Human Development - is about creating an environment in which people can develop their potential in full and have productive, creative lives in accord with their needs and interests. People - are wealth of the country. Thus, development means empowerment (expansion of opportunities) and choice of the people. UNDP Global Human Development Reports (HDRs) initiated and have promoted the development of the Human Development concept. In the course of several years the HDRs have developed such topics as public participation, human security, technologies, environment, globalization, human rights and democratic governance.

At the present time the trade development issues become particularly important. This applies not only to domestic but also to international trade. The projects, undertaken within UNDP initiatives, consider the use of huge trade opportunities for human development and the satisfaction of its diverse needs. In this regard every country has its own peculiarities, which have different effects on implementation of trade opportunities. Tajikistan, like other Central Asian countries is geographically located in the confined space of the vast Eurasian continent. This situation, along with a number of other factors (social, economic, demographic, and others) plays a negative role at the level of involvement of the country into the international trade.

UNDP Human Development Report in Central Asia, published in 2005, was considered a useful contribution to the debate on development issues in the region. The report drew attention to the potential benefits to achieve results in human development by improving regional cooperation - in trade, water and energy issues, the prevention of natural disasters, as well as to struggle against the threat of drugs, crime and terrorism. Also report included the aspects of social policy and the political and institutional problems common to sub-regional countries.

Further on, in 2010, UNDP within the “Aid for Trade” Initiative (AFT) published a “Needs Assessment: Trade and Human Development” Report. The Aid for Trade Initiative (AFT) is one of the most important results in the field of development associated with the 6th WTO Conference in Hong Kong. The Declaration states that the AFT should be aimed at assisting developing countries in building capacity and more generally enhance the contribution of trade to development.

Due to the fact that many of these issues are still relevant, UNDP and its partners in 2013-2014 began to develop a series of thematic papers focusing on the possibilities of human development and tasks facing the Central Asian countries.

Devoirs et responsabilités

  • The Consultant for “Trade and Human Development” Report elaboration should to show the impact of trade on human development. In this case special attention should be paid to the effectiveness of the impact of trade policy on human development in general. It should be considered the impact of trade policy on changes in the poverty level, issues of inequality between different social population groups and the worsening of relations between different social groups in society;
  • Consultant should pay special attention to the analysis of state trade policy formation. However, consultant have also to undertake a review of trade agreements of Tajikistan with the neighboring countries and beyond, study the role of various involved institutions, including government institutions in increasing of trade policy effectiveness and their impact on human development. In addition, the report shall also define barriers to the development of national, regional and global trade, and propose selective measures for trade barriers not favoring human development in Tajikistan;
  • In “Trade and Human Development” Report for Tajikistan has to be paid special attention to the potential benefits from expanding trade within the country, the Central Asian region and beyond. In addition to basic elements of this report, also need to take into account the expected from 2014 withdrawal of U.S. military from Afghanistan, and the necessity to link trade with poverty reduction and local economic development in Tajikistan
  • In the course of “Trade and Human Development” Report elaboration, the Consultant should be willing to correspond to the six principles of UNDP Corporate Policy, namely, the principles of national identity, independence and quality of the analysis, wide and active participation of all stakeholders, flexible and creative approach to report design and presentation, systematic efforts to advocacy and development of provisions of this document.
  • In the course of elaboration the “Trade and Human Development” in Tajikistan report, the Consultant will report on the preliminary results and conclusions of the report by chapters, in order to get feedback and comments from other researchers in the country.
  • The Consultant on elaboration of the “Trade and Human Development” Report will collaborate with other HD researchers and coordinate his/her work. Consultant will be responsible for the timely implementation of all phases associated with the writing of this document.

Qualifications et expériences requises

Education:
  • Possession of post graduate degree at the Doctoral level preferable or practical experience (as well as certifying document) in at least one of the following areas: economics, finance, statistics, state governance, management.
Experience: 
  • At least 5 years of work experience in government and/or non-governmental (international) organizations dealing with economy and finance, etc.;
  • In-depth understanding of the issues of human development in the context economic development, trade, migration and etc. Understanding of political and socio-economic trends of the development of Tajikistan and Central Asian countries;
  • Previous proved experience in formulation of National Strategies, Programmes and Plans focused on the socio-economic and institutional development of the country.
Languages:
  • Fluency in written and spoken Russian;
  • Good ability to speak and write in English.
