UNDP is a key partner to the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) and serves as Principal Recipient (PR) of last resort. In December 2012, the Country Coordinating Mechanism/Steering Committee requested that UNDP Asia Pacific Regional Centre (APRC) assume the PR role for the Phase 2 of the Multi-Country South Asia Regional HIV Grant (MSA grant/ programme). The overall goal of the grant is to reduce the impact of HIV on men who have sex with men (MSM) and transgender people. In its role as the PR, UNDP is responsible for the financial and programmatic management of the Global Fund MSA grant as well as for the procurement of pharmaceuticals, health and non-health products. The grant will support regional advocacy initiatives and country-level advocacy and capacity building activities with civil society partners in Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. Afghanistan and Pakistan also have HIV service delivery components. Country sub-recipients (SRs) include Youth Health and Development Organization (Afghanistan), Bandhu Social Welfare Society (Bangladesh), National AIDS Control Programme (Bhutan), Blue Diamond Society (Nepal) and Naz Male Health Alliance (Pakistan); with SRs to be selected for India and Sri Lanka. In addition, UNDP will also implement important regional initiatives with regional community SRs - Asia Pacific Coalition on Male Sexual Health and Asia Pacific Network of People Living with HIV/AIDS.

UNDP‘s management role consists in ensuring successful implementation of grant activities by SRs ensuring programmatic and financial accountability and capacity building of national and international counterparts on programme, monitoring and evaluation (M&E) and financial management.

In coordination with Programme Management Unit (PMU) and Management Support Unit (MSU), s/he is responsible for supporting and monitoring of UNDP programme activities for timely implementation and supporting in ensuring appropriate financial management of MSA grant. Moreover, under the guidance and supervision of the Policy Advisor at UNDP APRC, Programme Analyst will work closely with both national and regional programme Sub-Recipients (SRs) and UNDP Country Offices to ensure effective and coherent programme implementation as indicated in the approved Budget Workplan. S/he also works in close collaboration with UNDP national staff and consultants and the UNDP Country Office Operation Support Teams to ensure smooth operation support. S/he will provide additional support to APCOM, which is scaling up its operations to support the country SRs.

As a part of UNDP APRC PMU Team, s/he will closely work with UNDP – Global Fund Partnership Team to ensure effective and smooth communication with the Global Fund on the use of the programme financial resources following the approved budget workplan. S/he will also support to provide general guidance of the Global Fund rules and procedures as relevant to “UNDP Operations Manual for Projects Financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria” to all SRs participating in the implementation of the activities.

Devoirs et responsabilités

1. Ensure efficient implementation of UNDP programme activities and support management of financial resources, focusing on achievement of the following results:

  • Supporting and monitoring of UNDP programme activities for timely implementation
  • Thorough analysis of the financial resource of the MSA grant from a risk management point of view, propose appropriate mitigation/strategies steps in close consultation with the Finance Analyst and MSU 
  • Accurate and timely client-oriented report to the Policy Advisor and Programme Manager on the progress of the consolidated programme fund utilization against the approved budget workplan in close consultation with the Finance Analyst and MSU
  • Timely and effective internal control mechanism for the MSA grant compliance with UNDP operational and financial requirement, including monitoring budget preparations and modification, budgetary status, contribution receipt, progress of expenditures on the approved annual budget
  • Effective support on preparation of the funding agreement and regional project document revision as required
  • Effective support as secretary for Local Project Appraisal Committee (LPAC) and Grants Committee to endorse the financial support to the identified SRs
  • Coordinate with the Global Fund Financial team and UNDP – Global Fund Partnership Team on updating the financial performance of the MSA grant when required.

2. Provide control and compliance enforcement of project management with “UNDP Operations Manual for Projects Financed by the Global Fund to Fight AIDS, Tuberculosis and Malaria” focusing on achievement of the following results:

  • Full compliance of the programme activities with UNDP rules, regulations, policies and strategies considering relevant Global Fund guidance
  • Development of project workplan and budget, reprogramme, budget revision in close consultation with Policy Advisor and Programme Manager 
  • Effective and timely advice and guidance on the utilization of the programme financial resources 
  • Monitor programme progress against the approved budget workplan and financial expenditure using Atlas with Finance Analyst
  • Based on financial reports prepared by the Finance Analyst, carry out thorough variance analysis against project work plan and budget as required by the Global Fund, and keep Policy Advisor and PMU team updated on the financial resource status of the MSA programme
  • Prepare the quarterly report for activities directly implemented by or supported by UNDP under the MSA grant.

3. Provide capacity development support to country partners focusing on achievement of the following result: 

  • On-going support to the country partners on the implementation of the MSA grant
  • Timely and accurate guidance to country office operation team on the specific requirements in providing operational support to the national staff in implementing in-country activities as indicated in the approved budget workplan 
  • Accurate and timely capacity support to SRs on the preparation of quarterly reports and PU/DRs in coordination with PMU and MSU staff.

4. Support facilitation of knowledge building and knowledge sharing in the APRC, COs and country partners focusing on achievement of the following results: 

  • Support the Knowledge Management and Strategic Information Officer in synthesis of lessons learnt and best practices of the MSA grant
  • Management of programmes files, programme deliveries and all the knowledge products of the MSA grant in a central location (soft and hard copies)
  • Sound contributions to knowledge networks and communities of practice.

Qualifications et expériences requises

Education: 

  • Thai national with Master’s Degree or equivalent in Public Health, Social Sciences, International Relations or related area.

Work experience:

  • At least 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
  • Work experience with the Global Fund funded programming and/or other donors; 
  • Relevant experience in HIV and/or Health (other communicable diseases) highly preferred; 
  • Experience in collaborating with government, development and civil society partners preferred; 
  • Proved collaborative, principled person, able to work in a team context; 
  • Solid negotiation and diplomatic skills, cross-cultural, interpersonal and communication skills, ethics and confidentiality; 
  • Good analytical skills and ability to interpret complex socio-cultural backgrounds as well as quickly obtain an overview of a variety of activities and approaches; and 
  • Excellent command of MS Office applications (including Word, Excel, PowerPoint and MS Project) and handling web-based management systems.

Language requirement:

  • Fluency in English with good verbal and written skills
