Bangladesh is recognized as one of the most vulnerable countries in the world to the impacts of climate change. Coastal areas are particularly at risk due to its low-lying geography and dense populations. Approximately every three to five years, Bangladesh experiences massive floods that may affect as much as two-thirds of the country, and about every three years it experiences a major cyclone. Other major impacts include saline water intrusion, which threatens crop production and droughts in some regions. Climate change is expected to lead to sea level and sea surface temperature rise, which in turn could increase the frequency and intensity of tropical cyclones and the height of storm surges. According to the majority of climate models, summer monsoon precipitation is likely to increase, with potential small decreases in the winter. One way of rapidly addressing climate change and building resilience is to engage the local level more meaningfully. Mainstreaming climate change resilience at local level is important for at least three reasons:
• Climate change impacts are manifested locally.
• Vulnerability and capacity to adapt and mitigate are determined by local conditions.
• Certain climate change adaptation and mitigation activities are often best observed at the local level.

As the above suggests, Local Government institutions have a very important role to play in addressing the local impact of global climate change. According to the UP Act of 2009, the Union Parishad is assigned 10 compulsory and 39 optional functions. The Act includes the practice of participatory planning and community mobilization. It also creates a body at the ward level, the Ward Shava, which is a mechanism for community participation in planning. All Union Parishads have to develop a five-year plan through participatory process as a legal mandate for receiving direct grants support from the Government. Nevertheless, when attempting to address climate change issues through a fiscal framework, Union Parishads face significant challenges and limitations like fragmentation of project related modalities, lack of adequate funding, lack of clarity in what counts as climate finance and funding predictability.

This position will be supported from Local Climate Adaptive Living (LoCAL) pilot project. LoCAL will test direct fiscal support to selected local government bodies for climate change adaptation activities in a performance-based framework with the aim to unlock the potentials of continuing such financing from national and international sources. On the one hand, this will mainstream the direct fiscal transfer for climate change adaptation to local government bodies through national treasury, on the other hand, it will facilitate capacity building of the local government bodies on climate change adaptation planning, budgeting and financial management. The institutional experience of UNCDF gathered from Sirajganj Local Government Development Fund Project (SLGDFP), Local Governance Support Project-Learning and Innovation Component (LGSP-LIC) will be used in climate change financing for local government bodies of Bangladesh. The LoCAL Bangladesh project is being implemented during 2013-2015.

Devoirs et responsabilités

The main objective of this assignment is the provision of programme development support for UNCDF’s climate change initiatives with local governments in Bangladesh.

Scope of work and expected outputs / deliverables:


The Consultant will support the Local Government Division (MLGRDC), and will be responsible for the production of project related documents for UNCDF’s climate change initiatives.

1. S/he will facilitate creation of strategic partnerships with relevant government ministries/ departments.
2. S/he will facilitate formulation of LoCAL phase 2 project.
3. S/he will facilitate formulation of climate change municipal finance investment concept note and project documents. 

 Deliverables:
• Climate change adaptation plans for two upazilas (30 days)
• Proposals from local governments to the climate change resilience/trust fund (20 days)
• Upazila Performance assessment report (10 days)
• LoCAL phase 2 concept notes, project documents (20 days)
• LoCAL phase 2 action fiche (20 days)
• Climate Change Municipal finance project concept note and projects documents (20 days) 

Supervision and performance evaluation:
The consultant will work under the overall guidance of the National Project Director of the LoCAL Project and in close coordination with UNCDF Programme Officer. The consultant will be responsible for delivering the tasks mentioned under Section (C). UNCDF country office team will provide backstopping support, guidance and logistical support to the consultant during the assignment. 

Timeframe and deadlines:
The services will be delivered within the period of 1 July to 2014 to 30 April, 2015.
Total: 120 days in 10 months, 12 days per month

Qualifications et expériences requises

Academic Qualifications:

  • Post-graduate in any discipline of Science or Social Sciences;

Experience:

  • At least 20 years of work experience as civil servant with hands on exposure with UN projects; retired officials will be considered;
  •  At least five years of hands-on experience in local governance project management/policy and local government institutions
  •  Leadership experience of working in various government ministries and departments
  •  Proven experience of working with development partners and partnership management
