Antecedentes

The United Nations Development Programme (UNDP) in Armenia in partnership with the Government of Armenia works to advance the national reform agenda and develop the capacities of respective counterparts at a national, regional and local level. To this end, UNDP is currently implementing a multi-component programme across three portfolios, namely Democratic Governance, Environmental Governance and Socio-Economic Governance.

The programme is intended to reach across portfolios in order to provide the Government of Armenia, UNDP and other partners with policy advice and innovative solutions to meet the increasingly complex demands of Armenian society.
Within UNDP Armenia, a reform agenda is being implemented, including the office’s alignment with the new Strategic Plan and the transformation of the Armenia Innovations Lab (Kolba) into a consultancy unit. Kolba delivers applied knowledge services to UNDP’s portfolios through horizon scanning, user innovation, human-centred design and crowdsourcing. Via social innovation camps and venture incubation, Kolba enables UNDP to partner with “unusual suspects” and bring cutting edge solutions into UNDP’s projects and programmes.

As part of Kolba, in 2014 UNDP also will implement new initiative in accountability, transparency and integrity with in partnership with the Global Programme on Anti-Corruption for Development Effectiveness (PACDE). The initiative is intended to reach across portfolios in order to provide the Government of Armenia and other partners with policy advice and innovative solutions to meet the increasingly complex demands of Armenian society.

The Consultant will work under the overall guidance of the UNDP RR and direct supervision of the DG Portfolio Analyst, and in close collaboration with RA national counterparts from sectorial ministries, academia and civil society.

Deberes y responsabilidades

  • To manage the day-to-day operations of Kolba;
  • To lead the integration of Kolba within programming;
  • To explore funding and resource mobilization for Kolba;
  • To build and capacitate the Kolba team, as well as UNDP country office staff more broadly;
  • Based on previous experience with crowdsourcing ideas, to facilitate the up scaling of initiatives on accountability, transparency and integrity, developed by social innovators, in the public sector;
  • To document the experience for the benefit of UNDP country offices in the region (and beyond);
  • Further position UNDP Armenia as an innovator in development design;
  • To build partnerships with non-traditional development players (start-ups, incubators, bottom up citizen initiatives, innovation labs, etc.);
  • Perform other related duties as required .

Deliverables

  • Detailed work plan for the duration of assignment drafted and approved;
  • Funding and partnerships for the long term sustainability of the lab secured;
  • 12 in-house training workshops delivered;
  • An incubation cycle focused on promoting accountability, transparency and integrity delivered;
  • Support to the capacity development of the Kolba team, thus ensuring the long-term sustainability of the methods within the UNDP country office provided and documented .

Competencias

  • In depth understanding of design thinking and social innovation methodologies; Experience in applying new approaches to project design, implementation and M&E in a variety of programmes (conflict, environment, governance) and operations (designing policies to enable innovation);
  • Proven track record of developing partnerships for innovation;
  • Good understanding of UNDP programmatic cycle;
  • Knowledge of /interest in development issues in Europe and CIS;
  • Ability to communicate sensitively and effectively across different constituencies;
  • Strong work ethic and commitment;
  • Concise and analytical approach to tasks;
  • Organized and resourceful with a proven ability to take initiative and work under tight deadlines;
  • Ability to work effectively with a variety of people within a multicultural environment.

Habilidades y experiencia requeridas

Education:
  • Master’s Degree in Development Management, Innovation, or a related field;
  • Training in Design and Innovation methodologies is an asset

Professional Experience:

  •  At least five years of relevant experience at the national or international level in providing advisory services, including development, with at least 1 year in innovation, digital engagement, social innovation
  • Experience in managing social innovation processes and producing knowledge products;

Languages:

  •  Excellent written and spoken English, knowledge of other UN languages is an asset.
