Background
UNDP’s Independent Evaluation Office (IEO) is carrying out an ‘Evaluation of the contribution of UNDP Human Development Reports (HDRs).’ The evaluation will assess the contribution of global and regional HDRs to public policy process, for the period 2004-2013. The evaluation will be presented to the Executive Board of UNDP in the first regular session of 2015, and provide strategic inputs for strengthening the contribution of the Global and Regional HDRs in informing public policy.The objectives of the evaluation are:
- To ascertain the contribution of HDRs to public policy process, at the national, regional and global level;
- To identify factors that explain contribution of HDRs;
- To present key finding, conclusions and recommendations to inform management decisions.
Duties and Responsibilities
Scope of assignmentThe survey specialist will design surveys for the evaluation in accordance with the requirements provided by the Independent Evaluation Office.
Timeframe
The data collection, analysis and written inputs by the consultant will take place during March 2014.

Required Skills and Experience
Education:- Have a Masters’ degree in social science or statistics.
- At least seven years of relevant experience;
- Prior experience in designing surveys for development agencies.
- Fluency in English. Fluency in other languages, advantageous.
