and monitoring of poverty alleviation projects;
  • Foster a more coherent and informed approach to poverty issues among decision makers and NSAs; and
  • Complement other ongoing NSA empowerment and poverty alleviation programmes in their fight to reduce poverty.
DCP will be organizing a regional networking conference from 24th March to 25th March 2014, in Mauritius, for NSAs engaged in the same thematic areas, from the following countries of the region: Comoros, Reunion, Madagascar, Seychelles and Mauritius.

The DCP, with the collaboration of the UNDP, will appoint an international consultant to facilitate the discussions of the networking conference.

Duties and Responsibilities

Scope of Work:

The tasks related to the assignment of the Consultant will be the following:
  • Conference facilitation;   
  • Introduce the benefits of networking to participants;
  • Ensure cross organizational knowledge sharing and learning between participants;
  • Share networking best practices with participants;
  • Help participants identify sustainable projects:  (i)To be developed by networks at country level; (ii) To be implemented by networks on same thematic (regional level);
  • Produce presentations on major points of discussion;
  • Develop a Memorandum of Understanding for the networking groups;
  • Summarize findings from the meeting. This will be used as one of the inputs for the official report of the conference.

Institutional Arrangement:
  • The Consultant will report directly to the DCP Coordinator (pcu-dcp@mail.gov.mu) and the Senior Programme Manager of UNDP;    All reports are to be written in French.  The Consultant will provide an electronic version of all the required deliverables.  The reporting will be completed in form and substance acceptable to DCP/UNDP;
  • The Consultant is expected to liaise/interact/collaborate/meet with the staff of DCP, UNDP, EU, COI and NSA participants from the Indian Ocean region;
  • During the Conference, the Contractor will have access to the copying and printing facilities provided by the Conference Secretariat.
Duration of the Work:

The expected duration of this contract is 6 working days (4 days on Conference site and 2 days in home country).
  • The MOU and the reports are to be submitted by 30th March 2014;
  • DCP and UNDP will forward comments and approval of outputs within 1 week of submission draft report;
  • The outcome of this conference would provide the basis for activities within the following DCP programme estimate, which runs from 1st June 2014 to May 2015, and which needs to receive prior approval of authorities by 5th May at latest.
Duty Station:
  • The Consultant will be required to be present  in Mauritius at the Conference site on 23rd, 24th and 25th March 2014 and will be required to reside on the premised of the Conference site, given that this will be a residential conference organized by DCP, where the Consultant is expected to meet and interact with NSA participants.

Required Skills and Experience

Education:
  • A post graduate degree preferably in the social sciences, communication, or related subjects.
Experience:
  • More than 10 years relevant work experience in citizen engagement and mobilization;
  • Experience with capacity building and promotion of networking within civil society; 
  • Managerial/coordination experience on sustainable/integrated local development;
  • Experience in international working environment, ability to work in inter-ethnic environment; 
  • Proven track record of creation of strategic alliances between NSAs;
  • Experience working with vulnerable and marginalized people, communities, development partners and governments, and establishing channels of communication and cooperation between them;
  • Knowledge of the EU System, regional organisations – e.g. Indian Ocean Commission, the UN System – their priorities and mandate and the Millennium Development Goals, desirable;
  • Previous experience with Small Island Developing States would be a definite advantage;
Language Requirements:
  • Fluency and strong writing skills in French and English are required.
Scope of Price Proposal and Schedule of Payment:

Financial Proposal

A financial proposal has to be submitted by offerors which specifies:
  • The Daily fee should be 'All inclusive". The term “All inclusive” implies that all costs (professional fees, travel costs, living allowances, communications, consummables, etc.) that could possibly be incurred by the Contractor are already factored into the final amounts submitted in the proposal;
  • However, for this consultancy, you are required to exclude the round trip air ticket, up to 4 days DSA, all transportation costs and consumables during conference as these will be provided by DCP.  Your daily should include all other costs;
  • (Note: In line with the EU policy, the DCP will issue a Round trip economy air ticket 1 week before the conference and will pay the Daily Subsistence Allowance (DSA) for 4 days on arrival of the consultant in Mauritius. All transport arrangements and consumables during conference will be handled by DCP.);
  • An IC Time Sheet must be submitted by the Contractor, duly approved by the Individual Contractor’s supervisor, which shall serve as the basis for the payment of fees.
Schedule of Payments

Payments of fees would be effected by UNDP as follows:
  • 20% payment to be released upon signature of contract;
  • 50% payment upon successful completion of deliverables A and B;
  • 30% payment to be released upon successful completion of deliverables C and
Recommended Presentation of Offer:

The following documents are requested:
  • Duly accomplished Letter of Confirmation of interest and Availability using the template provided by UNDP;
  • Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references;
  •  Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, on how the candidate will approach and complete the assignment;
  • Financial Proposal that indicates the contract price, supported by a breakdown of costs, as per template provided. If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
Criteria for Selection of the Best Offer:

The award of the contract will be made to the Individual Consultant whose offer has been evaluated using the “Combined Scoring Method” and determined as:
  • Responsive/compliant/acceptable;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specified below (Technical Criteria weight (0.7), Financial Criteria weight (0.3).
Only candidates obtaining a minimum of 49 points out of 70 would be considered for the Financial Evaluation.

Indicators to evaluate the consultant’s performance will be as follows:

All the outputs should meet the satisfaction of DCP as assessed by a joint committee comprising representatives of the DCP and UNDP, according to the following indicators:
  • Technical competence;
  • Inputs/documents to support conference discussions;
  • Facilitation of conference discussions;
  • Quality and timeliness of the conference report.

  • Interested offerors above the age of 62: UNDP regulations require, at their own cost, to undergo a full medical examination including x-rays.
