Background:

1. Serves as dedicated focal point in support of the UN Gender Team (UNGT) in strengthening advocacy, partnerships and joint UN programming towards achieving gender equality and women’s empowerment.
- Supports formulation of UNGT work plan, as well as implementation and reporting, helping to ensure the effective functioning of the group and its responsiveness to government and other national partners.
- Works closely with UN Women and the UNDAF Results Groups to support effective mainstreaming of gender and women’s empowerment in the joint programming process, including programme planning and results formulation, annual reviews and reporting.
- Facilitates effective information sharing and collaboration between the UNGT and the UN M&E Group to support gender mainstreaming in the UNDAF M&E framework and in national M&E systems.
- Analyses and informs on good practices in UNGT work in other countries, including UNGT programmatic support, specifically in the areas of women’s rights, including sexual and reproductive health and rights.
2. Supports the operationalization of the UNDAF Action Plan and related Delivering as One processes, with a focus on M&E, Joint Programmes and compliance with key UN programming and results-based management (RBM) principles.
- Supports the coherent and effective functioning of the 11 UNDAF Results Groups supporting standardization of annual work planning, identification of areas for joint activities and regular progress reporting based on SMART results and indicators.
- Liaises with Results Group conveners and members on an ongoing basis to ensure coherent positioning of the Outcome Groups (OGs) in national sector coordination mechanisms, communication and coordination across all OGs, and consistent follow up on annual OG priorities and programme results.
- Provides support to the Inter-agency Programming Group (IPG) in ensuring effective oversight over the work of the UNDAF Outcome Groups and regular reporting of UNDAF progress to the UNCT.
- Supports the UN M&E Group in tracking progress on Delivering as One, including supporting annual work planning, consolidation of inputs for the annual review process of the UNDAF Action Plan, and strengthening collaboration with the National Development Planning Commission (NDPC) and sector coordination mechanisms to increase linkage and use of national planning and M&E systems.
- Provides support for the harmonization of UN M&E cycles and processes with those of the Government.
- Assists in coordinating efforts to adopt a common programming terminology and to mainstream the UN’s key programming principles (HRBA, Gender, Environment, RBM, and Capacity Development).
- Supports the IPG and UNCT in the identification, development, implementation, M&E and joint resource mobilization for Joint Programmes.
- Liaises with Joint Programme coordinators to ensure capturing of programme results and success stories that can be used by the UN Communications Group to promote UN work and Delivering as One
- Collects and disseminates global practice in the field of Joint Programmes while supporting implementation of these practices locally.
- Supports UN agencies in promoting the post-2015 agenda with key partners including government, development partners and civil society.
- Works as part of the UN task team in providing assistance to the National Development Planning Commission in conducting national consultations on how to localize and implement the post-2015 agenda.
- Contributes to identifying entry points and modalities for using the post-2015 agenda to promote a national development vision and long-term national development planning in Ghana.
- Works closely with the UN M&E Group to propose ways of introducing the post-2015 agenda and goals into national development plans and M&E systems.
- Makes sound contributions to knowledge networks and communities of practice in areas of expertise and experience.
- Promotes the use of online work spaces and knowledge networks within UNDAF Results Groups, UNGT and UN M&E Group.
- Contributes flexibly to other activities of the RC Office team in support of the RC system and Delivering as One as required, including backstopping arrangements.
