- Provide policy, analytical and technical advisory services (policy advisory/programme management/technical support) to the UNDP Multi/Country (M/COs) in the Pacific region in the development and implementation of peacebuilding and conflict prevention programmes;
- Supports the Acting Team Leader (P4) in the development of strategic partnership and entry points with relevant stakeholders for peacebuilding and conflict prevention programmes;
- Facilitates knowledge management and capacity development related to new areas of practice in conflict prevention and peacebuilding;
- Performs programme and resources management functions.

- Supports the development of strategic partnership and entry points with relevant stakeholders for Security Sector Governance and gender mainstreaming of Security Sector Reforms;
- Supports UNDP PC work in natural resources management and extractive industries;
- Support Unit in ongoing initiatives in conflict prevention and peacebuilding as required such as the Strengthening Citizen Engagement in Fiji Initiative.
- Provide policy, analytical, knowledge management and technical advisory services (policy advisory/programme management/technical support) to the UNDP Multi/Country (M/COs) in the Pacific region in the development and implementation of peacebuilding and conflict prevention programmes;
- High level conflict analysis, political economy and governance analysis and capacity development assessment and trends in the Pacific region to determine strategic and innovative programs areas to prevent conflict and tensions and manage political crises and facilitate social and economic recovery through appropriate peacebuilding initiatives;
- Provide high level technical advisory services for the development of program and initiatives in areas such as political transition, security sector reform/governance, reconciliation & dialogue, trauma healing, social cohesion, local level governance and community organizing, natural resource governance, conflict analysis and Women, Peace and Security issues;
- Provide support in developing strategy for capacity building programs and curricula in conflict prevention, peacebuilding, security sector governance and reform for regional organizations, government and civil society
- Support the development of project documents that advance a strategic vision for UNDP peacebuilding and conflict prevention in the Pacific region in support of resource mobilization efforts;
- Liaise and support governments, local non-governmental organizations and civil society organizations and formulate strategies and projects for UNDP to strengthen cross-sectoral engagement and dialogue, promote social cohesion, conflict prevention and peace building initiatives at regional, national and local levels;
- Develops UNDP guidance notes, case studies and knowledge products in other forms on conflict and peace related topics in the Pacific which help to further position UNDP in the areas of conflict prevention and post-conflict recovery;
- Utilizes social media methodologies and knowledge management networks to disseminate information on peacebuilding and conflict prevention in the Pacific, regionally and globally.
- Support the development of contextualized curricula and training materials and trainings methodologies for TOT and other workshops, on conflict-sensitive development planning, peacebuilding, social cohesion, collaborative advocacy, good governance principles in Fiji;
- Manage project implementation and monitoring via social media, monitor project expenditures and deliverables and liaise regularly with UNDP Operations on the progress of procurement;
- Oversee the work of 11 provincial facilitators and provide on-going accompaniment services;
- Support execution of M&E framework for the Initiative by preparing case studies, communication strategies, media stories and in analyzing, consolidating and disseminating lessons learned and good practices derived from grants program;
- Strengthen and maintain partnerships and information sharing with relevant donors and other stakeholders through timely management of the PC web-site, facebook pages and by supporting the preparation of programme reporting documents, including quarterly and annual reports;
- Plan, convene and prepare quarterly meetings, meeting minutes, Updates, biannual reports for Project Steering Committee, National Advisory Group, Grant Selection Committee and Secretariat;
- Develop Terms of Reference (TORs) for consultants and support staff as needed.
- Assist the PC Manager in helping build and maintain strategic alliances and partnerships for security related strategies and initiatives with governments, regional organizations CROP agencies, donors, multilateral organizations, regional NGOs and UN Agencies;
- Provide advisory services and technical assistance to regional organizations (in particular, Pacific Island Forum Secretariat (PIFS) on conflict prevention, conflict management and post-conflict ot strengthen the regions Security and Peace Architecture. Specifically, support Security Sector Governance and reform and gender mainstreaming of security sector reform effort with a SCR 1325 - Women, Peace and Security lens;
- Through Country Offices, assist national authorities with policy and programmatic advice and technical assistance in the area of political transition, security sector governance and reform, gender and conflict mainstreaming of security sector reforms.
Supports UNDP PC work in natural resources management and extractive industries:
- Support the development of a new PC wide Project Document on managing extractive industries for better human development outcomes;
- Liaise and support governments, local non-governmental organizations and civil society organizations and formulate strategies and projects for UNDP to strengthen cross-sectoral engagement and dialogue around extractive;
- Support governments in the designing participatory approaches for developing legislation, policy and planning frameworks; supporting greater transparency and community consultation and engagement in decision making at all stages of the extraction project;
- Promote more transparent environmental, human rights and social impact assessments and conflict-risk analyses framework; and support strengthening of grievance/recourse mechanisms with ADR components were possible.

Qualifications et expériences requises
Education:
- Masters degree in social sciences, preferably with specialization in peace and conflict studies and/or peace-building; or the equivalent combination of education and experience in a related area.
Experience:
- 7 years of progressive experience in international development including experience in conflict and post-conflict countries focusing on CPR issues;
- Demonstrated substantive experience in two of these CPR areas: security sector governance, reconciliation & dialogue, civic education, engaging men and boys in prevention of gender based violence, natural resource governance, armed violence prevention, small arms reduction, community security and social cohesion;
- Proven track record in conducting conflict, political economy and governance analysis and in designing and managing multi-stakeholder participatory conflict analysis processes and methodologies;
- Thorough knowledge and demonstrated extensive experience in conflict prevention policy development, programming and advocacy;
- Nuanced knowledge of conflict analysis tools and methodologies.
