Background

In October 2012 the Government of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) signed the Framework Agreement on the Bangsamoro (FAB) which provides for the creation of a Transition Commission (TC) that will coordinate “development programs in Bangsamoro communities in conjunction with the MILF Bangsamoro Development Agency (BDA), the Bansamoro Leadership and Management Institute (BLMI) and other agencies” (Section VII, 4c of the FAB).  The MILF Chairman Al Haj Murad Ebrahim, through a directive issued on March 22, 2013 asked the BDA Chairman Dr. Saffrullah Dipatuan to “coordinate with donor and funding partners, conduct needs assessment in the Bangsamoro immesiately, and to expedite the completion of the formulation of the Bangsamoro Development Plan.” The BDA was created by the MILF Central Committee on Jun2, 2002 in pursuance of the Humanitarian, Rehabilitation and Development Aspects of the GPH-MILF Tripoli Agreement on Peace and has been chosen for the task of facilitating the formulation of the Bangsamoro Development Plan (BDP) because of its accumulated knowledge and experience in humanitarian and development work and history of collaboration with a number of donor agencies.  BDA has collaborated with the World Bank, Japan International Cooperation Agency (JICA), UNICEF, World Food Programme (WFP), International Labor Organization (ILO) and other development partners.

Consequently, a needs assessment in the Bangsamoro, focusing on “short-term, quick impact projects” such as community livelihoods in selection locations, was initiated in March 2013 under the GPH-MILF Sajahatra Bangsamoro Program. While the Sajahatra program seeks to accelerate rehabilitation and recovery of the Bangsamoro area, there is a need to formulate a development plan anchored on the medium and long-term development vision and strategy for the Bangsamoro.  Thus, the concept note, “Promoting Inclusive Growth and Stability in the Bangsamoro Area: A Concept Note on the Formulation of the Bangsamoro Development Plan” was prepared to articulate the objectives and operational details in drafting the proposed Bangsamoro Development Plan (BDP).

Duties and Responsibilities

Scope of Work and Specific Tasks:

The National Consultant will be situated within the BDP Core Planning Team and will liaise with UN Women Philippines Project Office and UN Women international consultant to support the formulation and review of relevant chapter(s) and or provisions of BDP on “women’s empowerment and gender and development.”  Specifically, the National Consultant shall:

  • Provide technical and substantive inputs to the various chapters and components of the BDP;
  • Guide and support the identified national institution in organising community consultations in the seven provincial areas covered by the Bangsamoro Development Plan;
  • Provide liaison support to the international consultant in engaging with BDA and other local stakeholders;
  • Support the organisaiton of orientation seminars / training events / FGDs on GAD Planning and Budgeting;
  • Support review and validation exercise;
  • Participate and provide technical inputs in planning meetings and consultations as needed;
  • Conduct missions to Cotabato and other Bangsamoro areas as needed to support the conduct of consultations and participate in meetings with key stakeholders. 

Expected Deliverables:

  • Detailed Individual Work Plan, including schedules for intended missions or travel;
  • List of Proposed Reference Documents for Literature Review;
  • List and descriptive profile of proposed national, local and community stakeholders;
  • Operational Plan for activities, including training, FGDs and community consultations, to be developed in consultation with the BDP Core Planning Team, the national institution, and other key stakeholders;
  • Bi-weekly (every two weeks) updates on activity schedules and key developments in the planning process;
  • Minutes of meetings, mission reports, and report on activities attended or conducted with the national institution and/or the BDP Core Planning team;
  • Final Report on Activities conducted and inputs provided to the BDP Planning process.

Required Skills and Experience

Education:    

  • Masters’ degree in Social Science, development or equivalent (or relevant field).

Experience:

  • At least four (4) years of experience in development work and/or community organizing;
  • Good background on Bangsamoro development situation a must; gender sensitivity or familiarity with gender and development issues would be an advantage.
Language:
  • Fluent in English and Filipino.
