Background

The goal of the project is to assist the country in mainstreaming and integration of climate change consideration into national and sectoral development policies by giving continuity to the institutional and technical capacity strengthening process, partly initiated and sustained by the National Communications.

The immediate objective of the project is to assist the country in the preparation and submission of its First Biennial Update Report to the Conference of the Parties to the UNFCCC for the fulfillment of its obligations to the Convention under Dec. 1/CP. 16 par. 60 and Dec 2/CP. 17 par. 41 and it’s Annex III.  

Duties and Responsibilities

• Based on General guidelines for domestic measurement, reporting and verification of domestically supported nationally appropriate mitigation actions by developing country Parties organize all activities related to the establishment of Domestic MRV system;
• Assess current international best practices applied in domestic MRV system and develop relevant options to be applicable in case of Azerbaijan; 
• Assess current national institutional structure and legal framework related to domestic MRV system and identify main gaps, including capacity needs; 
• Organize and coordinate works related to the assessment to be conducted regarding the different options and possibilities for the domestic MRV, considering national circumstances and capabilities, as well as taking into account the different nature of the mitigation actions;
• Lead technical support to be given to the process of development of the national institutional and legal frameworks for establishment of domestic MRV;
• Liaise with respective national stakeholders during development of domestic MRV system;
• Provide periodic progress report, as well final report to the Project Manager on the activities implemented in regards to the Domestic MRV system; 
• Develop the scope of work, guide and supervise works of local MRV expert;
• Ensure the timely and effective management of the activities as scheduled;
• Implement other duties as requested.

Required Skills and Experience

• University degree in environmental sciences or climate change related field.

Experience:

• At least 3 years of direct engagement in climate change mitigation sphere, especially in issues related to MRV;
• Excellent knowledge of global and regional climate change tendencies, issues related to nationally appropriate mitigation actions, MRV etc;
• Past experience in management/coordination of similar assessments related to domestic MRV system;
• Previous experience with international organizations/think tanks dealing with related issues will be considered as an asset.

Language:

•  Excellent written communication and coordination skills; and
•  Fluency in English is a requirement, while knowledge of other UN languages will be considered as an asset.
