Antecedentes

Community Development Program (CP) is a multi-year initiative, which is built on previous activities initiated by UNDP in 1996. The program supports the implementation of development strategies in Tajikistan and the UN Assistance Framework to implement economic initiatives, address the issues of access to water and local governance at the community level. CP has regional offices in Sughd and Khatlon regions and Rasht valley. The Programme’s Strategy is to support the Government of Tajikistan to promote wider participation of communities in the process of local development planning, as well as in the management and implementation of local development projects.

In this context, currently the UNDP CP in collaboration with the Ministry of Economic Development and Trade of the Republic of Tajikistan (MEDT) is implementing an initiative to enhance the effectiveness of aid coordination and monitoring of the NDS/LSIS. This initiative is aimed at developing the capacity of MEDT and other relevant ministries and agencies in the implementation and monitoring of the NDS/LSIS, strengthening the planning process and ensuring linkages between the national, regional and district levels of public administration.

Deberes y responsabilidades

Under direct supervision of the Project Coordinator and responsible person from MEDT, the Consultant shall perform the following tasks:

Phase I

Development of technical specifications to select a local contractor specialized in the
review/research to organize and perform the review of the implementation of National Development Strategy of the Republic of Tajikistan for 2007-2015 in close cooperation with MEDT;
Development of a methodology for the review of NDS implementation for 2007-2015 and capacity building of the working group composed of MEDT experts and consultants of the selected partner;
Development of the structure and contents of the final report on NDS implementation for 2007-2015;
Development of questionnaires to review implementation of the NDS priorities;
Editing, providing comments and observations on the content of the main sections of the report based on conducted NDS review, integrating the sections into a single document;
Training materials and presentations to discuss the results of NDS implementation for 2007-2015 at national and regional levels.

Phase II

Provide advisory and methodological support to MEDT and working group members from other ministries and agencies in the institutionalization of the development process of National Development Strategy of the Republic of Tajikistan for 2016-2030 and structure and development;
Develop methodologies for NDS development for 2016 - 2030 in close cooperation with the working group;
Increase the capacity of the expert group members on the development of methodologies and analytical content on the NDS for 2016-2030;
Design the structure and content of the National Development Strategy of the Republic of Tajikistan for 2007 2015 in cooperation with the working group;
Editing, providing comments and remarks on the content of the main sections of the NDS for 2016-2030 and integrating them into a single document;
Assist project specialists and MEDT in facilitation of the dialogue and discussion of the draft NDS for 2016 - 2030 with the involvement of all stakeholders at the national and regional levels.

Competencias

A clear understanding of the current development issues in Tajikistan;
Practical knowledge in development planning at the local level ;
Practical experience with UNDP at the national, regional levels and with civil society sector in the development and implementation of joint development approaches;
Strong analytical, writing skills and presentation skills;
Strong interpersonal skills and experience in working with multicultural teams;
Willingness to travel within the country;
Interactive adult learning skills. (Criteria F).

Habilidades y experiencia requeridas

Education:

At least Master degree or equivalent in economics, public administration, and other areas related to the development. (Criteria A).

Experience:

Experience in developing countries, preference is given to the CIS countries. (Criteria B);
Knowledge of advanced international techniques of socio-economic analysis, development planning and public finances administration. (Criteria C);
At least 3 years of experience in the development of monitoring and evaluation programs and development projects. Experience in developing policies or regulations in the area of ??development planning. (Criteria D).

Languages:

Fluency in Russian and English languages. (Criteria E).
