Organizational Context


Global Pulse is an innovation initiative in the Executive Office of the United Nations Secretary-General, harnessing today's new world of digital data and real-time analytics to gain a better understanding of changes in human well-being. Global Pulse has established a Pulse Lab in Jakarta in 2012 in partnership with the Government of Indonesia. Pulse Lab Jakarta functions as an open innovation space where policy experts together with UN development practitioners and other partners can experiment with new types of data and emerging technologies and evaluate their potential to enhance both public policy decision-making and community resilience.

Junior data engineer under direct supervision by data scientist at Pulse Lab Jakarta contributes to (a) a full cycle of activities related to data analytics and engineering, including the exploration of possible data sources, data acquisition, data processing, data analysis, and data visualization, and (b) different kinds of interaction and discussion with external partners to understand their needs, explore collaboration possibilities, and work with them as well as Global Pulse Labs.

Functions / Key Results Expected


Summary of Key Functions:

- Contribute to the efforts of the team in defining, designing and building projects harnessing Big Data to address global challenges

- Develop and use software tools to extract, process and analyze data sets from a variety of sources;

- Assist the team in the development of working prototypes and applications for the Pulse Lab Toolkits that will be used by UN agencies and partners.

- Support the team in the development of systems for classifying content and organizing databases.

- Produce interactive data visualizations and user interaction environments.  

1. Contributes to the efforts of the team in defining, designing and building projects harnessing Big Data to address global challenges

- Continuous discussion with UN country teams and Indonesian governments to identify their needs and requirements in using Big Data
- Identification of a set of candidates of new data sources including Big Data and secondary data, such as official statistics, for research projects
- Brainstorming about new projects using Big Data fitting into Indonesian contexts
- Well-written documents on all involved activities, such as discussion, meetings, software development, and analysis
 

2. Develop and use software tools to extract, process and analyze data sets from a variety of sources

- Software and library development to extract information from social media datasets using different methodologies, such as information retrieval and data mining
- Use and modification of open software or available software from research partners to process different kinds of datasets
- Analysis of social media datasets written in Bahasa Indonesia using different kinds of Natural Language Processing methodologies


3. Assists the team in the development of working prototypes and applications for the Pulse Lab Toolkits that will be used by UN agencies and partners

- Sharing of developed software under Pulse Lab Jakarta with Global Pulse team
- Participation in discussions on design and development of Pulse Lab Toolkits
- Contribution to development of software for Pulse Lab Toolkits

4. Supports the team in the development of systems for classifying content and organizing databases

- Discussion with team members as well as external partners about analysis servers and systems
- Contribution to the design of database schema to efficiently and effectively store, process, and analyze data
- Participation in setting, configuration, and migrating (if needed) required systems

5. Produces interactive data visualizations and user interaction environments

- Exploration to possible resource and software proper to visualize given analysis results
- Collection of partners’ needs and requirements on data visualization
- Participation in the discussion and development for data visualization using relevant tools and software

 


Impact of Results


The key results have an impact on the overall performance on the research projects in which Pulse Lab Jakarta is and will participate with UN Indonesia county teams and Government of Indonesia and success in implementation of project and program strategies. Accurate data preparation, analysis, and presentation by Junior Data Engineer will ensure a better understanding on how Big Data can be effectively used for social development under humanitarian issues and contexts and establish a success of further programme implementation for UN and Indonesia government.

- Experience with rapid application development, such as agile, extreme, and scrum.

Recruitment Qualifications


Education: 
Bachelor Degree, preferably with specialized certification in Computer Science or Computer Engineering. University Degree in Electrical Engineering, Mathematics, Statistics would be also desirable, but it is not a requirement.


Experience: 
Minimum 4 years of progressively data processing and analysis experience is required at the national and international level.  Familiarity with software development in Linux/Unix, object-oriented and script languages, data visualization, natural language processing methods and good understanding of data structure and computational algorithms are needed. Skills and experience of data mining and machine learning is a plus.

Language Requirements: 
Fluency in English and language of the duty station.
