Background

The Governments of India and Norway have entered into a partnership to work together toward the attainment of the Millennium Development Goal 4 (MDG 4) that aims to reduce child mortality worldwide. The objective of Norway India Partnership Initiative (NIPI) is to provide catalytic support that would make a strategic and sustainable difference to the rapid scaling up of quality child health services under the National Rural Health Mission (NRHM) in select states that contribute the highest number of child deaths. All activities undertaken under NIPI shall be directed towards fulfilling the goals and objectives of NRHM. NIPI Newborn Project led by the Director is hosted by the United Nations Development Project (UNDP). It envisages strengthening of techno-managerial capacity and health systems in the States to accelerate child health activities under NRHM/RCH II.

NIPI completed the first phase of operation in 2012 in the focus states of Madhya Pradesh, Orissa, Bihar and Rajasthan. It has started phase-2 of its operations to coincide with the new National Rural Health Mission plan (NRHM) (2013-2017). NIPI Phase II will continue in same districts in Rajasthan, Bihar, Orissa and Madhya Pradesh, and assist in scaling-up activities in the same states through technical assistance. In addition, it will provide technical support to J & K for the high priority districts as the lead development partner for the state.

The Monitoring and Research Officer will be located in the National Office in New Delhi and will work under the guidance and direct supervision of the Director NIPI Newborn project. S/He willl cover all the states where the NIPI Newborn project is operational and be responsible for carrying out monitoring functions on behalf of  NIPI Newborn Project. 

Duties and Responsibilities

Summary of Key Functions:

  • Design and operationalize an integrated monitoring system as per NIPI Newborn Project guidelines and in alignment with the approved project document and key performance indicators;
  • Provide strategic and technical support to the project teams in the states and to relevant local stakeholders in the planning and management of monitoring and evaluation of the programme;
  • Ensure that systems and processes are consistent with UNDP NIPI Newborn project and standards are applied and quality reports are submitted. 

 Duties and Responsibilities

Ensures setting up of an integrated monitoring system by:

  • Setting up an effective monitoring system that is appropriate for the project setting, covers all the states where the programme is operational as well as assembles reliable and quality information at the overall programme level
  • Developing results monitoring frameworks including setting targets as per key performance indicators in the approved project document;
  • Ensuring monitoring system is able to track the project inputs received in the field and connects their contribution to the key performance indicators as per the approved project document;
  • Establishing simple processes whereby quality data is generated for management and accountability;
  • Identifying qualitative and quantitative data sources and setting up mechanisms at the programme level and in the states for timely and quality data collection as well as capturing lessons learnt;
  • Putting in place processes that ensure that data generation is aligned to the internal and external reporting and review system established for the programme;
  • Performing other duties within the purview of the programme and any related activities as assigned by the Director- NIPI Newborn Project.

Supports the NIPI Newborn Project in Planning, Management and Decision making by:

  • Establishing mechanism to support NIPI Newborn Project national & state offices in appropriate methods of data collection, information management systems, data processing and analysis;
  • Instituting a system of field monitoring and tracking progress at the programme level and in the project states that supports an independent assessment of the work in the field;
  • Establishing effective monitoring mechanisms, including internal reporting; and support timely submission of quality reports from states;
  • Monitoring and updating risks and assumptions for the programme to enable the National & state NIPI Newborn project team to identify necessary actions;
  • Setting up the National and state’s monitoring ,reporting and review mechanism for SNCU-systems , HBNC+, SNCU+.
Coordinate with external evaluation agency and NORAD on baseline and impact evaluation
  • Developing and maintaining database of Newborns and child with disaggregated data on development indicators and provide technical inputs/service to programme officers and Director, Field Office with the objective of helping policy analysis, assessing evidence , preparing policy briefs and programme development for action on Newborn & children;
  • Representing NIPI-Newborn Project at technical forums related to M&E of newborn and child health programme
  • Documenting and disseminating experiences and lessons learnt nationally as well as internationally
  • Identifying, developing and coordinating implementation research as decided by the project;
  • Identifying research needs and priorities for NIPI Based interventions.Generating high quality monitoring reports at agreed intervals that help review progress against agreed targets, programme strategy;
  • Ensuring timely reporting to Donor and UNDP as per approved templates and reporting formats;
  • Performing other duties within the purview of the programme and any related activities as assigned by the Director, NIPI New Born Project.

Ensure that systems and processes are consistent with UNDP’s monitoring and evaluation policy as well as reporting requirements by:

  • Report progress of the program based on agreed format and indicators along with any other issues to the National Programme Unit , UNDP and RNE;
  • Keeping updated on UNDP’s M&E guidelines and tools and the Programme and Operations Policies and Procedures (POPP);
  • Working closely with the M&E counterpart at the UNDP Country Office for ensuring alignment with the Country Office reporting and M&E requirements for the programme;
  • Ensuring that latest information is shared with programme team at the Country Office and with the project state teams;
  • Setting annual targets and preparing reports to feed into UNDP’s annual Result Oriented Annual Reports and other corporate requirements;
  • Providing reports, data and material as required for the UNDP website and other communication channels.
  • Developing and sharing regular updates on progress through e.g., case studies, photo features and studies, in line with the UNDP communications strategy;
  • Performing other duties within the purview of the programme and any related activities as assigned by the Director- NIPI Newborn Project, UNDP.  

Impact of Results

The key results have an impact on the success of the programme that is focused on bringing about a transformational change in the lives of Newborn & Infants in the states where the Programme is operational. In particular, the key results have an impact on the design, operation and programming of activities; generation of quality evidence to support the results achieved; as well as knowledge generation.

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in Public health, Health management, Statistics and Social Sciences.
Experience: 
  • At least 10 years relevant experience at the national or international level in programme M&E & management at different levels;
  • Of this at least 7 years of demonstrated experience of establishing M&E frameworks and managing the M&E system for health related projects in the field. Experience in projects on Newborn & Child health will be an advantage;
  • Prior experience of working on project with government, international development agencies and/or national NGOs will be an advantage;
  • Experience in data collection, including use of excel and/or other statistical software for data analysis.
 Substantive knowledge and skills:
  • Results based management tools and quality assurance of field based large programmes;
  • M&E skills and experience in rural settings and familiarity with data generation issues in the field
  • Some experience in Experience in delivering M&E-related training;
  • Ability to produce high quality reports and knowledge products;
  • Usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements: 
  • Fluency in English (spoken and written);
  • Working knowledge of Hindi.
