Background

UNODC is a global leader in the fight against illicit drugs and international crime. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices.

UNODC is mandated to assist Member States in their struggle against illicit drugs, crime and terrorism. The three pillars of the UNODC work programme are:

  • Field-based technical cooperation projects to enhance the capacity of Member States to counteract illicit drugs, crime and terrorism;
  • Research and analytical work to increase knowledge and understanding of drugs and crime issues and expand the evidence base for policy and operational decisions;
  • Normative work to assist States in the ratification and implementation of the relevant international treaties, the development of domestic legislation on drugs, crime and terrorism, and the provision of secretariat and substantive services to the treaty-based and governing bodies.

UNODC is implementing a large-scale project funded by the European Union under the 10th European Development Fund (EDF) - Response to Drugs and Related Organised Crime in Nigeria (FED/2012/306-744) (NGAV16), which aims at supporting Nigeria’s efforts in fighting drug production, trafficking and use, and in curbing related organised crime including counterfeit narcotics and psychotropic substances. The project proposes a balanced approach to drug control, with equal attention paid to drug interdiction and drug demand reduction, including drug prevention, treatment and care (DPTC). Against this background, the consultant is required to review the interventions and capacity among CSOs and the networks working on drug prevention, treatment and care in Nigeria and develop a support strategy for CSOs and networks in Nigeria.

Duties and Responsibilities

The consultant will work under the overall supervision of the Project Coordinator, and the technical supervision of the Project Officer (DDR) at the UNODC Project Office in Lagos, Nigeria. The consultant will undertake field work to assess the CSOs and produce a comprehensive report with recommendations based on the findings of the assessments. The consultant will use the same set of questions to assess all CSOs. The consultant will also familiarize himself/herself with the Treatnet Quality Standards for Drug Dependence Treatment and Care Services (Annex II) and use these as a guide in assessing the quality of the prevention, treatment and care services provided by the CSOs. Based on the findings of the assessment and on feedback from stakeholders, the consultant will develop the support strategy for CSOs.

The support strategy should cover (but not be limited to) technical support, training needs, staffing, equipment, reporting, M&E, strengthening linkages with government counterparts etc.

The assignment will last 28 working days from second week of February to second week of May 2014 and consist of the following:

  • Undertake a review and analysis of secondary literature available on the drug situation in Nigeria and drug prevention, treatment and care services in the country;
  • Develop a methodology and questionnaires for carrying out the assessment (include criteria from UNODC HQ on assessment of CSOs for grants);
  • Administer the questionnaire with each of the CSOs and networks identified for the assessment;Undertake field visits (as per agreed upon methodology) in order to assess in-depth both the interventions being implemented and the capacity of the CSOs, using the standardized questionnaire developed;
  • Submit a draft report to UNODC, FMOH and NDLEA on the assessment (including a list of CSOs and networks by state with contact details) and recommendations for the support strategy for inputs;
  • Facilitate a workshop where the findings of the report (assessment and support strategy) are shared with wider stakeholders and incorporate feedback;
  • Finalize the report that includes a detailed assessment of CSOs (including a list of CSOs and networks by state with contact details) and the recommendations for a support strategy after incorporating the comments from these key stakeholders; 
  • Draw the attention of stakeholders of further actions required to build the capacity of CSOs in the area of drug prevention, treatment and care during the workshop;
  • Incorporate specific elements of sustainability in the support strategy in view of continuation of actions by CSOs themselves at the end of the project.
Expected outputs/Deliverables
 
A consultancy report with the findings of the assessment (including a list of CSOs and networks by state with contact details) and related recommendations on a sustainable support strategy for CSOs and networks reviewed.

The consultancy will be both field-based and home based.

Methodology

The consultant will develop a methodology and questionnaire for assessment. He/she will conduct the assessment through direct interactions with the CSOs and staff (as much as possible), as well as clients receiving services at these facilities when relevant. The consultant will consult UNODC whenever necessary.

As per the table above, the consultant will submit the report of the assessment on or before 15 May 2014. 

Period of Consultancy and remuneration

The consultancy will last between 25th March 2014 and 20th June 2014 (28 workdays). The consultant will be remunerated in the following manner:

  • 20% payment on submitting methodology and questionnaire to UNODC;
  • 40% payment upon delivery of the draft reports to UNODC;
  • 40% payment on delivery of final assessment report and support strategy to UNODC.

  • Excellent drafting and analytical skills;
  • Excellent knowledge of computer software applications, MS Word, Excel, graphs and charts;
  • Previous knowledge or work with the United Nations system and/or other international organizations an advantage.

Required Skills and Experience

 Education:
  •  Advanced university degree in health, psychology, social sciences or other related fields.

Experience:

  •   At least 10 years of experience in drug dependence treatment, institutional assessment of health institutions, CSO or related organisations and training of health professionals.

Language:

  • Fluency in spoken and written English and another Nigerian language is essential.
