The Local Governance and Community Development Programme (LGCDP) is a national programme which is being implemented by the Ministry of Federal Affairs and Local Development (MoFALD) and supported by a range of development partners.  LGCDP’s Programme Document (PD) comprehensively describes LGCDP’s rationale and approach along with its vision, goals and purpose.  The individual programme components and management arrangements are also fully described in the PD as is the Programme log frame and the results and reporting framework. Under the overall supervision of the National Programme Director (NPD) and the day-to-day supervision of the National Programme Manager (NPM), the Programme Coordination Unit (PCU) is responsible for providing support for the implementation of agreed programme activities.
 
The terms of reference describe the scope of work and qualifications/experience required of the Local Infrastructure and Building Code (LIBC) Specialist.

Devoirs et responsabilités

The LIBC Specialist will be supporting the LGCDP II Programme Coordination Unit (PCU) to achieve LGCDP II goals, purpose, outcomes and outputs.
 
The Specialist will work under the daily supervision of the concerned Outcome Coordinator and will provide the NPM and Outcome Coordinators with technical assistance and advice. He/she will be ultimately accountable to the NPD.
 
The Specialist will work closely with all the Outcome Coordinators. S/he will be expected to collaborate with the all of the PCU’s Technical Specialists.
   
With respect to general programmatic responsibilities, the LIBC Specialist will be expected to: 
  • Participate in all PCU meetings;
  • Participate in drawing up the Annual Strategic Implementation Plan (ASIP) and the Annual Monitoring & Evaluation Plan (AMEP);
  • Assist in periodically reviewing overall LGCDP II progress;
  • Assist in drafting LGCDP II’s regular narrative progress reports;
  • Assist in organizing bi-monthly output group meetings;
  • Identify and report risks and issues to the PCU and support discussion on mitigation actions in the bi-monthly output group meetings;
  • Support PCU in completing timely meeting minutes and following up on agreed actions;
  • Follow up on the implementation of all activities in the ASIP in coordination with the Regional Coordination Unit (RCUs) in order to ensure compliance with local infrastructure and building code principles.  
In terms of specific technical responsibilities, the LIBC Specialist will be expected to: 
  • Assist MoFALD, Department of Local Infrastructure Development and Agricultural Roads (DOLIDAR) to update or review the guidelines, manuals regarding the management of local infrastructure at local level;
  • Liaise to and coordinate with DOLIDAR, Department of Urban Development and Building Construction (DUDBC), Town Development Committee and other national level institutions or programmes/projects, to explore the areas of coordination and cooperation in devising strategies, developing plan and monitoring for effective implementation of local infrastructure and building code/by-laws at local level;
  • Assist municipalities in developing strategies and operational policies for the effective implementation of Building Code Control Regulations ,building by- laws and for  Risk Sensitive Land Use Planning;
  • Update and review or assess, critically,  the status of Building Code enforcement, implementation of building by-laws and other initiatives taken by the municipalities under Disaster Risk Management, draw lessons and support to MoFALD/concern institutions and municipalities to take necessary policy and action measures;
  • Monitor the programme support and programmes/projects at local level and provide feedback to the concern authority regarding the quality of infrastructure projects and the management including associated fiduciary risks;
  • Provide technical support and input for the implementation of activities related to all LGCDP II outputs in order to ensure local infrastructure and building code compliance;
  • Provide backstopping support and technical guidance to the RCUs, District Governance Experts (DGEs) and Urban Governance Experts (UGEs) with respect to local infrastructure and building code issues;
  • Assist in drafting terms of reference for all LGCDP II activities and consultancies in order to ensure that local infrastructure and building codeprinciples are taken into account;
  • Provide input to any LGCDP II guidelines, manuals or other such documents in order to ensure that local infrastructure and building codeprinciples issues are taken into account.  
In terms of capacity development, the LIBC Specialist will be expected to: 
  • Meet regularly with the Outcome Coordinators for all Outcomes to brief them on progress with respect to local infrastructure and building code principles;
  • Assist in identifying capacity development activities for MoFALD, DOLIDAR officials in the area of local infrastructure development/management and building code enforcement;
  • Assist and participate in capacity development activities concerning local infrastructure development/management and building code enforcement issues for District Technical Office (DTO) officials, DGEs and UGEs and service providers;
  • Meet regularly with the Outcome Coordinators for all Outcomes to ensure that future activities and orientations are consistent with local infrastructure and building code principles;
  • Ensure that the Outcome  Coordinators  are provided with LGCDP II reports and documents on local infrastructure and building code issues;
  • Support to organize national/regional level trainings, workshop, interaction programmes and facilitate or act as a resource person in relevant  trainings/programmes, where necessary
  • Assist in identifying capacity development activities for MoFALD officials in the area of local infrastructure and building code;
  • Assist and participate in capacity development activities concerning local infrastructure and building codeissues for MoFALD and local body officials;
  • Assist in identifying capacity development needs of other PCU and RCU national Technical Assistance staff.

Qualifications et expériences requises

Education:
  • Master  degree in Civil Engineering or related field. 
Experience:
  • At least 5 years’ experience of working in local infrastructure and building code issues in Nepal;
  • Demonstrated track record of delivering high quality reports on time;
  • Experience of working in a national, government-managed, programme would be an advantage.
Language:  
  • Fluency in  Nepali and English written and spoken.
