Under the overall guidance and supervision of the Deputy Country Director, the Assistant Resident Representative, (Programme) Democratic Transition is the manager of the Programme Unit. As such she/he is expected to supervise the unit’s staff and make substantive inputs into the overall programme and policy work of UNDP Lybia providing advice to the DCD and the CD and leading the technical coordination; programme management; and program development & resource mobilization of the unit.

 She/he is also entrusted with the oversight of the Democratic Transition portfolio supporting the programme team’s efforts in the strategic planning and the identification of new programme opportunities within the thematic area which includes elections (including local elections), constitution, support to parliament, SCELT, and dialogue/reconciliation. As the most senior national programme manager she/he is also entrusted with leading in the implementation of cross cutting initiatives on youth and gender issues with other thematic areas as well as the identification of emerging opportunities for cross-sectoral collaboration.
 
The ARR Democratic Transition provides strategic guidance to  programme analyst and works in close collaboration with thematic advisors/specialists in the CO, Regional Centres and Headquarters. The ARR, Democratic Transition also works in close collaboration with UNDP Libya project and operations staff and units and with Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society in the successful implementation of the portfolio

Duties and Responsibilities

Functions / Key Results Expected

Summary of Key Functions:

  • Ensuring substantive support and advice is provided to the Deputy Country Director and the Country Director for the strategic direction of the programme unit in general and Democratic Transition  portfolio in particular;
  • Management of the UNDP Programme Unit and oversight of the Democratic Transition  programme and supervision of the democratic transition  team as well as oversight;
  • Strategic partnerships and support to resource mobilization;
  •  Provision of top quality policy advice to the Government and facilitation of knowledge building and management.

Ensuring substantive support and strategic advice to CO management spearheading strategic direction of the programme unit with particular attention to the Democratic Transition portfolio:

  •  Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of programmatic documents;
  • Identification of strategic programme areas of cooperation;
  • Substantive support to the Deputy Country Director in the analysis and presentation of UNDP democratic transition policies and their implementation in the CO;
  • CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the programme unit;
  • Assist the Deputy Country Director through providing policy and methodological advice to partner institutions on other thematic areas and democratic transition issues, including support to electoral processes (national and local), constitutions, parliament, eliciting dialogue & reconciliation and strengthening state-civil society collaboration;
  • Prepare technical notes on opportunities and actions required to increase the vertical and horizontal integration of various projects, draft concept papers for resource mobilization, respond to corporate reports with feedback; and prepare analysis of recent evolutions in political, social, institutional contexts that have a direct bearing on program strategic orientation and activities, etc.

Ensures effective management of the programme unit and the democratic transition  portfolio focusing on quality control of the full cycle of programming from formulation to implementation achieving the following results:

  •  Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results;
  • Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme;
  • Follow up on audit recommendations in collaboration with the Deputy Country Director. All exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports;
  • Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with the Operations Unit;
  • Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. The ARR Democratic Transition performs the function of Manager Level 2 in Atlas for development projects transactions approval;
  • Provide technical leadership and direct inputs as required in the design, implementation & monitoring of program activities, based on program / project prodocs, annual work plans and continuous assessment of needs, risks and opportunities;
  • Make sure that the program keeps a strong focus on youth / women engagement through advocacy with national partners, mainstreaming, preferential support to youth & women CSOs and partnership-building with youth / women.

Establishes and maintains partnerships and supports the resource mobilization under the guidance of the Deputy Country Director focusing on achievement of the following results:

  • Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes;
  • Provide support to resource mobilization efforts including preparing donor mappings, concept notes, briefing notes, presentations, adapting existing prodocs, as required;
  • Creation of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.;
  • Determination of programmatic areas of cooperation, based on strategic goals of UNDP, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  •  Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals;
  • Under the guidance of the Deputy Country Director hold consultations on development of policies with institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Establishment of advocacy networks at national level and linked to international networks;
  • Sound contributions to knowledge networks and communities of practice.
Impact of Results:

The key results have an impact on the overall success of the programme unit and the democratic transition  programme and reaching development goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets in line with the targets of the country programme

Required Skills and Experience

Education:
  •  Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field;
  • Prince2 training and certification, RMG.
Experience:
  • 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems;
  • Substantial expertise in democratic transition (elections, constitutions, support to national assembly or parliament, local elections, dialogue reconciliation etc.).
Language Requirements:
  • Fluency in English and Arabic.
