In March 2008, the Government of Iraq (GOI) became a signatory to the United Nations Convention Against Corruption (UNCAC), a commitment that was originally made in the International Compact with Iraq (ICI). This followed the first international anti-corruption conference for Iraq, held in Baghdad in March 2008, during which the Government, together with the heads of the main Iraqi anticorruption entities declared their intention to develop a comprehensive national anticorruption strategy and to establish effective preventive measures for corruption.

The country's oversight authorities are now seeking to consolidate concepts of transparency, accountability, democracy and good governance and are underlying the importance of fighting corruption, protecting public interests and public funds, revealing the detrimental effects of corruption on the economy and diagnose the structural flaws in the public administration through improving their skills, knowledge and capacity.

UNDP-Iraq recently launched the Project to develop the institutional capacity of the Iraqi Anti-Corruption Academy. The Project is expected to provide technical and administrative support to the newly established Iraqi Anti-Corruption Academy as a platform for enhancing the ability and efficiency of the oversight authorities by providing anti-corruption education and professional training.

Devoirs et responsabilités

Under the direct supervision of the Accountability, Transparency and Anti-Corruption Programme Manager, the Project Management Analyst will contribute to UNDP’s programmatic work in relation to good governance and anti-corruption sector.

Support Project Implementation focusing on achievements of the following:

  • Coordinate internally the implementation of the Institutional Development of the Iraqi Anti-Corruption Academy and the Iraqi Compliance with the UNCAC and Combating Corruption at the Governorate Level;
  • Coordinate with all relevant stakeholders, including engagement with senior Government Officials, for the execution and implementation of the project as advised by the Programme Manager;
  • Provide advice and support to the technical staff working with the project;
  • Monitor and report on the development of implementation of the project;
  • Provide technical inputs into the project on different thematic areas;
  • Liaising with all key national and international stakeholders—key domestic political and civic actors, civil society organizations, international NGOs, UN partners, donors - in the context of the above functions and establish and update a related database;
  • Provide advice and assistance in data collection to establish baselines to monitor progress in relation to the Project;
  • Conduct research to assist in the development of concept notes, project documents and policy frameworks;
  • Organize, facilitate, conduct, attend and monitor trainings and workshops;
  • Perform M&E evaluations based on mutually agreed plans and standards, as well as ad-hoc evaluation of activities, monitor against qualitative and quantitative deliveries of services and goods within the project activities and related activities;
  • Perform administrative and logistical work and other work-related outputs;
  • Identify risks and challenges to the ongoing operations of the Project and provide advice to the Accountability, Transparency and Programme Manager on mitigation strategies;
  • Manage day to day administrative matters of the project under the direction of the Accountability, Transparency and Programme Manager and with support from other anti-corruption staff;
  • Manage performance of consultants to the project;
  • Assist in translating, drafting and processing of correspondence and taking notes at meetings as required.

Overall supervision and management of the project focusing on achievement of the following results:

  • Preparation of accurate and timely reports on the progress of project activities with specific focus on the indicators achieved;
  • Preparation of work plans, mentoring and reporting on project achievements;
  • Assist in providing and /or developing inputs for annual work plans, procurement plans, events planning and management, recruitment plan and communications plan;
  • Assist in planning and executing M&E related activities, plans and reports;
  • Assist in designing the scope of works and TORs;
  • Assist in the provision of high quality analysis and substantive inputs to the development and management of the Project, in close cooperation with UN agencies and Iraqi counterparts;
  • Preparation of work plans, monitoring, and reporting on project achievements;
  • Develop annual work plans, budgets, draft reports and other documents for the management and reporting of activities of the project;
  • Monitor the Project progress against annual and quarterly work plans and budgets.

Provision of analytical and design support to the Governance Pillar and broader Country Office initiatives:

  • Design of ministerial/sectorial programme initiatives to support broader Governance pillar and Country Programme goals and to ensure quality design;
  • Analysis of ministerial/sectorial programme initiatives to support broader Governance pillar and Country Programme goals;
  • Assessment and analysis of project proposals for relevance and coherence and to ensure quality design.

Participates in the building of strategic partnerships and implementation of the resource mobilization strategy of the Governance Pillar and the CO focusing on achievement of the following results:

  • Identify areas of cooperation and coordination with other UN Agencies for the implementation of joint initiatives;
  • Collect and make analysis of information on donor contacts, funding priorities, criteria and processes related to anti-corruption;
  • Identify opportunities for the implementation of the project making specific recommendations on actions needed.

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice.

Qualifications et expériences requises

Education:

  • Master’s degree in Public Administration, Political Sciences or Law.

Experience:

  • Minimum of 2 years of relevant professional experience at the national or international level in the field of project management preferably in the area of integrity, transparency, accountability, fighting corruption, financial and economic crimes, public sector modernization;
  • Experience in working with high level counterparts and engaging with senior government officials;
  • Previous work experience with UNDP or other UN agencies is considered as advantage;
  • Excellent reporting and writing skills;
  • Knowledge of ATLAS project management and financial reporting is an asset;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency in English (written and spoken). Working knowledge of Arabic is an asset.
