Antecedentes

 The United Nations Country Team (UNCT) for Seychelles, which comprises 17 members, 15 of which are non-resident agencies (NRAs) has committed itself to implementing the “Delivering as One” (DaO) reform of the United Nations (UN) development assistance system.   Seychelles is now formally recognised as a Delivering as One Self Starter country by the United Nations Development Group. In line with the 2012 Quadrennial Comprehensive Policy Review, Standard Operating Procedures, and UNDG Strategic Priorities 2013-2016, and in support to the Seychelles national development strategy, the UN Country Team (UNCT) in close consultations with the Government of Seychelles is developing its first Partnership Framework. The framework will have results in three main areas: Green/Blue Economy, Health, HIV/AIDS and Substance Abuse, and Law and Order, as a first building block to converge towards Delivering as One (DaO) Programme.
 
The UN Coordination function for Seychelles is currently carried out from a distance by the UN Resident Coordinator’s Office based in Mauritius. With only two Resident Agencies in Seychelles-UNDP and WHO and IOTC/FAO, UNODC and UNCTAD having field representations only, coordination for the UNCT sponsored programmes require additional supports. 
 
With a view to improve inter-agency coherence and rationalisation of development work in Seychelles, the Focal Point will support the facilitation of UNCT support to the country and in collaboration with the Ministry of Foreign Affairs (MFA) will support the coordination of ODA (Official Development Assistance) flows.
 
The Focal Point will be posted at the MFA Office in Victoria and therefore on a daily basis will also report to the Principal Secretary (or such designated official) but with a matrix management line to the UN Resident Coordinator’s Office (RCO)-under the overall guidance of the UN Resident Coordinator and the supervision of the UN Coordination Analyst.   
 

Deberes y responsabilidades

Provide effective support to UNCT in preparation and implementation of country programming processes and products, namely the Partnership Framework and including the associated Result Frameworks and UN programmes coordination, focusing on achievement of the following results:
  • Thorough analysis and research of the political, social and economic situation in the country;
  • Participation in the work of the Results Group activities and preparation of inputs;
  • Participation in the work of the Results Working Groups (creating them where necessary), and preparation of inputs
  • Identification of strengths and weaknesses in UN Agencies programmes in the context of the country’s development priorities, UN System reform, and MDGs;
  • Working in close collaboration with the other UN Focal Points either based in Seychelles or in the RCO of Mauritius for the advancement of UN coordination work;
  • Provision of inputs for the preparation of documents summarizing the development in the UN agencies areas of cooperation;
  • Provision of advice on adjusting strategies and implementation modalities.

Provide effective support the RCO knowledge building and management initiatives:

  • Identification and synthetising of best practices and lessons learnt directly link to Seychelles policy goals;
  • Identification of information related to coordination;
  • Provision of referral services for agencies without field representation, to access national institutions and
  • Contribution to the development of a UN communication product / brochure in 2015;
  • Provision of information, best practices or articles to the UNDP Newsletter and other related publications.

 Contributing to the resource mobilization strategy for UN agencies support to the country development priorities:

  • Development of partnerships with IFI’s, Government institutions, bi-lateral and multi-lateral donors, private sector, civil society;
  • Analysis and research of information on donors and preparation of reports on donors strategies
  • Coordinating the development of joint projects as part of the resource mobilisation strategy, whenever the opportunities arise.

Acting as the UN Focal Person for Seychelles:

  • Working in collaboration with the Ministry of Foreign Affairs to prepare/maintain a database of aid flows in the country and updated matrix of UN interventions in the country;
  • Serving as technical secretariat and assisting in the follow up of actions and agreements from the RCO
  • Facilitating missions of UN agencies and reports to the RCO on outcomes;
  • Maintaining an up to date database of meetings documents as well as key documentation for RCO / UNCT information and activities;
  • Under the guidance of the RC, the UN Coordination Analyst or other RCO staff member, preparing briefing kits, updating background documents and providing logistical support for missions, retreats, or visits in coordination with UNCT and counterparts;
  • Updating the directories (databases, emails and telephone numbers and contact information) of the donor community, UNCT, Inter-agency working groups and other key partners, in coordination with the UN Coordination Analyst;
  • Contributing to the RC Annual Reporting and designing of the RC Work Plan and associated budget.

Habilidades y experiencia requeridas

Education:         
  • Master Degree in Economics, Social Sciences, International Relations, Political Sciences, Environment, or related field;
  • Candidates having a Bachelor’s Degree with five (5) years of relevant working experience will also be considered
Experience:       
  • Three (3) years of post-Master’s or five (5) years of post- Bachelor’s relevant experience in providing management advisory services and hands-on experience on programme management at the national or international level
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages and experience in handling of web based management systems

Language Requirements:            

  • Fluency in English and Kreol, and knowledge of French preferred.
