It can be downloaded at the following link:UNDP Personal History Form Basic information about the projects The aim of the project “Developing an Integrated Approach to a Stepped-Up Energy Saving Programme” No. 00083259, planned for 3 years, is to enhance efficient use of energy resources at the local level in Belarus through application of energy-saving technologies and measures in educational buildings. The objective will be reached through establishing pilot sites demonstrating application of innovative energy efficiency technologies in school buildings, raising awareness and capacity building of local authorities, specialists and local population to carry out energy saving measures at the local level. The project also aims at increasing involvement of local governments and population in implementation of pilot initiatives in the EE area and further replication of best practices. In particular, the project will help achieve the following objectives: · To raise awareness and build capacity within communities to carry out energy saving measures at local level that improve energy efficiency and utilize renewable energy sources. · To establish pilot sites in local communities demonstrating application of innovative energy efficiency technologies in school buildings. · To ensure active participation of local governments, educational institutions and local population in energy-saving pilot initiatives implementation as well as increase demonstration of best practices, and their replication at the local level. Objectives of the assignment The objective of the assignment is providing consultation and provision of relevant information required for project team, national partners, developers of energy-efficient school buildings and other stakeholders on the best possible approaches, techniques and methodologies of energy audit, management and monitoring of energy efficiency in school buildings, construction of which is planned for the project. Organizational context Within the given project, the Specialist shall work under direct supervision of the Project Manager. He/she shall work in close collaboration with project personnel according to the project structure as well as with the National Implementing Agency and other national partners.

Duties and Responsibilities |
|
| The Energy Efficiency Specialist will be responsible for organization of energy audits at pilot sites, EE monitoring, transfer of knowledge in the area of EE to target districts. The Energy Efficiency Specialist is to perform the following functions: 1. Thematic presentations for local authorities and communities: · Preparation of the materials on energy efficiency and national priorities in this area including Belarusian experience of innovative technologies implementation in the field of energy efficiency for presentations for local executive and administrative bodies and representatives of the concerned groups involved in the project; · Preparation of the materials for the quarterly newsletters, which will contain information on best practices in other countries, as well as news about local pilot activities, facilities, projects, successful experience in implementing energy efficiency projects in the regions of Belarus. 2. Development of the methodology of teaching elective classes on energy efficiency. Preparation of materials for trainings. 3. Participation in the information campaign: · Preparation of the materials for information stands in the pilot schools; · Preparation materials for a series of themed publications, articles in the local mass media, press conferences, and extensive informational materials to the target territories and, subsequently, to regional governments in all six oblasts of Belarus. 4. Jointly with an expert in the area-based development creation of the selection mechanism of the energy efficiency initiatives. 5. Jointly with an expert in the area-based development preparation a full package of methodological materials necessary for potential applicants (local governments or the educational institutions’ authorities) including initiative project proposal template and guidelines for interested applicants. 6. Jointly with an expert in the area-based development providing guidance (group, individual and on-line) to applicants and issue the clarifications on the application process, if necessary. 7. Energy audits: · Development of methodology for the energy audits in school buildings; · Methodical, analytical support of the energy audits and analysis of the results. Control over compliance with methodologies and procedures of energy audits; · Preparation the TOR for tender to select the organizations for conducting audits in school buildings. 8. Upon request of the local executive and administrative authorities to assist in the preparation of technical specifications for tender for selection a national construction company-contractor for the implementation of the pilot projects. 9. Development the methodology of the monitoring of the energy efficiency and energy savings at pilot sites. 10. Jointly with an expert in the area-based development preparation of the guidelines and manuals for local governments and other stakeholders on energy efficiency issues and participatory approaches to local planning and development. 11. Jointly with an expert in the area-based development and local authorities and other stakeholders to develop Local Energy Efficiency Strategies, in particular based on analysis of the baseline data from the municipality and from the pilot projects for the participating districts. 12. Support the Project Manager in planning and organizing the implementation of the different sub-components of the project at the inception phase and after that, including support to the Project Manager in the preparation of the project inception report and the annual work plans, and drafting of Terms of Reference for local and, as needed, international consultants and subcontractors, required tender documents, etc. 13. Support the Project Manager in supervising the work to be contracted other local consultants and companies, including review of feasibility studies, technical design, financing and implementation arrangements of the planned demonstration projects. 14. Support the Project Team in arranging co-operation with current project partners and, as applicable, in establishing new, additional national and/or international partnerships to support the Project’s objectives. 15. Support the Project Team in monitoring and evaluating the performance and outcome of the demonstration projects under implementation, including calculation of energy savings and associated GHG emission reduction from energy efficiency measures. 16. Support the Project Team in monitoring the progress of the Project and participate in the development of periodic progress reviews and, as applicable, the annual Project Implementation Reviews. 17. Train personally or, as needed, organize other trainings for the local stakeholders to successfully implement the Project and to meet its capacity building objectives. 18. Promote activities and results of the Project through Internet (Project’s website) or using other available means of communications and mass media. Performing any other duties relevant to expert support with respect to energy efficiency of the project upon request of the Project Manager.The expected main results are as follows: 1. Training seminars for teachers of the targeted schools participating in the project, on teaching of the energy efficiency questions in optional classes are prepared. 2. Methodological materials and application form required for potential applicants (local executive and administrative authorities and administrations of schools), are prepared. 3. Energy audits of at least 25 schools are conducted. 4. Manuals for local governments and other stakeholders on EE issues, citizens’ participation and planning at local level are developed. 5. Local energy efficiency strategies are developed. Materials for quarterly information newsletters are prepared.

Competencies |
|
| - Excellent knowledge of Russian language is a must; - Knowledge of written and spoken Belarussian and English; - Strong report writing skills and experience in writing and presenting reports to a high professional level (which includes graphs, pictures, diagrams, figures and other illustrative tools to enhance the reporting quality); - Good analytical skills, communications abilities, and ability to motivate other team members and counterparts; - Ability to meet deadlines and prioritize multiple tasks; - Competence in handling relations at all levels of relevant authorities; - Remains calm, in control and good humored even under pressure; Familiarity with UNDP requirements is an advantage.

Required Skills and Experience |

- University degree related to engineering, civil engineering, or power engineering. Advanced degree (e.g., Master level, PhD) in the said fields would be considered an asset; - At least 10 years of experience in one of the following fields: housing and/or industrial construction, energy, energy efficiency improvement or energy audit; - Solid knowledge (demonstrated by not less than 5 publications and/or professional experience records) about state-of-the-art approaches and best international and domestic practices in the specific areas the Project and its subcomponents are dealing with, in particular the knowledge about practical applications of different energy efficiency improvement techniques in school buildings (and/or hospitals, kindergartens, universities); - Computer literacy (MS Office, Adobe products, Internet) and advanced knowledge of spreadsheet and database packages, experience in handling of web-based mailing and management systems is the must; - Solid knowledge (demonstrated by relevant publications and/or professional experience records) with national regulations and standards in the field of energy efficiency improvement in buildings; Fluency in written and spoken Russian is mandatory, good knowledge of Belarussian and English is an asset. |
