Project name: XCEA01: Partnership on effective HIV prevention and care among vulnerable groups in Central Asia and Eastern Europe, Phase II

UNODC has specific mandates to assist countries to provide injecting drug users, prisoners and people vulnerable to human trafficking with evidence-informed, comprehensive HIV prevention, treatment and care services through advocacy; support in developing effective legislation and policies; support in developing comprehensive evidence-based strategies and programmes; building capacity of national stakeholders including government agencies, civil society and community organizations to ensure optimum coverage of these population groups with HIV services.
In 2011 UNODC with support of USAID launched project Penitentiary, Law enforcement, Drug sectors Government Efficiency in HIV response ( HIV-PLEDGE) in Ukraine that addresses programmatic aspects and capacity building needs with the ultimate aim to improve availability, coverage and quality of HIV and drug dependence treatment services for injecting drug users and prisoners.
One of the project objectives is to strengthen inter-sectoral partnership and cooperation between law enforcement, health care and social support services as well as non-governmental organizations working in the area of HIV prevention, treatment, care and support, and to enhance the role of police in the national response to HIV epidemics.
Following this objective UNODC is going to pilot projects in Kyiv, Kharkiv and Poltava aiming at introduction of mechanisms of intersectoral cooperation between police, medical and social services and civil society organizations for improving access for PWUD to HIV prevention and treatment programmes.

Main objective of the assignment
UNODC involves consultant to provide expertise and consultancy to the project regarding development and adaptation of models and schemes of interaction and partnership between police, medical, social services, and civil society organizations for improving of access for PWUD to HIV treatment and prevention services in Kyiv, Kharkiv, and Poltava. Individual Consultant is responsible for:

-  Inventory and study of existing models and mechanisms of intersectoral cooperation between police, medical and social services and civil society organizations for improving access for PWUD to HIV prevention and treatment programmes in Ukraine.
Consultant should develop methodology and research instruments to collect relevant information, define sources, ensure collection, analysis, generalization and description of existing practices and experience (both successful and not successful) of cooperation between police, medical and social services and civil society organizations for improving access for PWUD to HIV prevention and treatment programmes.
Description of the models should be based on experience of four (4) selected regions or cities of Ukraine, and recommended by experts from law enforcement sector and civil society. The review should include analysis of existing models in line with international standards and recommendations regarding the role of police in HIV prevention, provided by UNODC, UNAIDS and WHO , and analysis of workability of the models within context of Ukraine.
- Assessment (in cooperation with local expert(s)) of the needs and capacity of the three (3) selected project regions (Kyiv city, Kharkiv and Poltava) to implement Referral Scheme (see attached), based on cooperation of police, health care facilities and HIV prevention service providers and aiming to facilitate access for injecting drug users to HIV/AIDS prevention& treatment services, including Needle&Syringe Programmes( NSP) and Opioid Substitution Programmes (OST).
-  Generate recommendations regarding development of the efficient gender specific, human rights based and sustainable Referral Scheme for each pilot region, taking into account findings of the needs and capacity assessment. The recommendations should include:
  • description of the mechanisms of cooperation between police, health care units (drug dependence treatment clinics, AIDS Centres, OST sites etc.) and HIV prevention service providers, including detailed description of the each stakeholder’s role within current normative framework (both at national and local level), information exchange, documents flow, and monitoring;
  • approaches to ensure financial and organizational sustainability of the Referral Scheme at local (oblast, city or district) level;
  • suggestions upon informational materials which should be used in police stations and heath care facilities to facilitate access for PWUD to HIV/AIDS prevention&treatment and drug dependence treatment services,
  • suggestions upon normative documents that should be developed and endorsed at local level. Participation in advocating, informational and awareness raising events, which will be organized by the project in Kyiv, Kharkiv and Poltava to present results of the research.
DELIVERABLES
The consultant is expected to provide the following deliverables:
  • General outline and methodology of the analysis, including instruments for data collection, strategy of the selection of the regions/cities for the research, general list of organizations and experts, who will participate in the research, structure of the final report. The outline should be delivered to UNODC within 2 weeks after the contract is signed.
  • Draft of the intermediate report with description of existing best models and schemes of interaction and partnership between police, medical, social services, and civil society organizations for improving of access for PWUD to HIV treatment and prevention services – within 1,5 month after the contract is signed.
  • Draft report on the the needs and capacity assessment of the selected project regions, including recommendations regarding piloting of schemes of interaction and partnership between police, medical, social services, and civil society organizations for improving of access for PWUD to HIV treatment and prevention services – within 2,5 months after the contract is signed.
  • Presentation in PowerPoint format upon the results of the study – within 2,5 months after the contract is signed.
  • Final report - within 3 months after the contract is signed.

MONITORING/REPORTING REQUIREMENTS
The consultant works in contact with the UNODC Regional HIV/AIDS Advisor in Ukraine and Moldova and key experts of the law enforcement sector, depending of the needs and is required, and is expecting to provide regular reports.
The consultant should ensure accomplish mental tasks and all results described in this Terms of Reference within mentioned timeframes and quality.

Compétences

  • Proven experience in drafting normative documents related to medical/health and legal issues in HIV/AIDS area/ in prison sector or membership in relevant thematic working groups;
  • Ability to conduct researches, analysis and writing reports.

Qualifications et expériences requises

  • Master degree in social sciences, public health, law or other related fields. Advanced university degree (PhD) will be considered as advantage.
  • At least 5 years of work experience in HIV/AIDS related researches or programme development. Knowledge of Ukrainian law enforcement system peculiarities will be an asset.
  • Fluency in Russian and Ukrainian, knowledge of English will be considered as an asset.

Documents to be included when submitting the proposals

  • Personal CV, including information about past experience in similar projects / assignments and contact details for referees.
  • Financial proposal.
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Payments are based upon output, i.e. upon delivery of the services specified in the TOR.

Travel costs
All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

EVALUATION CRITERIA

• Educational background - 10 points max (10 points – PhD degree or equivalent; 5 points - bachelor or equivalent degree);
• Relevant professional experience - 20 points max (20 points - 10 years and more; 10 points – 5 to 10 years);
• Proven experience in drafting normative documents related to medical/health and legal issues in HIV/AIDS area/ in prison sector or participation in relevant thematic working groups- 20 points max.;
• Understanding of concepts of Ukrainian HIV prevention strategy /and law enforcement sector- 10 points max.;
• Knowledge of languages – 10 points max (fluent English/Russian/Ukrainian – 10 points, proficient knowledge of English, and fluent Russian and Ukrainian – 7 points, only Ukrainian and Russian – 5 points).

Maximum available technical score - 70 points.

EVALUATION METHOD:

1 Cumulative analysis
Contract award shall be made to the incumbent whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
* Technical Criteria weight: 70%
* Financial Criteria weight: 30%
Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner in accordance with milestones.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
