Project Title/Department: UNDP “Supporting Uzbekistan in transition to a Low-Emission Development Path” / Environment and Energy Unit
Uzbekistan has substantial potential in renewable energy, particularly hydropower, solar, wind, and biomass, but their potentials are yet to be fully explored. In order to ensure environmental sustainability, efforts will need to continue to integrate the principles of sustainable development into national policies and programmes for a more effective and efficient use of natural resources. The concept of Low-Emission Development Strategies (LEDS) provides a framework for countries to formulate their approaches to sustaining long-term national growth in the context of mitigation of further increases in greenhouse gas emissions and adaption to the irreversible climate change impacts. A very high priority for UNDP as an implementing agency with the sustainable development mandate is to build capacities of the countries to formulate and implement LEDS, and relevant assistance is provided to the Government of Uzbekistan within the framework of the joint UNDP and Ministry of Economy project “Support Uzbekistan in transition to a Low-Emission Development Path”(LED).
Project is actually working on preparation of potential Nationally Appropriate Mitigation Actions (NAMAs) based on selected climate change mitigation policies and measures. One of them is NAMA for Sustainable Rural Housing in Uzbekistan that is in line with the national investment programme “Construction of individual residential houses of standard design in rural areas” being currently implemented in Uzbekistan.
Therefore, International Consultant on Development of project proposal on NAMA for Sustainable Rural Housing in Uzbekistan based on the relevant best world practices that will be then submitted by UNDP to the International NAMA Support Facility, a body of the United Nations Framework Convention on Climate Change (UNFCCC) that supports implementation of NAMAs the worldwide. Under the direct supervision of the Project Manager, and in close collaboration with the Task Manager on Low Emission Development and Climate Change Specialist in UNDP CO, as well as other project personnel and national consultants. International Consultant will render his/her services at ensuring high quality, accuracy and consistency of the work.
Devoirs et responsabilités
The incumbent will be tasked with the following duties and responsibilities:
- Provide guidance for data collection (by local consultants and project staff) and summarize the data for development of NAMA for Sustainable Rural Housing in Uzbekistan;
- Develop full-scale NAMA project document in accordance with the national investment programme “Construction of individual residential houses of standard design in rural areas” and meeting the requirements of the International NAMA Support Facility. That includes:
- Elaboration of financing mechanism to ensure sustainability of investment in sustainable rural housing;
- Design of Monitoring, Reporting and Verification (MRV) system for NAMA on Sustainable Rural Housing;
- Develop logical framework for NAMA (outcome, outputs and activities), as per requirements of the International NAMA Support Facility under the United Nations Framework Convention on Climate Change (UNFCCC) http://unfccc.int/files/focus/mitigation/application/pdf/nama_facility_information.pdf.
- Present the developed NAMA for Sustainable Rural Housing in Uzbekistan to the project, UNDP Country office as well as key stakeholders and beneficiaries to collect feedback and comments during a workshop arranged by the project;
- Finalize the NAMA for Sustainable Rural Housing in Uzbekistan based on the feedback received and submit to the project and UNDP Country office;
- Revise NAMA Support Project Outline for the International NAMA Support Facilityhttp://unfccc.int/files/focus/mitigation/application/pdf/template_for_nama_support_project_outlines.pdf;
- Facilitate submission of the NAMA by UNDP/Uzbek Government to the International NAMA Facility following to the established procedures for consideration regarding financial support.
- The following deliverables and indicative schedule are expected from the consultancy contract. Exact dates of beginning and completion stages as well as scope of works for each phase can be corrected by Project Manager based on reasonable justification by the Consultant. The project reserves the right, if necessary, to amend the terms of reference of a Consultant on a written agreement. The final schedule will be agreed upon in the beginning of consultancy assignment. All deliverables should be submitted to the project by the Consultant in English.
- Guidance for data collection by local consultants and project staff provided and data summarized for development of NAMA for Sustainable Rural Housing in Uzbekistan collected and analyzed. Full-scale NAMA project document including elaborated financing mechanism to ensure sustainability of investment in sustainable rural housing; designed MRV system for the NAMA; and developed logical framework for the NAMA (outcome, outputs and activities) developed as per requirements of the International NAMA Support Facility and the national investment programme “Construction of individual residential houses of standard design in rural areas”, and submitted to UNDP. Due date: 31 March 2014;
- Workshop for key stakeholders and beneficiaries, the project and UNDP Country office conducted; the NAMA for Sustainable Rural Housing in Uzbekistan presented to and feedback is collected and analyzed. NAMA for Sustainable Rural Housing in Uzbekistan finalized and submitted to the project and accepted by UNDP Country office. Due date: 30 April 2014;
- NAMA Support Project Outline for the International NAMA Support Facility revised; Submission of the finalized NAMA by UNDP/Uzbek Government to the International NAMA Facility facilitated following the established procedures. Due date: 31 May 2014.

Qualifications et expériences requises
- Advanced university degree in energy, economics, architecture, development or related area.
- At least 5 years of working experience with development programmes and plans, LED strategy and NAMAs development;
- Demonstrated solid knowledge of climate change mitigation and development;
- Good knowledge and understanding of energy efficiency in energy and building sectors and corresponding environment issues, low carbon and sustainable development issues in Uzbekistan and/or Central Asia;
- Experience in the policy development process associated with environment, climate change and sustainable development is an asset;
- Experience in working and collaborating with governments is an asset;
Technical knowledge of the implications of climate change on development, finance, environment and other relevant fields is critical;
Language Requirements:
- Proficiency in English; good knowledge of written and spoken Russian is an asset.
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
- Updated P-11 form;
- Shortlisted candidates only will be requested to provide financial offer.
Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable; and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Financial Criteria weight; [30%].
Only candidates obtaining a minimum of 49 points would be considered for the Financial Evaluation.
