Background

UNDP has been asked by the Federal Ministry of Agriculture and Rural Development (FMARD)-Nigeria to support the Agricultural Transformation Agenda (ATA). An outline for UNDP’s support has been prepared in 2012/2013. This included recruitment of various advisors (Policy, Agribusiness, Knowledge Management, Organisation and Management) in order to strengthen core processes and implementation of the ATA.

The recruitment of project staff is finalized and given the strong dynamics of ATA, it is essential to revisit and articulate the workprogram so it optimally addresses the objectives of ATA and capitalizes on the various areas of support and expertise. 

The ATA is a complex program involving various technical disciplines, value chain teams and stakeholder groups at federal, state and community level. A number of funding agencies are involved including the AfDB, WB, UNDP, bilateral donors as well as private donors as BMGF.

A retreat will be organised early 2014 to outline UNDP's support activities for the remaining phase of the project (2014/15). Given the complexity and scope of ATA, adequate and systematic planning is critical to ensure effective delivery of UNDP's services. An experienced facilitator will be engaged to support the planning process and ensure a high quality of the resulting workplan.

Duties and Responsibilities

Tasks:
  • Prepare and outline the set-up of the Retreat in close collaboration with the responsible UNDP teammembers;
  • Facilitate the Retreat process including guiding discussions with a focus on clarity on objectives, activities and roles;
  • Assist with the preparation of the workshop report;
  • Review and provide feedback on the resulting workplan 2014/15.
Deliverables and Outputs: 
  • Brief report of the set-up of the retreat, process and results;
  • Integrated, consolidated and clear work program for the period 2014/15 and related logframe.

Competencies

Professionalism:

  • Proven knowledge and experience with building log-frames, strategic multistakeholder frameworks and programmatic work plans at global, regional or national level;
  • Proven understanding of the roles and steps of various stakeholders in the policy and program cycle as well as the function of research, investment, communication and knowledge in the process.

Planning and Organising

  • Proven excellent facilitation skills and capacity to converge stakeholder views into a comprehensive and cohesive workplan;
  • Ability to establish priorities, deliver results and work under pressure;
  • Be a strong team player, able to work independently and possessing excellent interpersonal skills and the ability to engage and motivate a wide range of people;
  • Demonstrate strong oral and written communication skills.

Required Skills and Experience

Education:

  • Advanced University Degree in Development Economics, Strategy & Planning or related relevant field of work.

Work experience: 

  • Minimum 10 years’ proven experience with facilitating systematic planning of complex processes at national or higher level in the area of agricultural development;
  • Proven experience with facilitating systematic planning of complex agricultural and rural development programs;
  • Familarity with the agricultural transformation programs, private sector engagement and inclusive development programs considered an advantage as well as familiarity with the Nigerian agricultural system and the Agricultural Transformation Agenda.

Language:

  • Fluency in English is required.
