Antecedentes

The Renewable Energy for Rural Livelihood (RERL) is a joint programme of the GoN/AEPC and UNDP/GEF. In continuation to UNDP’s support to the energy sector and UN’s commitment towards ensuring universal access to modern energy services. UNDP Nepal as well as the GON/AEPC has agreed to extend the partnership in this sector to scale up decentralized energy systems for better linkages with the enterprise development and livelihood enhancement. The RERL will operate within the broader framework of National Rural Renewable Energy Programme (NRREP) of AEPC and aims to provide support particularly in mini hydro, large solar PV, productive end-uses and renewable energy financing contribute to economic, environmental and social benefits of the rural people by removing barriers that have hindered the wider use of renewable energy resources in rural Nepal.

Deberes y responsabilidades

The SNA will be responsible along with the Component Manager /NPM for programme implementation. Under the guidance from Component Manager/NPM and NPD, SNA will be responsible for direct supervision of project staff and will carry out programme activities approved by the RERL Project Executive Board (PEB). SNA will directly report to the Component Manager/National Programme Manager (NPM) and National Project Director (NPD). More specific responsibilities will be:
  • Preparation of RERL periodic work plans that are integrated with the corresponding plans for NRREP;
  • Facilitate cross-component coordination including CREF related to activities of the project;
  • Prepare Annual Work Plan with detail budget allocation based on the Project Allocation and support Component Manager /NPM to submit it to PEB for approval;
  • Support to ensure the timely mobilization and utilization of programme personnel, subcontracts, training and equipment inputs, whether these are procured by the Programme itself or by other agents;
  • Facilitate and assist Component Manager/NPM to exercise overall technical, financial and administrative oversight of the programme, including supervision of national and international personnel assigned to the programme;
  • Supervise and guide programme staff and prepare the Individual Performance Plans and Performance Appraisal Reports of professional staff;
  • Carry out regular follow-up and monitoring at the district and community level;
  • Prepare and submit reports, assessments and studies timely including quarterly progress reports, annual reports, monitoring reports, technical reports and assessments, study tour/fellowship reports etc. as demanded by the project;
  • Support AEPC for policy formulation and advocacy for development of Mini-hydro and Large-scale solar PV system development;
  • Support AEPC/NRREP in its renewable energy promotion activities;
  • Facilitate activities related to human resources development, community mobilization, private sector development, NGOs strengthening and gender and social inclusion;
  • Support to maintain close cooperation with member organizations represented in PEB and UNDP in implementing the programme activities;
  • Participate and encourage the participation of project staff in different forums that may be organized by various agencies related to the Mini-hydro and Large-scale solar PV projects and other related subjects;
  • Support AEPC to take lead role in networking meetings amongst the key stakeholders of the RE projects and other related government and donor agencies;
  • Document and disseminate the lessons learned through studies, audio visual production and electronic means such as CD-ROM and DVD;
  • Provide additional support as requested and required by the Component Manager/NPM/NPD to make the programme a success;
  • Participate in meetings, trainings, workshops and events organised by UNDP;
  • Support and promote gender equality and social inclusion in program activities as well as among the project staff.

Habilidades y experiencia requeridas

Education:   
  • Completion of Master's degree in Renewable Energy or other related fields with Bachelor’s degree in Engineering.
Experience:
  • At least 10 years of working experience preferably in renewable energy with at least 3-5 years of successful managerial experience;
  • Relevant experiences of working with government agencies and financial institutions;
  • Working experience with bi¬lateral and multi-lateral development agencies, particularly UNDP, will be an asset;
  • Experience on planning, monitoring and evaluation of community based projects will be an added advantage;
  • Experience in the usage of computers and office software packages. 
Language:
  • Fluency in spoken and written Nepali and English is required.
