Primary purpose of recruiting the Programme Associate is to support efficient delivery of UNFPA and UNDP programmes in the Banja Luka area and to strengthen agencies relations with the relevant Republika Srpska authorities and other stakeholders. The Programme Associate will work 50% of its working time for UNFPA, under the supervision of the UNFPA Assistant Representative, and 50% of its working time for UNDP projects, under the supervision of the UNDP Regional Programme Manager. This arrangement will benefit the both organizations in the sense of coordination and contribution to better alignment of the UNDP and UNFPA programme activities.
The key results have an impact on the overall CO efficiency in programme and success in implementation of programme strategies. Accurate analysis and presentation of information enhances UNDP/UNFPA position as a strong development partners. The information provided facilitates decision making of the management.

UNFPA Functions
- In collaboration with Government counterparts, NGOs and other partners contributes substantively to the formulation and design of the national programming framework (CPAP like document) and its component projects in line with Government and UNDAF priorities and according to UNFPA programme policies and procedures. Ensures quality of programme/project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems;
- Analyzes and interprets the political, social and economic environment relevant to population and development, reproductive health youth and gender and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks and prepares briefs and inputs for policy dialogue, technical assistance coordination and development frameworks;
- Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action. Monitors projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels;
- Expedites and coordinates project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel;
- Helps create and document knowledge about current and emerging population development trends, RH, youth, and gender issues, by analyzing programmes, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies;
- Assists advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles and participating in donor meetings and public information events;
- Contributes to the achievement of results through primary research and analysis and effective monitoring of programme/project implementation. Uses analytical skills to identify opportunities for project development and participates in the formulation of proposals ensuring substantive rigor in the design and application of proven successful approaches;
- Enhances existing processes and products. Documents and analyzes innovative strategies, best practices and new approaches.
UNDP Functions
1. Supports administration and implementation of programme strategies, adapts processes and procedures:
- Collects and presentation of information/ reports for identification of areas for support and interventions;
- Support to implementation of the Sector partnerships and resources mobilization strategies, preparation of reports;
- Preparation of draft job descriptions;
2. Provides finance support to the Programme Manager:
- Preparation of non-PO vouchers for development projects;
- Maintenance of the internal expenditures control system including timely corrective actions as needed;
- Creation of requisitions in Atlas for development projects, registering of goods/services receipt in Atlas;
- Review of contributions agreements, managing contributions in Atlas.
3. Provides administrative general office support:
- Prepares and supports issuance of contracts for consultants and contractors;
- Organization of travel arrangements for programme and project staff;
- Assist in the management of logistical support to the project;
- Maintenance of the inventory of program/project assets and equipment;
- Prepares and maintain status reports for projects under implementation and for completed projects;
- Arrangements for purchase and receipt of office and project supplies, vehicles and equipment;
- Prepare and translate necessary documents for programme and projects;
- Maintain all administrative, personnel and financial files and records, as well as general office files.

Qualifications et expériences requises
Education:
- Completed Secondary Level Education is a requirement;
- University degree in Business of Public Administration, Economics or Social Sciences would be considered as a strong advantage.
Experience:
- Seven years of relevant programme/project experienceis at the national or international level.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.
Language Requirements:
- Fluency in the English and B/H/S languages.
