The Renewable Energy for Rural Livelihood (RERL) is a joint programme of the GoN/AEPC and UNDP/GEF. In continuation to UNDP’s support to the energy sector and UN’s commitment towards ensuring universal access to modern energy services. UNDP Nepal as well as the GON/AEPC has agreed to extend the partnership in this sector to scale up decentralized energy systems for better linkages with the enterprise development and livelihood enhancement. The RERL will operate within the broader framework of National Rural Renewable Energy Programme (NRREP) of AEPC and aims to provide support particularly in mini hydro, large solar PV, productive end-uses and renewable energy financing contribute to economic, environmental and social benefits of the rural people by removing barriers that have hindered the wider use of renewable energy resources in rural Nepal.

Devoirs et responsabilités

The MHE will work under the direct supervision of the Senior National Advisor (SNA) and the overall guidance of the Component Manager/NPM. The MHE will be responsible for providing technical support and leadership in areas pertaining to mini-hydro and mini-grid development and operation. MHE will support NRREP sub-component in areas related to promotion of mini and large micro hydro. Specifically, the MHE will carry out the following activities related to off-grid mini-hydro and mini-grids:

• Mobilize the private sector, banking and financial institutions (BFIs) as well as local authorities to participate in the off grid mini-hydro and mini-grid development;
• Support revision of subsidy policy to attract more private sector investment;
• Assist in the drafting of a PPP policy for attracting investment in mini-hydro and mini-grid;
• Develop specifications, in close collaboration with NEA, for mini-hydro and mini-grid systems that meet the national codes and standards for connection to the national grid;
• Support local governments to incorporate mini-hydro  into district decentralized energy plans;
• Conduct a study on identification of technical challenges and opportunities in design, manufacture, installation and after-sales service in mini-hydro;
• Support in improving capacities for project identification, feasibility study, detailed design, manufacturing, construction, installation, operation and management through development of manuals, capacity building activities, trainings, guidelines etc;
• Review and update the detailed feasibility reports of the demonstration projects in close coordination with the Community Electrification Sub Component of NRREP;
  
• Support in preparation of Detailed Project Report and obtaining permits and clearances;
• Support in the formation of  special purpose vehicles and in the preparation of their business plans;
• Assist in implementation of approved projects by providing technical and procurement assistance, installation assistance, and appropriate capacity building activities;
• Support to develop O&M modalities;
• Monitor operations to assess progress, identify problems, document lessons learned;
• Identify and seek corrective measures for emerging problems;
• Carry out other activities to ensure the success of the mini-hydro and mini-grid related activities of the RERL and NRREP.

Qualifications et expériences requises

• Completion of Master’s degree in Engineering, Energy or relevant field and a Bachelor’s degree in Engineering.
