UNDP supports stabilization, state building, governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens.
Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels.

UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan (UNAMA) and the UN system as a whole to maximize the impact of its development efforts on the ground.
Years of conflict have damaged Afghanistan’s economic, political, physical, social and institutional structures. Reconstruction demands a secure environment in which there is credible leadership and enforced rule of law. Strong, legitimate and effective public administration structures, responsive to the needs of ordinary citizens - including the poor – are a precursor to any sustainable development. To this end, UNDP supports Afghan electoral institutions so that they can become more effective vehicles for development.

The UNDP Enhancing Legal and Electoral Capacity for Tomorrow (ELECT) project- phase I (2006 – 2011) provided technical and operational assistance to Afghan electoral bodies throughout the 2009 Presidential and provincial council elections and 2010 parliamentary elections.

ELECT II which commenced January 2012, was conceived as a targeted and focused project providing a support and advisory role, with a particular focus on institutional strengthening and capacity development during the inter-election period. In line with the process of transition or Afghanisation, as articulated in the Kabul Conference in July 2010, the number of international staff was significantly reduced from previous years.
As the result of a project Mid-term Review and a UN Needs Assessment Mission, the ELECT II project has been extended beyond its original end date of December 2013 until December 2015, and the project objectives have been revised to now include direct electoral assistance for the conduct of the 2014 Presidential and Provincial Council Elections and the 2015 Parliamentary elections.

The overall objective of ELECT II is to support the national electoral institutions to plan and conduct credible elections, most immediately the 2014 Presidential and Provincial Council elections and the 2015 Parliamentary elections, and to better ensure the integrity of the process. Continuing long-term assistance through support to capacity building of national electoral authorities beyond 2010 is in accordance with Security Council Resolution 2096 (2013).This assistance is closely coordinated with UNAMA, UN Department for Peacekeeping Operations (DPKO) and UN Electoral Assistance Division (EAD).This is being accomplished through seven focused outputs:
  • Output 1: Sustainability of the IEC is enhanced via both its institutional and staff capacity development;
  • Output 2: A sustainable, long-term approach to voter registration in Afghanistan, which also promotes maximum participation of eligible citizens in the 2014 and 2015 elections, is developed and implemented;
  • Output 3: The IEC’s engagement and informational outreach with key stakeholders, including the electorate, is enhanced;
  • Output 4: The IEC’s operational management functions, and the project support services, are strengthened;
  • Output 5: The conduct of key electoral operations for the 2014 and 2015 elections by the IEC is improved;
  • Output 6: The electoral dispute resolution mechanism is enhanced;
  • Output 7: The media regulatory mechanism for the electoral process is enhanced.
The Procurement Specialist will be responsible for procurement of goods, works, and services required to deliver the ELECT II Project. In particular, the Procurement Specialist will be responsible for procuring and managing approximately $17 million in construction contracts, and procurement of additional goods, works, and services to support the ELECT II. The Procurement Specialist will be responsible for advising the IEC and UNDP ELECT Procurement Office on procurement of goods, works, and services as required.

Under the direct supervision of the Head of Procurement Unit, The Procurement Specialist will be responsible for procurement of goods, works, and services required to deliver the ELECT II Project.

The Procurement Specialist promotes a client, quality and results-oriented approach.
The Procurement Specialist works in close collaboration with the Operations, Programme staff of the project and CO and IEC relevant Units staff to exchange information and ensure consistent service delivery and performs the following functions:

Summary of key functions:
  • Elaboration and implementation of operational strategies;
  • Efficient management of procurement processes;
  • Elaboration, introduction and implementation of sourcing strategy and e-procurement tools;
  • Facilitation of knowledge building and knowledge sharing.
Elaboration and implementation of operational strategies:
  • Full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system;
  • ELECT Procurement business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in Procurement, control of the workflows in ELECT Procurement Unit, harmonization of the workflows in the office;
  • Elaboration and implementation of cost saving and reduction strategies;
  • Conceptualization, elaboration and implementation of contract strategy in the ELECT including tendering processes and evaluation, contractor appraisal, evaluation and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment, in close coordination with UNDP CO;
  • Conceptualization, elaboration and implementation of strategic procurement in the ELECT including sourcing strategy, supplier selection and evaluation, quality management, customer relationship management, e-procurement introduction and promotion, performance measurement.
Efficient management of procurement processes for ELECT:
  • Timely and proper preparation of procurement plans for ELECT project, establishment of the deadlines and monitoring of the project implementation;
  • Establishment and implementation of proper monitoring system and control of procurement processes including organization of RFQ, ITBs or RFPs for goods, construction works and services, receipt and evaluation of quotations, bids or proposals, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulation, in close coordination with UNDP CO;
  • Certification of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP);
  • Management of ELECT procurement contracts and, upon delegation of responsibility;
  • Elaboration and implementation of ELECT internal control system which ensures that Purchase Orders (PO) are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems;
  • Management of the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement;
  • Establishment and implementation of harmonized procurement services.
Elaboration, introduction and implementation of sourcing strategy and e-procurement tools:
  • Development and management of the rosters of suppliers, elaboration of supplier selection and evaluation, quality and performance measurement mechanisms;
  • Management of the e-procurement system.
  • Prepares reports on various procurement status/activities
Facilitation of knowledge building and knowledge sharing in ELECT Project:
  • Organization of training for the ELECT/IEC operations staff on Procurement;
  • Organization of trainings for Govt. staff on Procurement as required;
  • Synthesis of lessons learned and best practices in Procurement;
  • Sound contributions to knowledge networks and communities of practice;
  • Undertake any other duties, tasks and responsibilities required to successfully implement the Project.
Impact of Results:

The key results have an impact on the overall ELECT efficiency in procurement management and success in establishment and implementation of operational strategies.

The strategic approach to procurement, establishment and implementation of the monitoring and control system, timely and appropriate delivery of services, introduction of e-procurement ensure client satisfaction and overall timely delivery of UNDP programmes and projects.

Qualifications et expériences requises

Education:
  • Master’s Degree or equivalent in Business Administration, Public Administration, Finance, Economics or related field.
Experience:
  • 5 years of relevant experience at the national or international level in procurement management;
  • Experience in Afghanistan or other conflict countries will be an asset;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advanced knowledge of web based management systems.
Language Requirements:
  • Fluency in written and spoken English is essential;
  • Knowledge of Dari/Pashto is desirable.
