One of the outcomes of the recently approved GOI-UNDP Country Programme Action Plan (2013-2017) is on Sustainable Development. The main objective is “Government, industry and other relevant stakeholders actively promote environmental sustainability and enhanced resilience of communities in the face of challenges of climate change, disaster risk and natural resource depletion”. The project on “Strengthening Institutional and Community Resilience to Disasters and Climate Change” has been formulated under this framework. This project aims to strengthen capacities of government, communities and institutions for disaster risk reduction including risks being enhanced due to climate change, and develop preparedness for recovery. The project with a total resource allocation of US$ 6.15 million will focus on eight multi-hazard prone states including Uttarakhand, 25 districts, 10 cities and 10,000 villages. The main components are: (1) Mainstreaming DRR and CCA in Development Planning; (2) Urban Risk Reduction; (3) Technical Assistance and Capacity Building; (4) Support for Knowledge Management; and (5) Enhancing resilience of vulnerable communities to cope with disasters and climate variability by implementing scalable demonstrative pilot initiatives. The Ministry of Home Affairs (MHA) is designated as the implementing partner with the Joint Secretary (DM), MHA as National Project Director (NPD) for overall management of the project. UNDP is required to provide implementation support to the project which includes the selected state government including Uttarakhand.
 
The State of Uttarakhand has seen a spurt of disasters in the recent past. A number of Government and non-governmental organizations have taken various measures to mitigate and reduce risks. However, it is felt that various such efforts and activities need to be appropriately documented so that learning from the past events can feed into future planning and strengthening of disaster risk reduction initiatives in the state. In order to provide support to the DMMC under the Department of Disaster Management, Government of Uttarakhand, it is proposed to recruit a Project Support Associate (Documentation) to perform the duties and responsibilities keeping the above mentioned task in perspective, excluding other documentation needs as may emerge from time to time.
 
S/he will work under the supervision of the Executive Director, DMMC, Department of Disaster Management and/or the Principal Secretary, Department of Disaster Management, Government of Uttarakhand under the above project.

Devoirs et responsabilités

The Project Support Associate (Documentation) is expected to carry out the following tasks:
  • To document, edit and compile periodical progress reports and document events, activities and project outcomes as per requirements from time to time;
  • To support the DMMC in planning, consolidating and maintaining data/records pertaining to the tasks assigned to him/her and present the same to the respective authorities, as and when required;
  • To develop and deliver quality stakeholder level reports as per timelines and agreed formats;
  • To document key programme processes and outcomes using different media, including documentation of good practices model;
  • To assess information needs of all key stakeholders and provide assistance to integrate them into the DMMC database/programme reporting standards;
  • To develop communication materials including Press Releases, Fact Sheets, Brochures, Photo Essays, etc.;
  • To undertake field visits to develop communication materials/reports, collect case stories, as and when required, and to document programme outcomes; and
  • To collate information and document lessons learned as may be captured from various stake holders with appropriate inputs on the good practices and conditions that do not deliver best results.

Qualifications et expériences requises

Education:

  • Graduation in Journalism or Post Graduation.
Experience: 
  • For those who are Graduates in Journalism, minimum three years of experience of which at least one year of experience in social development sector or media sector is required;
  • For those who are Post-Graduates, at least five years of experience of which significant period of time should have been devoted to documentation related role;
  • Proven record of documentation, publications and similar tasks;
  • Experience of working with the government organizations;
  • Excellent expertise to handle IT enabled tasks;
  • Experience of conducting training and organizing meetings / seminars;
  • Conversant with socio-economic ground realities of Uttarakhand together with disaster scenario in the state;
  • Ability to choose right mode of communication for different types of reporting / documentation and uses them with agility.

Language:

  • Fluency in English;
  • Working knowledge of Hindi and/or any other Indian language is desirable.

Travel:

  • Candidates should be prepared to undertake extensive travel to the project states and districts at short notice.
