The Office of the UN Resident Coordinator in Belarus, where the incumbent will be placed, serves to support the operation of the UN Resident Coordinator who brings together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level. The UN Resident Coordinator leads the UN Country Team (UNCT) and is the designated representative of the Secretary-General for development operations. Working closely with the national government, the UN Resident Coordinator and the UNCT advocate the interests and mandates of the UN system while drawing on the support and guidance of the entire UN family.

UN coordination focuses, among other things, on processes such as UN Development Assistance Framework (UNDAF) preparation and implementation, reporting and follow-up on Universal Periodic Review (UPR) and reporting and follow-up on UN conventions where Belarus is a party.

UNDAF is a key strategic document providing guidance for the operation of the United Nations Country Team in Belarus. A new UNDAF, for the period of 2016-2020, will be developed in the course of 2014 to support national development efforts. The process of UNDAF preparation follows five key programming principles which underpin and cross-cut through all its components: human rights-based approach to development (HRBA), gender equality, environmental sustainability, capacity development and results-based management. UPR is a unique process which involves a review of the human rights records of all UN Member States. The UPR is a State-driven process, under the auspices of the Human Rights Council, which provides the opportunity for each State to declare what actions they have taken to improve the human rights situations in their countries and to fulfil their human rights obligations. There is a broad range of different human rights monitoring mechanisms in the United Nations system: UN Charter-based bodies, including the Human Rights Council, and bodies created under the international human rights treaties and made up of independent experts mandated to monitor State parties' compliance with their treaty obligations. Objectives of the assignment:
  • Provide substantive and logistical support to the UNCT, in particular, on application of  the key development principles such as human rights, democratic governance, gender equality, capacity building and results-based management, UPR follow-up and UN human rights organizations and mechanisms.
  • Reinforce and mainstream cross-cutting dimensions of UNCT programming;
  • Train UN agency and projects staff in applying HRBA to development programming.

Devoirs et responsabilités

Rights and Development Specialist will report to the UNCT through the UN Resident Coordinator’s Office and will advise the UNCT on strategies to build and strengthen national capacities and institutions for the promotion and protection of human rights, including through UN development cooperation programmes.

·         Be the focal point for the HRBA integration into UNDAF and provide practical guidance for HRBA implementation within UNDAF in developing cooperation programmes;

·         Support the operations of the Democratic Governance and Human Rights Theme Group (e.g. draft agendas, coordinate and monitor UN agencies’ inputs);

·         Identify potential funding opportunities for joint UN projects and prepare projects proposals in coordination with the UN agencies;

·         Train UN agency and project staff on applying a HRBA to development;

·         Work with UN agencies on reviewing selected projects and projects concepts to ensure appropriate application of HRBA;

·         Prepare updates on changes in Belarusian legislation relevant for the scope of these Terms of Reference and provide their expert analysis as to their impact on the work of the UN agencies in Belarus;

·         Maintain working contacts with the UN Office of High Commissioner for Human Rights to coordinate activities related to its mandate in Belarus;

·         Keep track of all recommendations received by Belarus from the UN HR entities and treaty bodies and identify entry points for, and synergies with UNCT and individual agency programming;

·         Assist in preparation of materials on behalf of and for the UNCT when requested by OHCHR and other relevant UN entities;

·         Ensure coordination of the UPR follow-up from the UNCT and its advocacy:

    • Prepare summaries and overviews of ongoing international discussions (email discussion lists, OHCHR publications etc.);
    • Conduct trainings on UPR for the UN staff;
    • Prepare presentations on UPR for development partners;
    • Manage small joint UPR related initiatives on behalf of UNCT;

·         Coordinate the implementation of the UNCT’s civil society engagement strategy (including undertaking capacity development initiatives) with a special focus on liaising with vulnerable groups such as people living with disabilities, women, elderly, youth, people living with HIV etc.

·         Attend and assist Theme Groups (UN Communication, Gender, Youth etc.) in the arrangement and implementation of relevant public events;

·         Manage content of relevant sections of the un.by web-site.

  • Strong research and analytical skills and ability to rapidly analyse and integrate diverse information from various sources;
  • Understanding of, and experience in, dealing with development partners such as Government, donors/embassies and NGOs and civil society;
  • Up-to-date knowledge of current topics and issues and ability to identify public opportunities and risks in an international environment.

Qualifications et expériences requises

  • University degree in law, international relations, political science or related field;
  • At least two years of work experience in a relevant field;
  • Specialist knowledge of the international human rights machinery and treaties, including understanding of HRBA and its application to development programming;
  • Experience in conducting training/learning sessions on a professional level;
  • Good interpersonal, advocacy, communication and networking skills;
  • Capacity to work with minimum supervision;
  • Good command of Belarusian, Russian and English.
