Antecedentes

As a result of the protracted political crisis affecting the country since 2009 and entrenched poor governance, the social and economic situation of Madagascar has steadily worsened. With an additional 4 million poor people to the most vulnerable segments of the population since the crisis began, over 80% of the population now lives below the poverty line. The country is unlikely to achieve any of the MDGs by 2015. Madagascar is currently one of the poorest countries in the world and income per capita barely reaches US$ 450 per year. However, Madagascar has just held presidential and parliamentary elections, with the support of UNDP (United Nations Development Programme) and the international community, which have been judged by international observers as credible and transparent; this could be a milestone to put an end to the political crisis, increase citizens’ confidence and encourage donors to revive their activities, ultimately leading to an improvement in the country’s overall conditions. In this context, UNDP wishes to build on the momentum generated by the elections to step up its engagement in governance and its support to the new government in this field, ensuring that its programmatic priorities are consistent and fully reflect the country’s development needs.

UNDP is the development network of the United Nations in charge of encouraging change and providing countries with the knowledge, experience and resources to allow their populations to access better living conditions. It has been present in Madagascar since the first years after independence, working in poverty reduction and human development, democratic governance, environment and energy, institutional capacity building, gender, fight against HIV/AIDS, crisis prevention and recovery. In this context, the community of practice on democratic governance is one of the largest in UNDP. It contributes to building States that are efficient, effective, responsive, transparent and accountable to citizens. Thus the main fields of work are based on the following thematic issues: inclusive participation, accountable public institutions as well as international norms and principles.

More specifically, UNDP work includes the following:
  • Organisation of free and fair elections as well as economic and political empowerment of citizens, particularly women and youth, enabling citizen participation to decision making at local, regional and national level;
  • Strengthening responsibility, responsiveness, accountability and effectiveness of public institutions to achieve the Millennium Development Goals;
  • Strengthening technical capacity of national authorities to implement human development policies and provide quality public services;
  • Support to local governance as a key element to build public authority in a post-crisis environment promoting peace and reconciliation at local, regional and national level;
  • Impartiality and effectiveness of national human rights protection mechanisms particularly in terms of access to justice and to information;
  • Transparency, accountability and fight against corruption.
Thus the Madagascar country office invites highly qualified candidates with proven experience in democratic governance to apply for the present position whose main duties are described below.

Deberes y responsabilidades

Under direct supervision and guidance of the Deputy Resident Representative/Programme and overall authority of the Resident Representative, the Governance Advisor will support the Country Office to achieve the key results of the United Nations Development Assistance Framework (UNDAF) and of UNDP’s Country Programme Document / Country Programme Action Plan (CPD/CPAP). He/she will also support UNDP to better position itself as lead agency in the democratic governance field.

More specifically, the main expected results are the following:
  • The country office’s democratic governance component has a consistent, targeted and relevant portfolio of activities which leads to tangible results;
  • UNDP’s profile and activities in the field of democratic governance are revived and properly communicated including through contributing to UNDP’s active role in thematic aid coordination groups and at UN System level, in cooperation with the Aid Coordination Specialist and the Economic Unit;   
  • National and international staff as well as consultants in the field of democratic governance are guided and supervised in their technical work;
  • Regular analysis of the democratic governance situation of the country is carried out and advice is provided to the Government and other national partners, to UNDP senior management and to UN System colleagues.
In order to achieve these results, the Governance Advisor shall perform the following tasks:
  • Provide ongoing support and strategic advice to UNDP Madagascar Country Office in order to strengthen a democratic governance framework which includes gender and youth;
  • Provide technical advice to strengthen the capacity of the Government, national institutions including civil society and media in order to improve the governance situation of the country;
  • Draft information and situation analysis briefings on the political context with a clear strategic view and related action plans, aiming at promoting democratic governance in Madagascar;
  • Participate in the training and the capacity building for Country Office staff and national counterparts in the field of democratic governance, contribute to knowledge sharing and communities of practice, identify good practices and lessons learned;
  • Provide technical supervision to national and international staff as well as consultants within the democratic governance component;
  • Provide technical supervision to design, planning, implementation and monitoring and evaluation of projects in the field of democratic governance ensuring that products and activities are consistent, targeted and in line with country needs;
  • Develop and maintain strategic partnerships with national and international partners and actively contribute to resource mobilisation;
  • Participate in the coordination mechanisms and lead the thematic groups on democratic governance with UN agencies and partners;
  • Perform any other function as requested by management

Habilidades y experiencia requeridas

Education:
  • Master’s degree or equivalent in Development, Political Science, International Relations or related field.
Experience:
  • At least 7 years of professional experience in strategic advice, programming or programme management in the field of democratic governance, including direct work experience in country-specific settings, particularly those in crisis-affected, post-crisis or fragile situations;
  • Capacity to understand, analyse and assess democratic governance contexts;
  • Knowledge of UNDP administrative procedures and operational standards;
  • Negotiation and advocacy skills;
  • Excellent research, drafting and communication capacity;
  • Experience in networking, partnership building and coordination with national and international actors;
  • Knowledge of Madagascar’s development, political and governance context.

Language skills:

  • Fluency in oral and written French;
  • Fluency in oral and written English is desirable.
