Under the guidance and direct supervision of the Programme Specialist (Disaster Risk Reduction) and Programme Specialist (Gender in Crisis), the incumbent will be part of the team to deliver high quality of advisory service in the scope of Disaster Risk Reduction as well as conflict resolution including women peace and security to countries in Asia and Pacific.
 
In the area of Disaster Risk Reduction:
 
UNDP Asia-Pacific Regional Centre supports countries in Asia to establish database system to record loss and impact of natural disasters. The system has been adapted and localized in more than 15 countries around Asia. The analysis functionality of the system helps stakeholders and government officials to plan and manage disaster risk reduction programmes and policy in a country more efficiently. The incumbent will act as a technical focal point in providing all technical support to Programme countries. The incumbent will work closely with technical partners, other UN Agencies, UNDP country offices to guide, supervise the project staff to delivery outputs as assigned.
 
In the area of conflict resolution including Women Peace and Security:
 
The incumbent will support UNDP to promote gender equality, women peace and security (WPS) as described in UNSCR 1325. The incumbent will also support the team to advocate and encourage knowledge sharing across countries in the region. He or she will support the team to compile media, reports, publication and disseminate those outputs through various channels including of social media like Facebook, Twitter and YouTube.
 
In addition to that, the incumbent will be working closely with supervisors in delivering outputs, presentations and reports of the team more efficiently and professionally.

Devoirs et responsabilités

1.      Support capacity strengthening on disaster loss and damage database systems to countries in Asia and Pacific.
  • Conduct training workshops for both regional and national levels to support disaster loss and damage database implementation.
  • Undertake missions to provide technical services to countries in the areas of disaster loss and damage databases and related systems.
  • Provide guidance to national partners and project associates to implement disaster loss and damage database.
  • Guide and provide technical support to national partners to host the loss database online using open-source software packages.
  • Customize and configure loss and damage database system for specific needs of programme countries.
  • Troubleshoot ICT technical issues and problems on disaster loss and damage database system including Internet and computer networking.
  • Support local adaptation of global and regional goods, expertise and services to UNDP Country Offices and governments in the region.
2.      Support development of knowledge products through provision of data analysis from the disaster loss and damage databases and systems. This including making recommendation on communication and outreach strategy for the Regional Programme.
  • Oversee and coordinate with vendors/consultants to produce communication materials, media including audio-visual media and digital media by applying UNDP corporate standard and guidelines.
  • Ensure coherent and consistent branding and support to the development of public information tools and materials to advocating regional programme outputs focusing on disaster risk reduction (DRR), conflict and gender issues as well as women peace & security (WPS).
  • Troubleshoot and make recommendation to communication and outreach strategy of regional programme to clients, government and partner agencies in Asia Pacific.
  • Facilitate and manage to disseminate public information and outputs of the regional programme through various channels and methods including the social-media integration.
3.      Support the research for knowledge management of the regional programme and ensure all systems are functioning and messages/knowledge contents have been disseminated to clients properly.
  • Conduct an online survey and consensus as per regional programme, which include but not limit to compiling the results and composing the draft of consensus reports.
  • Coordinate with experts/institutions to build or introduce methodology related Disaster Risk Reduction to countries in Asia Pacific.
  • Provide technical support to the functioning of two knowledge networks initiated by the regional programme namely (1) DRM-Asia Community of Practice (2) N-Peace Network.
  • Manage and maintain member databases of the two networks including subscription and unsubscription processes.
  • Support to the regional programme web portals/websites including update contents both through HTML coding and content management systems (Drupal/PyroCMS).
4.      Provide support to regional event management including community of practice activities and events.
  • Support the organization of regional events and Community of Practice (CoP) events including the facilitation of regional CoP networks, arrangement of computers, setting up computer lab and computer network as well as other ICT equipment.
  • Liaise with UNDP HQ on massive messaging system and distribution.
  • Prepare, design and format communication materials, reports and presentations for regional events.

Qualifications et expériences requises

Education:
  • Thai National with Master’s Degree of Science or equivalent in Computer System, Information Technology, Information Management, Disaster Risk Reduction, Crisis Prevention or related fields.
Work experience:
  • Minimum of 3 years of experience in implementation of knowledge management tools, software development with working experience in database systems;
  • Experience in multi-platform operating systems would be an asset;
  • Knowledge of multi-language web-application design and development especially languages in Asia Pacific;
  • Experience in communication, social media tools, electronic knowledge networks would be an asset;
  • Good understanding of crisis prevention, disaster risk reduction and peace building issues would be an asset;
  • Experience in project management is an asset;
  • Good working experience in multicultural and multinational environment especially non-profit or Intergovernmental organizations would a good asset.
Language requirement:
  • Fluency in English and Thai.
