Organizational Context UNDP Somalia comprises of two main clusters: (a) Governance and Rule of Law Programme; and (b) Poverty Reduction and Environment Protection Programme. The Governance and Rule of Law Programme of UNDP Somalia responds to all four outcome areas outlined in the country programme: Capacity-Building for Peace and Human Security, strengthened Governance and Rule of Law Institutions, Systems, Practices and Services, increased Livelihood opportunities and improved Natural Resources Management, and Gender Equality. Main project areas currently include support to Constitution-Making, Local Governance, Institution Building, Access to Justice, Police and Community Safety. The Programme also contributes to other Outcomes and Sub Outcomes in the cross-cutting themes. Under the overall supervision of the Programme manager for Governance and Rule of Law, and the direct supervision of the Governance and Rule of Law programme specialist, and the technical supervision of the Parliamentary Reform Specialist, the Outreach and Civic Engagement officer is responsible for the programme outreach and civic engagement work and to ensure that all activities are recorded, followed through, and reported appropriately. The Outreach and Civic Engagement officer will also support the GROL Programme Manager, and work very closely with the Technical Specialist and the projects’ associates to support the Parliament’s outreach and civic engagement activities.

Support the development of policies, strategies, plans and implementation of activities of the project relating to outreach and connection with civil society and communities focusing on the achievement of the following results:
Contribute to the development and implementation of strategies of Parliament for Outreach and Civic Education and consultations for the constitution review process focusing on the achievement of the following results:
Contribute to the establishment and strengthening of capacity of Parliament for Outreach, Community Dialogue and Peacebuilding processes focusing on the achievement of the following results:
Facilitation of knowledge building and knowledge sharing on outreach and civic engagement focusing on the achievement of the following results:
Impact of Results The key results have an impact on the overall success of the specific areas of cooperation under the UNDP country programme. In particular, the key results will have a direct impact on the effectiveness of the design, implementation and outcome of key project activity results under the specific Programme portfolio.
