Background
Preamble:
The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.
The Zanzibar National Chamber of Commerce, Industry and Agriculture (ZNCCIA) is an apex body of the private sector in Zanzibar whose main goal is in uniting the private sector in Zanzibar towards accelerating the economic growth and reducing poverty. ZNCCIA wish to develop a comprehensive monitoring and evaluation system to enable to capture the change process among members and targets. Some of the key elements to be captured will be effectiveness of the strategies, role of stakeholders and sustainability of changes witnessed.
For ZNCCIA to follow up on both programme and advocacy projects, a Monitoring and Evaluation (M & E) system and tools would enable the organization to identify research areas for follow up and to reinforce the scope to delivery and manage perceptions /expectations. This highly demands to develop and support implementation of an M & E system in place that matches the expanding role of ZNCCIA. Through this UNV support, the established M&E strategy and plan including results oriented targets, indicators and means of verification will contribute substantively to the operationalization of project results framework at project and annual work plan formulation strategy. When M & E tools are effectively applied, they will also provide valuable contribution to the achievement of the MDGs in general and to poverty reduction, especially for our category of members in the rural areas. The M&E Framework will therefore demonstrate the link between the program and monitoring, and evaluation efforts will develop performance and impact assessment indicators for ZNCCIA projects based on the results based management approach as well as recommend monitoring indicators on relevance, effectiveness, efficiency, impact and sustainability of activities.
Host Entity: Zanzibar National Chamber of Commerce, Industry and Agriculture (ZNCCIA)
Organizational Context:
ZNCCIA acts as an umbrella organization representing the private sector and serving them in all matters to do with trading and business, marketing and trading opportunities, business advisory services, entrepreneurial skills and others hence is an apex organization that reaches out to many clients at a go. Members of ZNCCIA and other Private Sector Organizations (PSOs) together with other individual business and organizations are the main tax payers of Zanzibar making the tax collection possible and the economy to grow. However, the capacity of ZNCCIA to support Private Sector is low, technically, financially, materially as well as institutionally. The need to continue building the capacity to the level which can support the private sector to do business effectively is imperative.
Vision:
The Vision of ZNCCIA is to be a strong and credible apex organisation for the private sector development in Zanzibar.
Mission:
The Mission of the ZNCCIA is to promote business growth in Zanzibar by:
- Articulating well developed proposals for removing constraints facing the business community;
- Promoting unity of stakeholders within the private sector;
- Enabling Zanzibar enterprises to access skills, markets, partnerships, investment opportunities and financial resources;
- Collaborating closely with the Government to make Zanzibar more attractive to investors.
A 12 month contract; a monthly volunteer living allowance (VLA) of Tshs: 659,009 intended to cover housing, basic needs and utilities; a one-time settling-in-grant (if applicable); life, health and permanent disability insurance; return airfares (if applicable); resettlement allowance (equivalent to one month VLA) payable at the end of assignment.
Duties and Responsibilities
Under the overall supervision of the Executive Director, ZNCCIA, the National UN Volunteer will;
• Develop M&E tools and systems for ZNCCIA projects and advocacy activities
• Develop indicators to monitor progress on implementation
• Follow-up of ZNCCIA activities including advocacy projects and activities
• Establish documentation for easy reporting of ZNCCIA projects and activities
• Oversee the field based aspects of M & E data collection and recording for ZNCCIA activities;
• Work closely with the Programme Manager and other staff to prepare evidence based
quarterly and other reports;
• Lead on data collection, analyze and report writing based on agreed M&E framework in order to feed evidence based advocacy and implementation of project activities;
• Ensure activity proposals and reports include qualitative and quantitative data collected;
• Provide advice, training, on-the-job mentoring and coaching to ZNCCIA staff in the use of reporting templates and M & E data storage and retrieval systems to strengthen the capacity ZNCCIA and staff in M&E of their activities;
• Provide inputs on the gender mainstreaming aspects of the projects;
• Provide inputs on estimation of project related risks.
Furthermore, UN Volunteers are encouraged to:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Results/Expected Output:

Required Skills and Experience
Qualifications/Requirements:• Advanced university degree in economics, political science, public administration, international relations, international development, or other relevant field;
• At least 3 years of progressively responsible professional experience in the development and implementation of M&E systems.
• Proven experience to train colleagues and counterparts in the use of quantitative and qualitative M&E methods, tools and systems and with results-based management (RBM).
• Excellent communication skills. Experience on preparation of written reports prepared in an accurate and concise manner and public presentation skills.
• Strong inter-personal skills and a demonstrated capacity to deal with colleagues and counterparts from different backgrounds, and proven ability to function in a multi-cultural environment.
• Fluency in written and spoken English. Knowledge of Swahili is an advantage.
