Background

The Royal Government of Cambodia (RGC) commitment to improve the lives of people with disability through realisation of their rights was demonstrated with the ratification of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in 2012. The programme will assist the Government in meeting its commitments to the rights of the people with disabilities with an aim to strengthen policy, implementation and support for the people with disabilities.
 
The long term, high level, goal of DRIC Programme is the “improved quality of life for people with disability” in Cambodia. Within the life of the programme, the following end-of-program outcome has been identified, “People with disability have increased opportunities for participation in social, economic, cultural and political life through effective implementation of the National Disability Strategic Plan (NDSP)”.
 
The Disability Rights Initiative Cambodia (DRIC) Programme is a joint UN agency initiative, with funding from the Australian Government, with the aim to significantly enhance an enabling environment for persons with disabilities in Cambodia. The project consists of the following four components:
  • Support Government’s implementation of the Convention on the Rights of Persons with Disabilities (implemented by UNDP);
  • Support Disabled People’s Organisations to raise the voice and protect the rights of people with disability (implemented by UNDP);
  • Support rehabilitation sector system strengthening (implemented by WHO);
  • Inclusive governance and inclusive community development (implemented by UNICEF).
The programme will partner with the Royal Government of Cambodia, Disabled People Organisations, civil society and other relevant stakeholders.  

The programme will be governed by a Programme Board, composed chaired by the UN Resident Coordinator and a representative of the Government. Under the Programme Board there will be a Technical Review Committee responsible for technical oversight of the programme. Under the direct supervision of the Chair of the Programme’s Technical Review Committee (TRC) the Programme Coordinator/Chief Technical Specialist will manage the Programme Coordination Team which has the overall responsibility for coordinating between the key partners and programme component areas to achieve the programme results (outputs).

Duties and Responsibilities

Under the direct supervision of the Chair of the TRC (and UNDP Deputy Country Director-Programme for the initial year), the Programme Coordinator/Chief Technical Specialist has the overall responsibility managing the Program Coordination Team and for coordinating the programme to achieve the results (outputs) as defined in the approved programme document and in the annual work plans through timely and quality implementation and monitoring. While this position is the key programme coordination focal point, this position has no line management responsibility of participating UN agencies’ programme staff.
 
Summary of key functions:
  • Coordination of the joint programme, management of the Programme Coordination Team and secretariat to the Programme Board and TRC;
  • Provide technical advisory input and oversight for the overall implementation of the programme;
  • Develop and strengthen partnership and coordination between UN Agencies, the Government, Civil Society Organisations (CSOs), and development partners to support the implementation of the programme; and
  • Facilitate knowledge building activities among stakeholders.
Coordination of the joint programme, management of the Programme Coordination Team and secretariat to the Programme Board and TRC:
  • Formulate and implement Annual and Quarterly work plans, and consolidate the Annual and Quarterly reports for the review of the Programme Unit before submitting to UN agencies/Programme Board;
  • Coordinate and compile a consolidated annual progress reports to Multi Partner Trust Fund Office (MPTF);
  • Perform the role of secretariat for the Programme Board and the TRC;
  • Provide close and regular support to the implementing entities for the implementation of various components of the programme;
  • Provide advice to the Programme Coordination Team and implementing agencies in coordinating and supervising activities of national and international experts and consultants to secure timely production of planned outputs and the review of these outputs;
  • Coordinate and liaise with stakeholders – including line ministries, development partners, civil society, indigenous peoples and the private sector;
  • Bring key and sensitive issues affecting the programme implementation to the TRC for ensuring a timely solution and adjustments for an efficient and effective implementation of the programme;
  • Provide advice and inputs in identification of technical expertise and preparation of TORs, identification and evaluation of experts, and reviewing reports produced;
  • Support the TRC to strengthen the communications with its members;
  • Provide guidance to Programme team members and implementing agencies on project management, oversight, coordination, planning and reporting when needed;
  • Lead funds mobilization activities.
Provide technical advisory inputs and oversight for the overall implementation of the programme:
  • Coordination, oversight and quality assurance of program-wide monitoring and evaluation;
  • Provide strategic guidance to ensure the programme’s progress towards achieving its outcomes;
  • Review of relevant policies and development of policy frameworks to ensure programme alignment and relevance to national and international priorities;
  • Organisation of and substantive contributions to a high level policy dialogue on programme development and ways to further expand and improve the programme and disability-inclusive development in Cambodia;
  • Provide guidance on the development of policy options and strategy for the implementation of the Programme to the RGC and other development actors;
  • Provide timely, quality information and technical advice to the RGC, UN Agencies, implementing partners, line ministries and other stakeholders to ensure effective development and delivery of the programme.
Develop and strengthen partnership and coordination between UN Agencies, the Government, Civil Society Organizations (CSOs), and development partners to support the implementation of the programme:
  • Ensure coordination of the programme with other UN initiatives;
  • Ensure program-wide communication in a coordinated and complementary way with the component-specific communication activities carried out by each UN agency;
  • Ensure communication between different government agencies, national and international initiatives and stakeholders;
  • Function as key point of contact and high level program interface with the RGC, the Disability Action Council (DAC) and donors;
  • Support implementing agencies’ coordination and communication with relevant stakeholders.
Facilitate knowledge building activities among stakeholders:
  • Share knowledge by documenting and disseminating lessons learnt and best practices from the programme and contributing to the development of knowledge based tools (including policies, strategies, guidelines, etc.);
  • Support the development of communications strategies of the programme and provide technical guidance to implement the communications strategies.
Impact of Results:
 
The results of the work of Programme Coordinator will have a direct impact on the implementation of the programme and the achievement of results. Specifically, the results will have an impact on the planning, implementation, monitoring and coordination of programme activities and resources (human, financial, material assets, etc.) in order to meet expected results, and contribute to the overall success and impact of the initiative.
 
It is anticipated that the work of the Programme Coordinator will have the following impacts:
  • Programme is implemented in a timely, efficient and relevant manner so as to achieve its intended outcomes - resulting in increased opportunities for people with disability to participate in social, cultural, economic and political life and creating a more enabling environment for the promotion and protection of the rights of people with disability;
  • High visibility of the Joint UN programme;
  • Partnership and relationship of key stakeholders is built and enhanced;
  • Strong foundation for the sustainability of the programme results will be built;
  • Information gained from the development and implementation of the programme in Cambodia is shared at both the country and international levels;
  • Positive perception of society on the benefit of the programme;
  • Enhanced capacity within Cambodia to further develop and implement a comprehensive/holistic approach to improve the rights of people with Disabilities.

Required Skills and Experience

Education:
  • Master degree in Social Sciences, Public Policy/Administration or other related fields.
 Experience:
  • At least 7 years of professional experience at the managerial and/or advisory level in the area of relevant programme management and coordination, of which at least three years are at international level.  Experience in area of disability rights is an asset;
  • Proven experience in programme management and previous experience of managing large scale projects would be an asset;
  • Extensive experience in monitoring and managing formative and summative evaluations;
  • Experience of implementing joint-programmes across the UN agencies and across Government are definite advantages;
  • Proven experience in coordinating a large multi-disciplinary team of experts and consultants;
  • Familiarity in communicating in a clear and articulated manner technical and/or complex issues to different types of audiences;
  • Possess political acumen and negotiation skills.
 Language Requirements:
  • Proficiency in both spoken and written English; some competency in spoken Khmer is preferable.
