Antecedentes
UNDP and the Global Environmental Fund (GEF) has designed a set of 10 country-led projects that focus on strengthening Climate Information and Early Warning Systems (CI/EWS) for climate resilient development and adaptation to climate change. The countries receiving support include Benin, Burkina Faso, Liberia, Sierra Leone, Sao Tome and Principe, Ethiopia, Uganda, Tanzania, Malawi and Zambia. The UNDP/GEF supported “Early Warning Systems project-Uganda” is implemented by the Ministry of Water and Environment-Department of Meteorology (DoM)/Ugandan National Meteorological Authority (UNMA) in collaboration with various responsible parties, namely Department of Water Resource Management (DWRM), Department of Relief, Disaster Preparedness and Management (DRDPM)/Office of the Prime Minister (OPM), and Ministry of Agriculture, Animal Industries and Fisheries (MAAIF).
The objectives of the project are to (i)establish a functional network of meteorological and hydrological monitoring stations and associated infrastructure to better understand climatic changes; (ii)develop and disseminate tailored weather and climate information to decision makers in government, private sector, civil society, development partners and local communities in the Teso and Mt Elgon sub-region; and (iii)integrate weather and climate information into national policies, annual work plans and local development including the National Policy for Disaster Preparedness and Management, and district and sub-county development plans in priority districts in the Bukedi, Busoga, Elgon, Teso, Acholi, Karamoja and Lango sub-regions. The project is expected to be completed by December 2017.
As part of the implementation phase, the project in Uganda is recruiting a Finance and Administration Associate.
- Standardise the finance and accounting systems of the project while maintaining compatibility with government, GEF and UNDP financial accounting procedures;
- Prepare revisions of the budgets and assist in the preparation of the annual work plans;
- Comply and verify budget and accounting data by researching files, calculating costs, and estimating anticipated expenditures from readily available information sources;
- Prepare status reports, progress reports and other financial reports;
- Process all types of payments requests for settlement purposes including quarterly advances to the partners upon joint review;
- Prepare periodic accounting records by recording receipts, disbursements (ledgers, cash books, vouchers, etc.) and reconciling data for recurring or financial special reports and assist in preparation of annual procurement plans;
- Undertake project financial closure formalities including submission of terminal reports, transfer and disposal of equipment, processing of semi-final revisions, and support professional staff in preparing the terminal assessment reports;
- Assist in the timely issuance of contracts and assurance of other eligible entitlements of the project personnel, experts, and consultants by preparing annual recruitment plans.

Habilidades y experiencia requeridas
Education:
- Bachelors degree in Finance, commerce, business administration.
Experience:
- At least 6 years of relevant work experience;
- Working experience with the Government of Uganda.
Language:
- English as a working language; knowledge of other UN working languages will be an asset.
