Antecedentes
For the last 20 years, UNDP has assisted national authorities to address the immediate as well as longer-term challenges faced by Explosives Remnants of War (ERW) in affected countries. As part of its overall efforts in assisting national and local authorities to plan, coordinate and implement national mine action programmes, UNDP provides a variety of services to mine-affected states, including:- Assisting governments of mine-affected countries to establish national legislative frameworks that provide a legal foundation for developing and operating national mine action authorities, and programmes that address the challenges faced by ERW contamination including the introduction and applicability of normative frameworks such as the APMBC, the CCM and relevant protocols of the CCW and relevant international standards;
- Helping mine-affected countries to manage the landmine problem on their own over the long term, including supporting and further developing national Mine Action Centres that coordinate, prioritise, and assure the quality of mine action operations;
- Supporting and further developing information management structures that support national strategies to better integrate mine action into emergency assistance, resettlement, and socioeconomic recovery activities;
- Implementing landmine and ERW surveys that help identifying the location, magnitude and socioeconomic impact of a country’s mine and ERW problem and facilitate the development of national strategic plans and the prioritisation of clearance activities in line with the needs of affected communities and in support of broader development frameworks;
- Providing management and technical training to national staff of mine action programmes to better manage projects and effectively utilize scarce resources;
- Resource mobilization; UNDP is currently working in support of national mine action programmes in more than 35 countries and in 22 States parties to the APMBC, namely Albania, Algeria, Angola, Bosnia and Herzegovina, Burundi, Cambodia, Chad, Colombia, Eritrea, Ethiopia, Guinea Bissau, Iraq, Jordan, Mauritania, Mozambique, Senegal, South Sudan, Sudan, Thailand, Tajikistan, Yemen, Zimbabwe.
Article 12, paragraph 1, of the APMBC states that a "Review Conference shall be convened by the Secretary-General of the United Nations five years after the entry into force of this Convention. Further Review Conferences shall be convened by the Secretary-General of the United Nations if so requested by one or more States Parties, provided that the interval between Review Conferences shall in no case be less than five years; All States Parties to this Convention shall be invited to each Review Conference". Among its final decisions taken on the last day of the 13MSP to the APMBC on Thursday 5 December 2013, "the Meeting agreed that the Convention's Third Review Conference take place from the 23 to 27 June 2014 in Maputo, Mozambique" (Final Document, APLC/MSP.13/2013/CRP.1). Within this context, the government of Mozambique has requested UNDP to support the preparations and execution of the Review Conference.
The purpose of the Review Conferences is to:
- Review the operation and status of the Convention;
- Consider the need for and the interval between further Meetings of the States Parties;
- Take decisions on submissions of States Parties as provided for in Article 5; and
- Adopt if necessary, conclusions related to the implementation of the Convention.
Deberes y responsabilidades
Objective of the Assignment:Under the supervision of the UNDP Technical Advisor in Mine Action and in liaison with the UNDP BCPR office in Geneva, provide substantial, liaison and follow up support to the Government of Mozambique for the planning and implementation of the Third Review Conference to the APMBC.
Deliverables:
- In liaison with UNDP BCPR in Geneva and the UNDP Technical Adviser on mine action, assist Mozambique in the preparations for and implementation of the 3rd review conference of the APMBC incl. the drafting of documents including relevant background documents in the preparatory phase of the conference, drafting of bullet points, speeches, presentations etc.;
- Attend regularly the Local Coordination Committee meetings. Draft the minutes, invite the organizing committee to the monthly meetings, follow up and liaise as appropriate, Under the guidance and upon request from the UNDP technical adviser and IND Director provide ongoing support to the Mozambique Ministry of Foreign Affairs and its Permanent Mission to the UN in Geneva, throughout the preparations for, during and immediately after the Review Conference;
- Under the guidance of the UNDP technical advisor and Deputy Country Directors for Programme and Operations provide ongoing support to the national Conference Organizer in the finalization of Terms of Reference and contracting of logistical services and equipment for the Review Conference;
- Support the development of a communications strategy;
- Support the background research and preparation of briefing notes for UNDP;
- As per request, assist the UNDP technical adviser in any other relevant aspects of the preparations for and implementation of the 3rd Review Conference of the APMBC; Travel: As and when required to Geneva, Switzerland.

Habilidades y experiencia requeridas
Education:- Advanced University degree (Master degree or equivalent) in international humanitarian law, international relations, geopolitics, social sciences, law, politics, conflict and/or development or related field.
- Minimum of 5 years of experience working on humanitarian disarmament and non-proliferation issues, arms control and or mine action programming, experience from the APMBC or other humanitarian disarmament instruments;
- Previous experience organizing diplomatic conferences would be a distinct advantage;
- Familiarity with the UN system, and international organisations, multi-lateral and other academic and international institutions working on conflict /violence prevention related issues, and access to relevant experts and policy makers.
- Professional fluency in written and spoken English;
- Spoken Portuguese strongly desirable.
