Organizational Context

Under the guidance and direct supervision of the Head of Governance, the Programme Specialist (Access & Delivery) is responsible for management of UNDP programme within the thematic/sectoral areas assigned. The Programme Specialist (Access & Delivery) analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advice services.

 
The Programme Specialist (Access & Delivery) supervises and leads programme support staff, coordinates activities of the projects’ staff. The Programme Specialist (Access & Delivery) works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Functions / Key Results Expected

Summary of Key Functions:
  • Implementation of programme strategies;
  • Management of the CO programme;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy ;
  • Provision of top quality policy advice services and facilitation of knowledge building and management.
Ensures implementation of programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, CPAP and other documents;
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned;
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
Ensures effective management of the CO programme within the thematic/sectoral areas assigned, focusing on quality control from formulation to implementation of the country programme achieving the following results:
  • Lead the day to day management of the UNDP Access and Delivery Partnership activities in Ghana;
  • Manage the day to day activities of UNDP’s support to the joint team on HIV/AIDS;
  • Ensure project alignment with UNDP’s work on the Pharmaceutical Manufacturing Plan for Africa (PMPA)
  • Ensure substantive alignment between governance portfolio and UNDP’s support to HIV/Aids;
  • Oversee the implementation of project activities and outputs in Ghana;
  • Quality assure the implementation of UNDP supported HIV/Aids activities in Ghana;
  • Monitor project operations to ensure strategic direction and timely adjustment of project goals as required;
  • Provide direction and liaise with staff, consultants and project partners to assess and manage risk;
  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
  • Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Initiation of a project, presentation of the project to PAC, entering project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Participates in recruitment processes for projects;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects;
  • Follow up on audit recommendations. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Management Support and Business Development Team focusing on achievement of the following results:

  • Liaise with partners including relevant government partners, UN counterparts and partners on the Access and Delivery as well as HIV/AIDS partnership in the implementation of activities, expected outcomes, and anticipated time-frames;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization;
  • Maintain regular communication with partners to monitor and review progress in implementing agreed work-plans;
  • Report regularly to supervisors on progress achieved on UNDP’s involvement in the PMPA, the Access and Delivery Partnership and the HIV/Aids area;
  • Support the management of documentation necessary for donor audits and reporting;
  • Support joint work planning and budgeting of UNDP activities related to the PMPA and the Access and Delivery Partnership;
  • Participate in the JUTA (Joint UN Team on HIV/Aids);
  • Support resource mobilization for the PMPA and Access and Delivery project;
  • Support resource mobilization for general HIV/AIDS programming/activities.

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals;
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice;
  • Organization of trainings for the operations/ projects staff on programme issues;
  • Provide socio-macroeconomic analysis and support to the CO
Impact of Result

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, increasing visibility of UNDP in the discussion about economic policies and analysis and creation of strategic partnerships as well as reaching resource mobilization targets.

Habilidades y experiencia requeridas

Education:
  •  An advanced degree in public health, intellectual property, drug regulatory issues, international affairs.
Experience:
  • A minimum of 7 years relevant work experience in the area of public health, intellectual property, international law or relations, pharmaceutical policy, and international law or a related field;
  • Excellent project management skills including hands-on experience in design, monitoring and evaluation of development projects;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements:
  • Fluency in written and spoken English and at least one Ghanaian working language.
