Background

IMPORTANT CONDITIONS: The following position is open only to Danish and other European Union nationals, as well as permanent residents of Denmark. The applicant must be fluent in both Danish and English. According to the UNDP JPO programme framework, the age limit for JPO applicants is 32 years of age at the time of application. Only applicants with a Master’s degree diploma in hand will be taken into consideration.
 
Cooperation between the United Nations System and Myanmar began soon after the country’s independence in 1948. Today, the UN is represented by 16 Specialised Agencies, Programmes, Funds, Offices and other UN entities. In addition, several non-resident agencies and regional entities are present in Myanmar.
 
The country-level coordination process coordination is managed by the UN Country Team (UNCT) that encompasses all entities that carry out operational activities in the country, and is led by the UN Resident/Humanitarian Coordinator. The UN does not yet have a common UNDAF, but it is planning its transition/interim strategy to cover its development/humanitarian and peacebuilding work until the UNDAF is developed and in place by 2017/2018.    
 
With the backdrop of the changing political, economic and operational environment in Myanmar, the Office of the Resident Coordinator (RCO) provides the day-to-day support and advice to the UN Resident Coordinator (RC) as well as to the UN Country Team (UNCT) in its strategic positioning and coordinated implementation of UN programmes. Under the direct supervision of the Head of the RCO/Strategic Planning Advisor, the JPO will particularly support RCO in the areas of strategic planning; UN communication and advocacy; and aid coordination. The RCO has expanded recently and currently consists of a Head of Office/Strategic Planning Advisor, a Gender Advisor, a Peace and Development Advisor, Coordination and Policy Specialist (SARC) and a National Political Analyst and Coordination Associate.
 
Types of responsibilities for any staff working in the RCO include:
  • Maintaining positive working relations and managing feedback and information flows between UN agencies, government, the donor community and NGOs in the respective area of responsibility;
  • Assisting in the preparation and implementation of the RCO workplan and the UNCT workplan;
  • Facilitating knowledge building and management;
  • Preparing and supporting high-level missions to Myanmar; and
  • Preparing talking points, speeches, briefing materials, research papers for the RC and the Head of Office.
 

Duties and Responsibilities

Specific areas of work in which the JPO will be expected to fulfil the above mentioned tasks and other related functions are:
 
Strategic Planning (25%):
  • Assist in preparing roadmaps, briefing notes, options papers needed to facilitate strategic planning and provide background research related to planning in a country in transition;
  • Assist in the development, preparation and implementation of a set of guidelines, templates and other tools and instruments that will facilitate UN wide planning - both for the implementation of the Interim Strategy and for the preparation of the ensuing country analysis and long term five year plan;
  • Support the Head of Office in facilitating discussions with different parts of the UN in Myanmar in preparation of its strategic plan and help pull different inputs together in coherent documents and presentations;
  • Act as the secretariat for strategic planning working groups as needed
  • Supports the RCO in developing communication materials around its transition strategy and country analysis, including preparing stories and other materials for the website.
UN communication and advocacy (30%)
  • Assist in producing appealing and well written publications and reports such as MDG reports; progress reports; RC Annual reports; and other relevant joint UN publications;
  • Support the building and maintenance of a UN website including writing stories and liaising with UN agencies to get information;
  • Developing inter-agency platforms for communication and knowledge sharing;
Aid coordination (25%)
  • Serve as the secretariat for aid coordination bodies as required;
  • Support the RC, or anyone designated by her, in their role as chair of different coordination bodies.
Overall support to RCO (20%)
  • Support the Head of the RCO and the RCO generally in any other task that can be reasonable requested from a policy analyst within an RC Office.

Required Skills and Experience

Education:
Master’s Degree or equivalent, or higher Advanced Degree in International Development, Social Science or other related field of expertise
Work Experience:
A minimum of two years of relevant paid work experience in the relevant development discipline. Experience in international corporation work, field work and/or UN experience is an advantage
Language requirements:
Fluency in Danish and full Working knowledge of English, including excellent writing skills.
