“The Tuberculosis Prevention in High Burden Areas” project started in October 2008 and will end in March 2014 under the 7th Round of grant making of the Global Fund. The focuses of this project are: 1) pursue high quality Directly Observed Treatment Short Courses (DOTS) expansion and enhancement; 2) address TB/HIV, MDR-TB and other challenges; 3) empower people with TB, and communities; and 4) strengthen program management capacity in line with the National Strategic Plan (NSP) on TB control. To achieve the above objectives, the UNDP-Iran as the Principal Recipient (PR) of the grant works with the Center for Disease Control (CDC) of Ministry of Health and Medical Education; the Prisons Organization (PO) and the World Health Organization (WHO) as the grant Sub Recipients (SR) under the oversight of the I. R. Iran Country Coordinating Mechanism (CCM).  The CCM takes on board representation from different constituencies, including the government, UN agencies, private sector, and non-government organizations (NGOs).

In Iran, TB vulnerable populations mainly include those who live in the 7 provinces of Iran. These provinces account for 50% of TB cases in Iran but comprise only 23% of the total population (16.6 million). The incidence of TB is at least double the national average in these provinces.  Patients suffering from Multi Drug Resistant TB (MDR-TB), prisoners and people living with HIV/AIDS are other vulnerable populations.

Iran is committed to scaling up TB care with special emphasis on these vulnerable populations. Ministry of Health and Medical Education (MOHME) and partners will continue to finance the majority of the activities needed. However, there are certain activities for which resources over and above the national allocation are required. The Global Fund grants have been utilised to bridge such gaps.

In view of the eminent completion of the project (end March 2014), UNDP Iran in coordination with national counterparts is planning to conduct Terminal Evaluation (TE) for the TB project and therefore is seeking the cooperation of an International Consultant/Team Leader to accomplish the task which is estimated to require 30 working days over the period March to July 2014.

Devoirs et responsabilités

The Terminal Evaluation will help assess TB project inputs, processes, results and lessons learned. It is crucial that this evaluation produce information for decision makers to determine future action in this area.

The evaluation should:

  • Assess the degree to which the TB project contributed to the implementation of national strategic plans;
  • Assess whether the proposed activities have been implemented in line with the Grant Agreement agreed on by the Global Fund;
  • Assess major achievements (or lack thereof) during the grant implementation – mainly focusing on outcomes and impacts of the TB project;
  • Identify major problems and constrains faced by the TB project at different levels, including national, provincial, local, health facilities, PR and SRs;
  • Identify areas which may require subsequent funding to secure the achievements of the TB projects;
  • Assess the relationship among different stakeholders involved in the implementation of TB project including CCM, PR and SRs, and the relationship with GF.

  • Demonstrated ability to assess complex situations in order to succinctly and clearly distil critical issues and draw practical conclusions.

Qualifications et expériences requises

Education:

  • Advanced university degree in health and development, programme design and evaluation and other relevant fields.

Experience:

  • A minimum of 10 years relevant experience in programme monitoring and evaluation;
  • Experienced in the review/evaluation of  health projects with UNDP or any other international organizations;
  • Experienced in project design, project cycle management, and project monitoring and evaluation;
  • Understanding of political, economic, institutional issues associated with health and development;
  • Sound knowledge of the GFATM;
  • Experienced in leading multi-disciplinary, multi-national teams to deliver quality products in high stress, short deadline situations.

Language:

  • Fluent in English.
