Background

UNDP is a key implementer of peace building initiatives to support Nepal’s peace process and has been providing dedicated assistance to key peace building activities related to constitution building, support to the discharge and rehabilitation of former Maoist army combatants, capacity development to strengthen national and local-level peace building mechanisms, and support to develop collaborative leadership and other peace building capacities.
 
Nepal is in a prolonged transition phase after a decade long internal conflict claiming around 16,000 lives. The signature of the Comprehensive Peace Agreement (CPA) in Nov 2006 brought a halt to the immediate violence although there are still many issues to be resolved and new threats are emerging as Nepal proceeds in consolidating its peace process. Current challenges relate to meeting people’s aspirations for a greater political voice, broader social and economic inclusion and better access to resources, jobs and services as well as the promulgation of a more inclusive constitution. At the national level, politics is challenged by a very slow process of negotiations around key issues, at the sub-national levels, politics is characterised by low intensity tension and conflict that have the potential of destabilising local governance structures. Rule of law and security also remain important areas for prioritization.
 
As part of its mandate to build strategic and catalytic peacebuilding programmes in Nepal, UNDP identified the need to incorporate violence reduction as an important part of peace building initiatives.  In this context, in November 2011, Saferworld was commissioned, following a competitive selection process, to conduct an initial assessment of the armed violence situation in Nepal. The assessment started with a desk review of the topic, followed by primary research covering four district clusters, identified as armed violence hotspots by the desk review. While the assessment was ongoing, UNDP established contacts with the relevant Government of Nepal (GoN) Ministries through assigned focal points, with the Ministry of Home Affairs in the lead. This was to ensure GoN involvement at every stage of project development. The third stage of the assessment involved developing Armed Violence Reduction and Strengthening Community Security Programming (AVRSCS)programming options, triangulating the findings of the assessment with the input provided by the GoN during meetings, thereby ensuring that any potential programming on AVR resonates with the expressed needs of the GoN.
 
The Project designed for Nationally led Implementation was officially signed on December 2013 by the Ministry of Home Affairs and UNDP.
 
Currently, the AVRSCS project is in the process of hiring M&E officer for its roll out.  Directly reporting to the National Project Manager, the incumbent shall be responsible for monitoring the project activities and targets against the RRF, M&E plan and annual work plan. S/he will also be responsible to develop the M&E strategy for the project.

The main role is to ensure results achievement of the project through continued monitoring and analysis of project indicators and targets.

Duties and Responsibilities

The M & E Officer will report to the National Project Manager but will work closely with the UNDP Program analyst and AVRSCS Project Officers on a day-to-day basis to monitor and evaluate the project functioning . 

The main objectives of the assignment are:

  • To design, in consultation with Project Staff, a comprehensive M&E strategy designed for the AVRSCS Project;
  • To coordinate the collection and analysis of project information and Indicators of Achievement, facilitating a proactive adjustment of project implementation modalities to improve delivery;
  • To collate qualitative and quantitative data, in liaison with relevant team members, partners and stakeholders;
  • To support and ensure implementation and progressive improvement of all aspects of the project, M&E process and develop high quality M&E reports and documentation of impact using different reporting tools like case studies, success stories, and anecdotes.

Key responsibilities:

Reporting to the National Project Manager of the  AVRSCS  project, the M&E  Officer will liaise closely with the AVRSCS project and Project Officers to:

  • Design an effective dynamic M&E strategy for the AVRSCS Project and provide necessary M&E support to the relevant GoN and Project staff;
  • Ensure that an effective data collection plan is operating throughout the project;
  • Ensure capture of appropriate qualitative and quantitative data regarding the results framework;
  • Facilitate the creation and maintenance of relevant database and similar software related to data collection and management for the M&E efforts;
  • Assist the NPD, NPC and NPM in analyzing the relevant qualitative and quantitative data;
  • Preparation of routine M&E reports (eg. monthly, quarterly and yearly);
  • Draw attention of  NPD, NPC and NPM to exceptional items, deviations or high positive impact on results framework
  • Liaise with project team and feedback relevant data;
  • Assist NPM and Project Officers in incorporating M&E into their periodic reports;
  • Management of the M&E system;
  • Support to follow-up dynamic change of practice or of Indicators of Achievement as a result of M&E;
  • Advise the project team as regards the implementation of the M&E strategy;
  • Facilitate knowledge building and knowledge sharing for wider institutional learning across the UN System;
  • Undertake field visits to monitor activities and cover success stories for UNDP regular publication such as Newsletter, Website and Annual report in close coordination with Communications and reporting officer;
  • Work closely with communication  officers  in documentation of success stories in order to capture impact and results of projects that can be used for resource mobilization;
  • In coordination with the team the incumbent will promote and manage discussions on knowledge networks publicizing achievements, results and impacts;
  • Any other tasks as assigned by the National Project Manager.

Required Skills and Experience

Education:

  • A Masters degree in social science, management, political science, international relations or a related field.

Experience:

  • At least 7 years of relevant experience progressively in the area of M&E and IT/database management and development. Keen understanding of M&E principles and report writing. At least 3 years experience in a post conflict environment is desirable;
  • Prior experience developing databases for political, conflict, peace building, conflict sensitivity and/or related programming;
  • Familiarity with data storage and retrieval systems;
  • Demonstrated experience in documenting success stories, developing case studies and writing high quality reports based on M&E;
  • Strong computer word processing, layout and database skills (MS Word, Publishing, PowerPoint, Excel, Adobe Acrobat and Dreamweaver);
  • Experience in working with international organizations like UN/UNDP, INGOs is a strong advantage.

Language requirements:

  • Fluency in spoken and written English and Nepali.
