Background

The United Nations Development Programme (UNDP) is the UN’s global development network; an organization advocating for change and connecting countries to knowledge, experience, and resources that help people build a better life. On the ground in 177 countries and territories, UNDP works with national level partners to seek solutions to global and national development challenges.

UNDP Environment and Energy Group (EEG) is based in UNDP’s Bureau for Development Policy and is responsible for providing leadership and technical support toward delivery of the Environment and Sustainable Development pillar of UNDP’s Strategic Plan. Its main focus is to help countries develop capacity to manage and mainstream environment into national, local, global, and regional policy and practice in support of sustainable development.

The Low Emission Capacity Building (LECB) Programme is a flagship EEG initiative launched in 2011 with funding from the European Commission and the governments of Germany and Australia. The Programme assists developing countries in the design of low-emission development strategies (LEDS) within the context of national development needs. This goal will be achieved through the development of capacities on LEDS and Nationally Appropriate Mitigation Actions (NAMAs), as well as the underlying greenhouse gas (GHG) national inventory systems and Measurement, Reporting, and Verification (MRV) systems. The Programme is active in 25 countries around the world, and supports the uptake of mitigation actions in both the private and public sectors. Through workshops on engaging the private sector in the NAMAs and LEDS, the Programme is seeking to assist countries in identifying effective ways to bring the private sector as a key stakeholder in the work under the projects at the country level. The workshops and discussion papers will provide an opportunity for a dialogue between government officials (project representatives) an private sector (selected business associations or enterprises) in how to best collaborate in the pursue of low carbon growth that takes into account development needs and business requirements. On the other hand, dissemination of the workshop findings will ensure that lessons learned and recommendations reach a great number of stakeholders, through the organization of webinars and briefing papers.

Duties and Responsibilities

 Deliverables

Objective 1: Coordination of workshop on engaging the private sector in NAMAs and LEDS for 7 countries in the Latin America Region, to be held in Chile in May 2014. This will include:

  • Prepare an annotated workshop agenda and concept for each session;
  • Identify presenters from different organizations, including speakers from the private sector under the different sessions of the agenda;
  • Carry out technical reviews of draft presentations prepared by national experts and resource people, which will be presented at the workshop;
  • Prepare and deliver 1-2 presentation on private sector engagement and region- or sector-tailored presentation on engaging private sector;
  • Facilitate 1-2 sessions at the workshop;
  • Prepare a short workshop report to highlight the key discussions points, conclusions and recommendations.

Objective 2. Coordination of workshop on engaging the private sector in NAMAs and LEDS for 8 countries in the African Region, to be held in Ghana in October 2014. This will include:

  • Conduct primary research, analyse findings and prepare a 25-page discussion paper on the experiences, challenges and opportunities for engaging the private sector in the Africa Region. The discussion paper will include interviews to the countries;
  • Prepare an annotated workshop agenda and concept for each session;
  • Identify presenters from different organizations, including speakers from the private sector under the different sessions of the agenda;
  • Carry out technical reviews of draft presentations prepared by national experts and resource people, which will be presented at the workshop;
  • Prepare and deliver 1-2 presentation on private sector engagement and region- or sector-tailored presentation on engaging private sector;
  • Facilitate 1-2 sessions at the workshop;
  • Prepare a short workshop report to highlight the key discussions points, conclusions and recommendations.

Objective 3: Preparation of the following activities in the context of the LECB communication strategy:

  • Organize and conduct a webinar on the key messages on engagement private sector in the NAMAs and LEDS. The webinar will target the 25 countries under the LECB Programme and will be conducted over 1.5 hour, including a discussion session;
  • Prepare 1-2 briefing papers (8 pages maximum) on topics related to NAMAs and LEDS. Specific topics would be agreed on the basis of the consultant’s expertise.

Required Skills and Experience

Education

  • Master’s degree or higher in environmental policy, economics, international development, or a closely related field; PhD in one of these disciplines is an asset.

 Experience

  • At least 10 years’ of experience on climate change issues, included demonstrated experience in supporting and advising developing countries on climate change issues;
  • Broad understanding of all thematic areas of climate change, especially low-emission development and private sector incentives;
  • Excellent understanding of UNFCCC international climate negotiations, particularly the building blocks of mitigation and climate finance;
  • Demonstrated experience in working with policy makers and the private sector in the context of low-carbon development;
  • Strong network of contacts in the private sector and policy making community that can be tapped for insights/contribution;
  • Demonstrated experience to preparing, facilitating and contributing to inter-disciplinary and multi-stakeholder policy dialogues on low-carbon development;
  • Demonstrated experience in preparing guidebooks and training materials on low-carbon development for policy makers.

Language

  • Working proficiency in English and Spanish required;
  • Knowledge of other French is an asset.

Institutional Arrangements

The consultant will report to the LECB Programme Manager

The consultant will be expected to take into consideration the feedback and inputs from the UNDP LECB programme team and other select experts.

Duration of Work and Duty Station

The contract duration will be from 3 March to 31 December 2014, with anticipated level of effort equivalent to 60 days maximum total.

Duty Station – home based consultancy.

Scope of Price Proposal and Schedule of Payments

The consultant will receive payments of: 35% upon completion of objective 1; 45% upon completion objective 2, and 20% upon completion of objective 3, to standards of quality acceptable to UNDP.

Criteria for selection of Best Offer

The selection of the best offer will be based on a Combined Scoring method – where the qualifications and methodology will be weighted a maximum of 70%, and combined with the price offer which will be weighted a maximum of 30%. The 70% rating shall be based on how well the Offeror meets the minimum qualifications/competencies described above. 

The technical evaluation will be based on the following criteria with the corresponding points (out of a total 100 points):

  • Demonstrated experience in working with policy makers and the private sector in the context of low-carbon development (20 points);
  • Relevant publications on participation of private sector on mitigation actions or related publication (20 points);
  • Demonstrated experience in preparing guidance on low-carbon development and carrying out related training activities (20 points);
  • Year of relevant experiences in field of climate change mitigation and supporting the private and public sector in the design and implementation of mitigation projects and programmes (20 points).
