Antecedentes

The UNDP project Action for Cooperation against Trafficking in Persons (ACTIP) was established to build on and expand on the previous achievements UNDP managed project United Nations Inter-Agency Project on Human Trafficking (UNIAP), which was established in 2000 to facilitate a stronger and more coordinated response to human trafficking in the Greater Mekong Sub-region (GMS).

The main approach for the proposed project is to build the capacity of key stakeholders, and facilitate coordination and cooperation among all relevant actors in order to achieve the following long-term project outcome:

Key anti-trafficking stakeholders in the region are working in a more cooperative and mutually supportive manner to effectively combat trafficking in persons.

To work towards this outcome, the project has identified the following five interlinked outputs:

  • Output 1: Countries and regional actors increase their cooperation to effectively counter human trafficking;
  • Output 2: The COMMIT Process is strengthened to become sustainable and self-reliant;
  • Output 3: Policy makers, academia, non-governmental actors, and the public have increased access to evidence-based research and knowledge on trafficking;
  • Output 4: Civil society and other non-governmental actors are able to contribute more effectively to anti-trafficking efforts;
  • Output 5: Effective project management and operations.

The project will be implemented within an inter-agency framework that ensures that available resources are maximized through building on the strengths of the mandates of the respective agencies and providing gap-filling and bridging activities when gaps have been jointly identified.

The Regional Technical Coordinator will work under the direct supervision of the Regional Project Manager and will serve as the key programme-support focal point for all aspects of ACTIP programming at the regional and country levels. S/he will require close working relationships with the National Project Coordinators (NPC) and other programme staff in each ACTIP country project office. When designated by the Regional Project Manager, the Regional Technical Coordinator may be asked to be the Officer-in-Charge of the ACTIP Regional Management Office and take action as may be necessary and appropriate within the scope of authority delegated to him/her.

Deberes y responsabilidades

The Regional Technical Coordinator, in supporting programme implementation at the regional, bilateral, and country levels, will require demonstrated expertise with all areas of anti-trafficking technical programming, including training and capacity building, field operations, policy advocacy, and networking and coordination, with a focus on the following key functions:

Technical support to the implementation of ACTIP project initiatives, including COMMIT programming

  • Identify needs for technical assistance and ensure appropriate support;
  • Develop and maintain a database with consultants;
  • Liaise with other UN agencies and organizations partnering with the project and bring in their expertise and support when appropriate;
  • Provide technical assistance to the planning, design, and conduct of ACTIP project initiatives, including COMMIT activities, whether through desk-based technical assistance or on-site training and/or facilitation in workshops, trainings, fieldwork, or other activities;
  • Contribute to strategic discussions on regional anti-trafficking priorities involving UN inter-agency partners, NGOs, and government agencies, helping to identify and facilitate opportunities for large-scale and small-scale collaboration whenever possible;
  • Provide networking and capacity building support to civil society partners in their anti-trafficking work, particularly those receiving CSO grants from ACTIP, and those who would benefit from a closer working relationship with relevant government authorities;
  • Engage in strategic networking and collaboration with other partners, including more non-traditional partners such as the private sector and overseas academic institutions;
  • As needed, provide support to specialist technical consultants in fulfilling their deliverables and appropriately networking/liaising with ACTIP country project offices and COMMIT government taskforces.

Technical support to ACTIP’s capacity building initiatives

  • When required, serve as an expert trainer in the implementation of a number of capacity-building initiatives at the regional and country levels, including generalist and specialist trainings, trainer certification programs, and capacity building through mentoring/coaching;
  • Regularly update and refine the content of ACTIP’s core training materials, including COMMIT Regional Training Programme materials and cross-border training materials.

Technical support to representational and resource mobilization duties 

  • Contribute to the drafting of fundraising proposals for resource mobilization, and ACTIP representation to the donor community;
  • Maintain strong relationships and coordination with the key agencies and donors engaged in anti-trafficking in the region;
  • Contribute to or represent ACTIP in workshops, meetings, and conferences relevant to the work of ACTIP. 
  • Draft strategy memos and briefing papers as required;
  • Undertake any other managerial, programmatic and technical support duties as may be required from time to time by the Regional Project Manager.

Habilidades y experiencia requeridas

Education:

  • Master degree in Anthropology, Sociology, Psychology, Law or other relevant social science discipline.

Work experience:

  • Minimum 7 years of relevant experience in a government, NGO, UN, or academic setting dealing with anti-trafficking project design and implementation, with expert knowledge of human trafficking-related issues in the GMS;
  • Experience working in multi-cultural teams running programmes in multi-cultural settings;
  • Expertise in anti-trafficking training and capacity building, to English and non-English speakers, including senior-level government officials; such experience in the GMS preferred;
  • Familiarity with Windows-based computer applications;
  • Familiarity in UN Operational Rules and Regulations an asset;
  • Experience working with donors and fundraising an asset. 

Language requirement:

  • Fluency in oral and written English; knowledge of one or more GMS languages an asset.
